Senate Fight Starts: GOP Says Senate Parliamentarian Will Kill Fix-Its Bill
ABC News' Z. Byron Wolf reports: The House bill has not yet passed and already we are seeing the reconciliation fight start in the Senate. Senate Republicans say they can get the whole package of reconciliation fixes – the fix-its that make the Senate plan palatable to House Democrats – thrown out with a trump card procedural motion. And they say Democrats are slow-walking a decision from the parliamentarian until the House passes the Senate bill. That means the Senate bill, which everyone in the House seems to universally hate, will be the law of the land. This afternoon Senate Republicans say Democrats won’t meet with them and the parliamentarian – a charge Democratic staffers call “absurd”. (The timing of the allegation also works as a last-minute, probably too-late message to wavering House Democrats).
Bottom line: Don’t expect the health reform debate to end tonight even though the health reform bill will become law as soon as Obama signs the Senate bill. Should the House pass the Senate bill and the package of reconciliation fix-its tonight, Senators will take over the reconciliation fix-its as soon as Tuesday. That will set in motion a week or longer parliamentary floor battle with points of order, references to the budget act, the Byrd Rule and more. For an appetizer, take a look at Senate Budget Committee Ranking Member Judd Gregg’s statement tonight. “Immediately after receiving the final reconciliation bill language, Senate Republican staff was ready and willing to meet with Senate Democratic staff and the Senate Parliamentarian to discuss the fact that the House reconciliation bill may be brought down by the 310(g) point of order in the Senate. Senate Democrats are mysteriously unavailable until after the House votes on the health care bill tonight. The Senate Democrats appear to be pushing off this meeting so that House Democrats will remain in the dark about what is likely to happen to the reconciliation bill on which many have staked their careers in Congress. House Democrats should be alarmed by this latest development, since the survival of the reconciliation bill is clearly at risk in the Senate.” If Republicans can get the parliamentarian to agree with them even once, whatever ultimately passes the Senate will have to go back to the House.
And Democrats in the House quietly admit that its very likely they will have to vote again on the reconciliation fixes at some point down the road.

If the House Democrats did not intend to use a trick to make the Senate bill the law of the land, they would conference with Senators in the normal fashion two bills are streamlined into one.

This is what happens when a bill from day one was passed with deal after deal after deal. If the bill was such a great piece of legislation then why couldnt it pass on it merits? And why did Hoyer make the remark nobody wants to be the 216 vote? Still all the blame for this mess goes on the shoulders of Ben Nelson had he voted no instead of being paid off we would not be in this mess. The ironic part is his along with the rest of the deals will be cut out during the reconciliation process because none of those giveaways will fall into budget balancing as required by reconciliation.

I’ll bet that those House members that changed their votes from no to yes on this bill — that many were investigated by Obama’s thugs and threatened to be exposed to some kind of scandal unless they voted yes. Those House members probably figured that it was better to be voted out in November than to be kicked out now by scandal and lose their potential lobbying futures.

Like it or not, this is an historic day. This could well be known as the day the USA turned socialist.

