Exclusive: President Obama To Replace Director of National Intelligence Dennis Blair*
ABC News has learned that President Obama will replace the Director of National Intelligence, Admiral Dennis Blair (ret.) His resignation will come as soon as tomorrow, sources tell ABC News.
For several weeks President Obama has been holding serious conversations about whether to ask Blair to step down and has interviewed candidates to replace him. After a discussion this afternoon between the president and Blair on a secure phone line about the best way forward, Blair offered to resign and the president said he would accept, sources told ABC News.
Multiple administration sources tell ABC News that Blair’s tenure internally has been a rocky one.
On the heels of a number of intelligence failures involving the Fort Hood shooter, failed Christmas Day bomber Umar Farouq Abdulmuttalab, and questions about failed Times Square bomber Faisal Shahzad, it was no longer clear that Blair — tasked with coordinating the 16 intelligence agencies and ensuring that they cooperate and share information – still had the full and complete confidence of the president, sources say.
One official tells ABC News that President Obama sought Blair’s resignation earlier this week, but Blair pushed back, hoping to convince the president to change his mind.
That did not happen.
The official says that there were high-profile problems on Blair’s watch and those certainly didn’t help him, but the ultimate reason Blair is gone is because of the dissatisfaction President Obama and the National Security Staff had with Blair’s ability to share intelligence in a tight, coherent and timely way.
This was, the official said, the result of long pent-up dissatisfaction with Blair as the principal intelligence adviser to the president, responsible for briefing the president every day and briefing the National Security Staff. In short, officials didn’t think the briefings were relevant to what the president was focused on that day or time period. They weren’t crisp or well-presented.
At other times, Blair didn’t seem to take “no” for an answer, the official said. He was pushing an initiative dealing with intelligence and other countries, and he kept pushing it even after President Obama turned it down.
The news will not come as a surprise to those in the intelligence community. For months, Blair has turf battles while the White House made it clear that it had more confidence in others, such as counterterrorism and homeland security adviser John Brennan, taking the lead both publicly and privately.
Last November, the White House sided with CIA director Leon Panetta when Blair attempted, against Panetta’s wishes, to pick the chief U.S. intelligence officer in each country, a job that traditionally has gone to the CIA station chief.
At other points, Blair seemed simply out of the loop. In hearings looking into failed Christmas Day bomber Abdulmuttalab, Blair seemed unaware that the High-Value interrogation Group was not yet operational. He later walked back his statement.
Just this week – after a scathing report on intelligence failures and Abdulmuttalab by the Senate Intelligence Committee — Blair acknowledged in a statement that “institutional and technological barriers remain that prevent seamless sharing of information.”
The Senate Committee report was a strong message of disapproval of the job being done by Blair and the National Counterterrorism Center.
Blair also noted some improvements to the National Counterterrorism Center, which he supervises, which now has a unit “to thoroughly and exhaustively pursue terrorist threat threads, including identifying appropriate follow-up actions by other intelligence and law enforcement organizations.”
Deputy Secretary of State James Steinberg was one of those considered for the job, but is no longer being considered for the post.
UPDATE: Later today, Blair issued the following statement:
"It is with deep regret that I informed the President today that I will step down as Director of National Intelligence effective Friday, May 28th.
I have had no greater honor or pleasure than to lead the remarkably talented and patriotic men and women of the Intelligence Community.
Every day, you have worked tirelessly to provide intelligence support for two wars and to prevent an attack on our homeland. You are true heroes, just like the members of the Armed Forces, firefighters, and police whose job it is to keep our nation safe.
Your work over the past 16 months has made the Intelligence Community more integrated, agile, and representative of American values. Keep it up – I will be cheering for you."

The one that should be fired for these attacks is obama. He has done much to weaken this country, and he is the kind of guy who makes us look like a soft target.with the war on terrorism over and everyone safe from jihad we have put out guard down. This comes straight from the top. Not one successfully delivered attack since 9-11 not one and we have had 3 since this clown took office.

I knew Blair’s days were numbered when he accurately pointed ou to the intel community that waterboarding terrorists had given us useful and timely information about Al Quada. This truth was unacceptable to Obama. Blair further stated that he would defend any intel personnel targeted for prosecution if they had engaged in “enhanced interrogation”. Another no-no in Obama’s eyes.

Given that the FBI Director and his office in Pittsburgh have been in possession of prima facie evidence of FINANCIAL ELDER ABUSE in W.Va., but have not only done nothing about it, but have LIED about it to the Federal Prosecutor to protect the perpetrator who is a lawyer in W.Va., the President should demand the immediate resignation of the FBI Director and the entire Pittsburgh office.
The FBI is a CRIME in itself for its willful refusal to PROTECT the most vulnerable among us while knowingly allowing lawyers in W.Va. to embezzle MILLIONS of dollars WITH the knowledge and acceptance by the FBI.

The ability of the DNI to function effectively is completely in the hands of the President who needs to give them the full authority and power to force changes that have hampered our abilities in the past to collect information.

