ABC News' Jon Garcia reports: The news of Justice Stevens' retirement wasn't really a surprise to the White House.  White House officials tell ABC News this is how the President was told today: A representative from the Supreme Court delivered a letter to the White House at 10:30 AM from Justice Stevens office announcing his intent to retire this summer.  White House Counsel Bob Bauer connected on the phone with the President, who was traveling on Air Force One, at 10:45 AM to inform him about the letter. The President, of course, is on his way back from signing a new nuclear arms reduction treaty with Russia yesterday. After Obama lands at the White House this afternoon, he will come to the Rose Garden to make a brief statement on Steven’s retirement.