The current ‘health care” legislation will raise taxes for years before the promised benefits are doled out (if they are doled out at all).
The political class is desperate. The United states is about to loose it’s AAA bond rating as a debtor nation. The only way the political puppets tasked with putting a legitimate face on the controlling the reigns of power can hope to avoid this, and the ensuing collapse of the government (their reason for being) is to increase tax revenues from the debt serfs so as to keep their Finance/Banking Masters happy. Hence, they are trying any and all procedural and legal maneuvers to implement their plans as fast as possible.
For the Democrats, the hope is that this will delay the next and final economic collapse of this cycle until the Republicans again have a majority, at which point, the myopic citizenry will blame the Republicans and the Democrats will again take a majority and further consolidate and increase their power.
For the ruling Financial Establishment/Military Industrial Complex, it doesn’t matter which major party is in power because they are two wings of the same parasitic beast. A beast which is wedded to the ruling interests. These ruling interests are mostly run by a very small group of people operating in multiple corporations which feed the egos and campaign chests of the two political parties so as to have all bets covered. Their allegiance is not to the Constitution, The People, The Shareholders, or any kind of Moral Code but to the naked self interests of those who control the Financial and other Multi-National Corporations. In addition to grabbing all the loot they can while keeping the economy afloat and the public disconnected from economic reality, they are doubling their efforts to institute as many mechanisms of a police state as they can so as to protect their gains. Almost $2 trillion in tax relief to those making over $500,000/year.
The drug prescription give away program at a cost of over $1 trillion every 6 to 8 years with no plan to cover the costs other than increase the US debt.
The bush invation/occupation of Iraq at an estimated cost of $2 – $3 trillion if we get out in another couple of years.
Tripled the price of gas.
Tripled the US debt.
Tripled oil company profits.
Yep the republicans are truely the party of no – only fear, war and anything for the party.

How on earth did a woman with the intellect of a squashed tomato ever become a person 2 steps from the presidency. I have to say that almost all politicans at some point swim in the sewer but this bunch of democratic crooks have taken it to a whole new level. We will not forget…..we will vote those democratic scumbags out in November and then we will kick that idiot in the white house to the curb in 2012. In the mean time I truly hope that not only does the senate fail to pass the house’s reconciliation bill thus making those democrats who hate the senate bill out to be the utter fools there are for trusting the senate but also all the states file lawsuits to stop this madness. Pelosi let the cat out of the bag when she revealed that this really was all about taxing the productive part of the economy to provide benefits for wastrels. What she seems to have missed (well, she *is* a Democrat) is tht you get less of what you tax, and more of what you subsidize.
I think any sensible/productive American should now start looking for ways to off shore 401(k) savings. Believe me, they will go on the block, right after we throw open our borders.

Where will Democrats hide after the Easter break? 1. The taxes start immediately taking more out of payroll checks leaving less to circulate in the economy. Bad for the economy.
2. At the same time, premiums will escalate existing insurance premiums due to unfunded federal mandates. So middle class families will pay more now and pay more later.
3. A virtual hiring “tax” of $2000 minimum will freeze part time jobs as they downsize and consolidate those jobs into full time. Pity the college students and moonlighters because they are now out of luck.
4. More unemployment means more people on welfare and getting government services. With fewer people to tax, revenue would go down. So taxes will have to rise to cover all these people.
5. As the taxes on hiring hit the cost of goods and services, inflation will kick in. This will further burden middle class wage earners who don’t have the comfort of government aid.
6. As inflation soars, people will begin cashing out stocks and bonds (check the stock market tomorrow for the final result on this)causing a run on banks. At this point the government will have to become the bank.
7. More unemployment also leads to more crime. More crime means that you either hire more police (with less money since property values will also sink causing lower tax revenue) or declare martial law at which case you have to begin to ask if we are a representative republic anymore.
Do I want this to happen? God, no.
Am I afraid it will happen. Yes
Was this a stupid and arrogant overreach to seize revenue so that the uber liberals could push their Brave New World upon us without bothering to ask? Yes it is.
Do I think there will be violence? I hope not, but generally speaking when a group feels marginalized no matter what the age or demographic, they act out accordingly.
This was and is a bad bill.
There will be a point in time when you will admit that.
Unfortunately by then it will be too late.

It disgusts me to hear the argument that we only have two choices: This bill or status quo. A vast land of improvement lies between the two.
Many important changes could be enacted that won’t bankrupt America and lead to rationed medical care. Many doctors have already said they will not stay in medicine if this bill passes. Some rural areas have a problem getting doctors now, how will it be after this bill is signed into law? The answer to that is obvious.
Everyone agrees that reform is needed, but the majority of Americans say this bill is not it. Most benefits from this so-called reform won’t go into effect until 2014. So, now, how’s the idea of insurance on layaway hitting you?