Blair personifies the incompetence of a broad composition of personnel within the Obama Administration, starting right at the very top. When it comes to Intelligence, this Administration is, without doubt, the most incompetent Presidency, ever. Wow. I can tell a lot of the people posting here have never had to work with intelligence agencies/resources or understand how to speak in an objective manner with factual information. These agencies aren’t guided by the president and remain long after a president has completed a term. There is and has been a problem with our intelligence agencies. Under the watch of Adm. Blair, nothing has improved. This news isn’t shocking nor political. This problem requires someone with the correct personality and method of leadership to destroy the stovepipes and fuse the intelligence that this great country is masterful at collecting.

This huge chaotic mess was handed to the Obama administration. Imagine how difficult it is to manage national security when you have been handed a big screwed up mess to straighten out. As I recall, John Brennan was one of the men with Bill Clinton who made the decision not to kill Osama Bin Laden when the opportunity presented itself. The story goes that Brennan, Clinton and one other were trying to decide whether the kill was a go or not – Clinton and the other man wanted to go – Brennan persuaded them not to. I work in Intel, know Blair from school days, and know him to be a good and intelligent man. This is bad news for the country. Blair was not a politician; that is why he didn’t make it, in my opinion.

1) this is not a liberal vs. conservative issue, and some of you need to realize that. If we dont get Intelligence coordination right, none of us will have a dog in the hunt. Put aside your insignificant ideologies for one moment and consider, for once in your pathetic lives, this country as a whole.
2) As for blame, you cant blame democrats or republicans exclusively for this mess, nor any other mess in the government. Blame freedom itself. We all want the government to provide provide provide, but we dont want to pay or sacrifice anything for it. You want a society totally secure from external and internal terrorist threats? Simple, give up your Rights of Free Speech, Assembly, Religious choice, Bearing arms, and Private property and we can form a government that can do that.
Here’s a better choice. Enforce the laws we have against sedition, secure our borders, (note i did not say expel any LEGAL immigrants), resurrect the concept of individual sovereignty, and protect the 2nd ammendment. For even though i know many are against the second ammendment, remember this, it is the right to keep and bear arms that prevents the trampling of our other rights.

Seems to me Blair was left out of the loop so he wouldn’t be privy to intelligence. He was pushed out to be replaced by someone more “suitable” to the Obama agenda. Brennan was involved in the Obama passport breach. This isn’t good at all.

Bush created the worst economy (bushdepression) since the great depression. Obama has turned around the economy in his FIRST YEAR! I’m with many here. The DNI had little, if anything, to do with the Christmas bomber even getting into position to attempt his act. Nor was he a major player in the Times Square bomber almost leaving the playing field. Both of these, and many other less significant but nonetheless important failures, lie at the feet of DHS Napolitano and the nakedly political way she’s driven her department and handled her responsibilities. She scares me.

The DNI and The Department of Homeland Security was certainly not the answer to our intelligence problems, from my experience. We added another agency/institution on top of already bloated bureaucracy we had. Blair may have not been the right for the job, on the contrary the job was not right from the beginning. we need to seriously streamline the Intelligence Community.

Holder will be the last to leave, he proved his value in the Clinton Administration where he arranged pardons in return for generous donations to the POTUS library and to FLOTUS campaign for the Senate. He will be needed in the same capacity for the current WH residents.
Obama picks them on the basis of adherence to the ACLU bylaws. It is possible to get an excellent ACLU rating and be both incompetent and disloyal to the USA.

Maybe what we are expecting from Blair and Obama is only possible in a perfect world and in our imagination. Problems occur in the real world even with the best people in place. It is not a disgrace that Blair could not succeed or that Obama is going to try a personnel change. I doubt that anyone on here, including myself, could even come close to handling the many problems that Blair and Obama have had to deal with.

Conservatives are still working things out in the aftermath of their loss of Congress and the White House during the last few years. It is going to take a bit more than name calling to earn the trust of US voters. You’re not just going to have to come up with a plan, you have to keep from stepping on each other. The GOP and the Tea Party are not in sync. These differences need to be resolved so that people can at least work with each other again.

President Obama’s director of national intelligence, Dennis Blair, told colleagues in an internal memo last week that the aggressive interrogation tactics approved by the Bush administration yielded “high-value information” that helped the U.S. in the war on terror.
“High-value information came from interrogations in which those methods were used and provided a deeper understanding of the Al Qaeda organization that was attacking this country,” Blair wrote in a memo to the intelligence community the same day Obama ordered the release of legal memos detailing the techniques, which included waterboarding, slamming detainees into “flexible” walls and prolonged sleep deprivation.
Blair’s assertion of the program’s fruits was notable because while former President Bush, former Vice President Cheney and others have claimed that the program produced volumes of useful intelligence, Obama and other top aides have refused to acknowledge any benefits from the tough tactics. As recently as Tuesday, White House press secretary Robert Gibbs demurred when asked about claims that the program helped break up terror plots.
Curiously, Blair’s assessment that the program was to some degree a success was omitted from the public press statement he issued on Thursday. However, even that press release signaled some distance with Obama by cautioning against 20-20 hindsight prompted by reading the legal memos “on a bright, sunny, safe day in April 2009.”
Blair’s internal memo has been posted on the Web since Friday, the day after Obama released the legal opinions from the Justice Department. A blog post Friday at a nonprofit think tank, the U.S. Naval Institute, noted several discrepancies between the press release and the internal memo. The press release also omitted a line claiming that congressional leaders and executive branch officials were “repeatedly” briefed on the interrogation program and allowed it to continue.

