Today’s Q’s for O’s WH – 3/11/2010
TAPPER: The president has talked quite a bit about wanting an up- or-down vote for health-care reform legislation in the Senate. There's some talk now among House Democrats of using a certain kind of rule so that the Senate bill could be adopted without ever actually having a vote taken in the House of Representatives. They're calling it the Slaughter rule, after Louise Slaughter of the Rules Committee.
GIBBS: I'm not familiar with this. So I would — I would have to check with somebody about -
TAPPER; Well, I guess the larger question is just would it be okay with the president for this to happen without there ever being actually a vote?
GIBBS: I — let me — I have not looked at what the specifics of this are, so let me take a –
TAPPER: One other question. On the — in the House earlier today, Dr. Peter Mugyenyi, who was on hand when President Bush introduced PEPFAR, said that over the last two years PEPFAR funding has flatlined. He said “new PEPFAR contract awards emphasize treatment for only those already on it, and only very limited slots for new patients. Currently, my institution which pioneered antiretroviral therapy in Africa and treats the large proportion of AIDS patients in Uganda, is not taking new patients, due to lack of funding; were forced to turn away desperate patients daily, often 15 to 20.” There is a slight increase in funding for PEPFAR in the president's budget, but it is less than the rate of inflation in Africa, which is why they say it's flatlined. The president, when he was running for president, at Saddleback said that he supported an increase of a billion dollars a year. Why has he chosen to break this promise?
GIBBS: I have not seen the specific comments that you reference. The president obviously has been a big supporter of this program, and I think, when asked in the past, has been very complimentary of former President Bush's leadership in getting this type of program — not just coming up with it conceptually, but getting it through — getting it through Congress. The president obviously is committed to that. As you mention, there's an increase in the budget. I would have to take a look at the exact figures and get back to you on — on what the exact PEPFAR funding dollars are for that. I'm happy to take a look at it and talk to the budget folks.
TAPPER: It’s a $180 million increase. And –
GIBBS: Jake, I don't have the budget in front of me, but I'm happy to take a look at that.
TAPPER: I did the research before.
GIBBS: I –
TAPPER: You don’t trust my numbers?
GIBBS: I'd prefer to look at the budget.

Does this guy know anything? Is he really in the dark as much as he claims to be or is he playing games? I honestly don’t know how the press corps stands even having to ask him questions. Truly a waste of time.

Gibbs is getting better and better at his float like a butterfly routine.. I listened to this on the POTUS radio thing.. he’s calmer and more concise in all his evasions.. and since it was radio, I wasn’t so grossed out.

I’m sure Mr. Gibbs is a nice enough guy, but these sessions have too many “I need to research that” or “I need to look into that” or “I’m not familiar with that” quotes.He fits in with the general perception that nobody in this administration has a clue about how to do their job.Every day I become more amazed at how this president wasted an entire year with huge majorities in Congress.Didn’t he realize that at some point the truth would come out that he doesn’t have a clue?Did he think that the press would carry him forever? Did he truly believe that the myth of him being an intellectual would prevent him from being recognized as an incompetent executive?Is he now afraid of the possibility of a real question from the press?

I think he knows the answers, he’s just a master of evasion.. goofy enough to pull off any ..don’t know routine.. he’s like a prius gas pedal fixer guy.. it’s fixed.. but you may still go around a hundred miles an hour.. but let me check with tokyo first.

Maybe you just feel sorry for Gibbs.. like we know he never had a date in high school (or college) and he had severe acne (due to chip consumption) and we’re glad he found something he could do…

He has been asked about a dozen times to verify if Joe Sestak’s claim that Sestak was offered a job by the White House if he would drop his bid for the Senate again Spector.
Each time –
“I will check and get back to you.” It has been on-going for about a month.

Obama only keeps him on because beside him the President looks smart. Nobody can actually be in those meetings at the White House and come away that ill informed, or is there a czar for that.

Glad you asked about PEPFAR. One of Bush’s greatest initiatives which has influenced most of Africa for the better, and few people know about it. To the extent that Bob Geldorf had to get in the press’ face about the fact that Bush was making more of a difference to Africa than he and his rockstar friends, and they wouldn’t report on it.