I was watching the healthcare vote today. Not only will the “Amnsesty” bill add 15 to 20 billion to the subsadized health care rolls. 15 years ago I was a Democrat, then I forgot about politics until 8 years of Bush and decided to vote for Obama… now I think I will vote Republican next time around if I vote at all.

Actually, Joe. I won’t be collecting what I’ve paid into Social Security because as my last quarterly statement from the Social Security office plainly states as a disclaimer, the funds are projected to run out long before I am eligible to retire.
And the history lesson is that it wasn’t just the “republicans” that opposed Social Security and Medicare, it was also the Supreme Court. FDR stacked the supreme court with more appointee’s to “address” the constitutional challenges to those bills and he threatened to keep stacking it until he got his way, constitution be damned.

The Senate is the upper chanber of congress and the House is the lower chamber of congress. Unfortunately, the Senate (as is my assessment) has never had any intention of accepting any House changes–otherwise the Senate would have simply followed the STANDARD two-chamber, sinigle bill vote instead of making the House vote on the Senate bill. But, once the Senate lost its super-majority (enter Scott Brown), the decision was made to pass the Senate Bill and the Senate Bill alone.
The fact is, the Senators are the Varsity Team (i.e. career politicians with 20+ years in D.C.), and many Representatives in the House are the Freshman Team.
The naivete on the part of the House is truly remarkable.
It truly is like a Freshman in High School asking a senior to hold his wallet while he goes to the bathroom. Hello?!?!

Anyone who does the math will see the REAL scary news in this health care bill. Social Security BY ITSELF needs major overhauling or it will bankrupt America. Medicare is in even worse shape. Medicaid is bankrupting the federal treasury AND the states. All these budget problems must get fixed or the American economy may collpse from its own debt.
Now add health care. This program won’t cost $1 trillion; the final price tag for the first 10 years will be MUCH more than that and here’s why. 1) Does anyone really think Congress will cut $500 billion from Medicare? If hey don’t that amount must be added to health care costs. 2) The “Doc Fix”, which was taken out of the Health Care budget and put into the general budget will cost another $300 billion. 3) Congress will tx us immediately but no start Health Care benefits for 4 years. Does anyone REALLY believe Congress will put that surplus aside and NOT SPEND IT?? If you think they will, just check the Social Security Lockbox and see how EMPTY that is!! 4) If we tax 10 years to pay for 6 years the first decade how much MORE will the second decade cost when we have to pay for ALL 10 YEARS with only 10 years of taxes???

I am disgusted by my what my government has become. The constitution is a work of genius and should be revered not subjugated. The democrats have once again proven they can’t be trusted and they certainly can’t govern. The only thing they excel at is spending other peoples money. What is unearned income? Is that the money you earned, took a chance with in the stock market and if or when it pays a dividend they get a share. Awesome, let’s let them in on the down side also. If we lose money I want them to pay me. Fair? Bottom line is fool me once shame on me, fool me twice and the second amendment comes into play. Got it. Even a democrat should be able to understand that.