I worked for DC Blair in the mid-eighties on the USS Cochrane. ADM Blair was a good man and a great CO. I can imagine Obama didn’t like having a former military man in the DNI slot who wouldn’t bow down to him. The ADM. has far too much backbone than that. Not necessarily. Admiral Blair is a good man and very well respected for his intelligence – that’s why Obama chose him in the first place. He didn’t work out; it happens. Surprising it hasn’t happened more with Obama’s habit of collecting prima donnas (in a good sense – who thought Ms. Clinton would do such solid work in the background this long?). And the leaks are a sign to me that someone in the administration lost their cool and just had to get in some parting digs. A display of bad form from a typically tightly run Whitehouse.

Holder and Napolitano admitted they haven’t read the Arizona immigration bill they have been trashing up and down and still no reporting on this by ABC(or other news media). Folks, this is why you need Fox News. It’s not that Fox News is always accurate(they’re not–no media outlet is) but Fox will at least tell you about things ABC, CBS, MSNBC, and CNN simply refuse to report on. That’s why people need to watch Fox News(at least from time to time) because otherwise people simply won’t be given the full and complete range of information they need to become well informed.

If Obama replace this man he must have been doing his job and fighting with the likes of holder and others like hin that Obama seclected.
Obama is going to be a one term president and it is ashame that the first black president turned out to be a liar. Surrounded by self serving losers he selected (all like him).
The black people deserved so much better, history will mark him as a liar and a con man who betrayed the American people who put into office.
No one can be proud to say he is our president with the exception of the network bias media, liberals (fewer of them now) and hollywood.
He could have been great – He could have changed America for the better and he didn’t and that’s the real shame Obama will have to live with.
As for us we will pay for many generations the damage he has caused not Bush.

Can I respectfully remind you that we have a great heritage which goes back to thousands of years…not a couple of hundreds? We have a mornachy whose is highly respected, because of our heritage, as an Englishman I am very proud of our history, heritage and culture.
We I wouldn’t expect you to understand the United Kingdom. But I would expect you to respect your own country and challenge your President in a respectful way!!!. Knowing that the American people voted for him.
I actually think Obama has done far better than Goerge Bush who took your country into a recession whilst spending money in Iraq where Sadam Hussain did not have nuclear weapons.

When Eric Holder the Chief of DOJ and Napolitano head of Homeland Security,both state they have not read a 10 page law,but know the content and want to delcare it racial profiling,while costing the Tax Payers millions while they dribble koolaid. It is they who need to be replaced.

If you want reality, you are not going to find much in this discussion of mostly lies, distortions, and name calling. It is sickening to think that people that claim to be Americans refuse or are unable to have an intelligent discussion about the real pros and cons. I guess they are not interested in finding solutions to our problems, but just want to insult Americans that don’t agree with their point of view. I don’t think that is the kind of educated citizens that the founding fathers wanted for the country they created.

How you can call Obama a despot when when people openly critizes him daily, he can’t control his own political party, much less Congress or the Supreme Court, where his term as President ends in two and a half years unless a enough people vote for him. You point at one case of Obama wanting to replace someone in his administration and call him a despot. Name a President that has not replaced someone in the administration where it was the President’s wish to let them go.

Blair was the commanding officer of the destroyer Cochrane while I was onboard. I had high hopes for him at his initial appointment as Director of National Intelligence. Speaking first hand of knowing how Blair goes about daily business, I think it’s unfair to bash Obama. Blair was back in the mid 80′s one to run things the way he wanted to. I knew as a 20 something year old that this man would do anything to make a name for himself. It didn’t make him a bad skipper, but I can see where it would be difficult to have him on a staff where he wasn’t calling all the shots.

There can be no effective reform of the Intelligence Community without reforming the CIA (Cynicism, Indignity, Arrogance). Reform of the CIA in part requires taking away significant amounts of its influence over the White House and other elements of the Community – part and parcel of what the DNI was created to do. A national-security nobody, but a quintessential Clinton-legacy Democrat operator, Panetta has ironically become – as many appointee DCI’s do – a prisoner of the Agency. If you want to know why an old pro like Admiral Blair ended up taking it in the chops, follow up on his conflicts with the CIA. The White House needs to wake up; realize that no Community agency – least of all the CIA – operates above institutional interest; and start hiring appointees on the basis of competence and focus on the national welfare, rather than political pedigree.