ABC News’ Z. Byron Wolf reports: The House bill has not yet passed and already we are seeing the reconciliation fight start in the Senate.
Senate Republicans say they can get the whole package of reconciliation fixes – the fix-its that make the Senate plan palatable to House Democrats – thrown out with a trump card procedural motion. And they say Democrats are slow-walking a decision from the parliamentarian until the House passes the Senate bill.
That means the Senate bill, which everyone in the House seems to universally hate, will be the law of the land.
This afternoon Senate Republicans say Democrats won’t meet with them and the parliamentarian – a charge Democratic staffers call “absurd”. (The timing of the allegation also works as a last-minute, probably too-late message to wavering House Democrats).
Bottom line: Don’t expect the health reform debate to end tonight even though the health reform bill will become law as soon as Obama signs the Senate bill.
Should the House pass the Senate bill and the package of reconciliation fix-its tonight, Senators will take over the reconciliation fix-its as soon as Tuesday.
That will set in motion a week or longer parliamentary floor battle with points of order, references to the budget act, the Byrd Rule and more.
For an appetizer, take a look at Senate Budget Committee Ranking Member Judd Gregg’s statement tonight.
“Immediately after receiving the final reconciliation bill language, Senate Republican staff was ready and willing to meet with Senate Democratic staff and the Senate Parliamentarian to discuss the fact that the House reconciliation bill may be brought down by the 310(g) point of order in the Senate. Senate Democrats are mysteriously unavailable until after the House votes on the health care bill tonight. The Senate Democrats appear to be pushing off this meeting so that House Democrats will remain in the dark about what is likely to happen to the reconciliation bill on which many have staked their careers in Congress. House Democrats should be alarmed by this latest development, since the survival of the reconciliation bill is clearly at risk in the Senate.”
If Republicans can get the parliamentarian to agree with them even once, whatever ultimately passes the Senate will have to go back to the House.
And Democrats in the House quietly admit that its very likely they will have to vote again on the reconciliation fixes at some point down the road.

I hate the so-called health care bill that the Dems have out there, but there is an interesting silver lining if it gets passed tonight — beyond the obvious losses the Dems will see in November. And the silver lining is that this bill will come up again and possibly a third time before November, keeping the American mindset on it, and it will continue to enrage a growing number of Americans. It will also be thrown out, eventually by the Supreme Court, as it is obviously unconstitutional. That will put to rest any more “Progressive” attempts at taking over the country’s health care, and this will be regarded historically as their high water mark. Thank you Nancy.

Not to worry. The Senate bill becomes law but it never will be funded. The government is borrowing $4 billion a DAY to keep afloat. Google exponential growth. In 18 months the government won’t be paying Social Security no less this new $2.6 trillion entitlement. The retroactive half-trillion tax increase that guarantees a double-dip recession is just the icing on the cake.

Regardless, the income taxpaying citizens are being taxed without representation. Welcome to 3rd world status, and to the local health department for your care. All Government officials should have to have the same exact healthcare as Medicaid provides, because that will be all that is available in 10 years. Why the sudden concern about socialism? We already have socialized health care. It’s called Medicare. While we’re at it, we have socialized education. We have socialized public safety (a relatively new development). We have communally-held property (national parks & forests) and depositories of knowledge (that would be libraries). Anyway, Obamacare mainly extends a good idea further, so people don’t go bankrupt when they get sick.

People cried that the world would end with the passage of Social Security, Civil Rights, and Medicare/Medicaid. The world didn’t end…in fact, it was a better place. The people decrying the end of the world because health care reform passed are also on the wrong side of history. Finally, we had enough politicians who believed in the Constitution and the rights of all Americans to do the right thing. President Obama did what every president since Eisenhower couldn’t…he reformed our corrupt health care system. (Ironically, the Republicans crying the most did nothing when they had the power to make changes.)

The fight isn’t over, at this time the need for strategy to overpower whom violated the will of the people is ordered and time to take back the people houses has come. We the people and the majority have spoken against government take over and interfering in our lives, we elected the people representatives to voice our concerns in the manner reflecting on the majority , however when they do not follow , we the people have the right to recall their assignment in representing us. We need to commit to what will serve us well and follow the strategy to unseat them starting now:
-every targeted representative or senator should be pronounced incompetent and start the initiative and file within each state they represent to recall them.
By doing so, we keep them busy responding to the recall, fight harder in campaigning if they’re up for re-election, force them to spend more in expenses and keep them away from Washington, that will minimize further damage to our freedom.
Remember, we are the majority, and fighting to defeat them we can serve more than one purpose of action and serve our nation when timing is on our side.

I am deeply saddened by the actions of the Democratic Party in the House of Representatives. The methods used in the past days and months to push this bill forward are shameful. 220-211 does not represent a mandate by the people. As I write this Obama is on TV speaking of the historic moment and the huge accomplishment of the House… The rules were bent and broken and ignored. It is my intention to rebel against this bill and those who cheated to make it law. My hope is that others will join, and we will together fight, if necessary, to restore the principles upon which our GREAT nation was founded. God Bless America. I fear it may be disappearing.

In an alert issued this week, Liberty Counsel, run by President Mathew Staver, promised his organization “is prepared to challenge the constitutionality of the bill since Congress has no authority to require every person to obtain insurance coverage and has no authority to fine employers who do not provide the coverage standards that are required in the bill.”

Too cowardly to cast a roll call vote but plenty brave to steal your money under the pretense of ridiculous increases in taxes for our “own good,” this communistic leap is unConstitutional and must be stopped in its tracks. No one person has the right to demand the services of another – that is slavery. My rights end where yours begin. Freedoms give people the freedom of action – not the “right” to entitlement. To the liberals it is ALL about control. By raising taxes and instituting more and more handout programs there wish to have us all dependent on the government for everything will have come to fruition. Th flaw in their plan is that there is a limit to what people can and will pay. taking away ther money destroys the incentive to succeed and that causes the loss of income and the dollars paid in taxes to the government. Faced with a reduced tax stream the gov then will again RAISE taxes to make up the difference and keep up the “freebies’ to the people (to buy votes).
Anyone with a 7th grade education can see where this is leading. Today we learned the credit rating of the US has dropped BELOW that of Warren Buffet. Due to the massive spending by the Democrats we are about to see interest rates skyrocket as buyers of our debt demand and will have to be paid higher and higher rates of interest to compensate for our reduced reliability to repay the bonds sold. Mortgage rates, credit card rates, auto loans LL go up. Higher interest rates mean more expensive borrowing for corporations and as anyone informed knows, any increases in expenses incurred by a company are passed along to us, the consumer in the form of higher prices.
So, all you liberals and Independents out there who voted for the “messiah”. how’s that hopey changy thing goin for ya?

We need, in this order: A 2% reduction in Federal expenditure across the board each year for 5 years. A 5% reduction in taxes, across the board each year for 5 years. All current tax collected for the Federal government should be paid to the states who whould then forward their levy to Washington according to their population for the Federal government to perform their original Constitutional mandate and force them to live within their means. Lastly we need a Constitutional amendment to provide the ability to recall any member of the Congress, Executive and even the Judicial branches of government with a 75% vote by the people affected by their decisions.

Yes the dems have run up so much extra debt. I did not say only debt. Now I think they pushed so hard for this is because they can rake in taxes for several years before we see any benefit-if any benefits are to be had. Personally my state has to balance it’s budget but where will we be when many folks are put into medicade? Our taxes will go up here too. I need insurance but it just seems to me that this is not our best way to go about it. The dems have ruined us and turned us into California. Another Banana Republic. Have to ask….how is Pelosi going to feel if reconcilation is killed in the Senate and the Healthcare reform she pressured all her party to go along with even if it wasn’t what they wanted is now law of the land. Can we say screwed over? Now more than ever I want to see the birth certificate…..why….1) because he refuses to show it and is paying millions in legal fees to keep it hidden. 2)I need to know if the gentleman that is about to change my country into a weak kneed European country I want to know beyond a doubt he is who he says he is. Because if in fact he is not qualified under our Constitution then any and all things he has signed our null and void.

the poll in Nov 2008 gave the WH and every available contested senate seat to the dems to pass hc refor. and they have almost delivered upon thier pledge. how do you explain the hundreds of hours of debate on tv including 6 houes live from blair house? the gop had all the levers for 12 years and did NOTHING, but allow our country to be attacked, passed a script law that was unfunded and forbid the govt form competively bidding out contracts, started 2 unfunded wars, gave an unfunded trillion dollar tax cut to for millionaires to invest in our global competitors. you people make me sick with your lies.

As a conservative, and an observer of the process for the last 35 years, including, but not limited to, continious monitoring of Republican Party behaviour during this time, I don’t see much of a reason to get all that excited about this coming November. So what if the R’s win a majority. Do you think this group of career politicians intends to take away this new entitlement from potential voters? If you do, you are a bunch of naive individuals. This one’s coming in through the backside, boys and girls. It’d be best to relax while it does, so it won’t hurt so bad. Remember, these whiners are the same bunch of clowns that served up John McCain last time around. And Bob Dole back in the 90′s. They’re not going to stop these Statists.

I am so happy with the passage of this bill! It is wonderful to have the power of the insurance companies limited, even though most of the reforms will take some time to implement. People will see that having choice of plans and the assurance of coverage is much better than worrying about whether your insurance company will decide to drop you. This is great!!!

It’s not political suicide unless the American voting public’s memory is long enough to affect the November elections. Historically, this has not been the case and that is the point upon which uber dictator Obama and Himmler Emanuel are relying.
Also, the actions being taken in Washington are not Socialism. They are Bolshevism. We’ve already got the Gulags. The Death Camps (i.e. Death Panels) have just been authorized under the euphemism of ‘Health Care Reform’.

I am so happy that the health care bill passed! Having the power of the insurance companies limited is wonderful. People will see that it is far better to choose your own insurance and not have to worry about being dropped than the way it is now. Quit being so afraid and look at the bright side–it can work and make our country a better place to live.

The fact that this bill stinks to high heaven with backroom deals and that it is financially unsound doesn’t matter.
Obama’s Presidency is more important than anything. This bill is just a proxy for keeping him alive and well in political terms. He can not fail. The Dems won’t allow it and the press won’t allow it. Wait for the media to sing Obama’s praises from now until November. No matter how bad all of this is, its all about saving Obama.

One other thing, when you’ve been trained by the likes of Frank Marshall Davis and Saul Alinsky, what would you expect from a Democrat? It is going to be interesting to see where Frumin’s loyalty lies — to the institution of the US Senate, or to the DNC. Note, that Frumin has his current postion because of the actions of Trent Lott in 2001. I think it is a fair bet the he would have been re-re-reappointed by the DNC in 2002.
Frumin holds the distinction of being the only Senate Parliamentarian appointed by both both parties.

OH Please, So does this mean all you idealogs are NOT going to keep your kids on your policy or you will allow the insurance co to say you have a PEC or your fine with them not covering your illness (mental excluded) or your fine paying over $500 a month for your insurance. I’m a life long GOP and a lot of this bill is good (a lot sinks) BUT THE SKY IS’NT FALLING.

I like the fact that several states are going to file lawsuits against this. I wish California would, but unfortunately we have the village idiot for an attorney general and his sidekick the governator. Neither of which have any integrity or character. Seems that the bill will raise taxes, reduce the quality of health care, cause more unemployment, and raise federal debt. On top of that, mandating health care is apparently unconstitutional. Read the Consitution for yourself, it’s not all that long or difficult.
States seceding seems like a real possibility, as the folks in Washington have no clue what regular folks feel or how they live. One way or another, there are wake up calls coming.

I support the health care bill and I own a small business. I am tired of our premiums going up 20-30% annually each of the last 8 years. The insurance companies and their executives get richer while my employees now have to pay for high deductible coverage out of pocket. Everyone currently on Medicare should decline coverage and payout of pocket for their own insurance if they don’t like government health care.

I am so confused in what is in, what is not in.. what kicks in when.. when do the taxes and income aspects come to the fore…when do people get care..how is that going to be done… how it really all is paid for..what procedural rules apply… I do not like what is being passed but to really get a real understanding of all of its aspects is a lot to understand and I have a sad feeling that those that moved on it… don’t know the details either… just a hunch or what the consequences are, they don’t want to talk about.. of which there are many….ugh.
