Plane Breaches Obama Secure Airspace, Jets Scrambled

ABC News’ Luis Martinez, Pierre Thomas, and Matt Hosford report:

A small plane violated the secure airspace over President Obama’s location in Seattle, Washington, this afternoon, law enforcement officials told ABC News.

Two F-15 fighter jets were scrambled from an Air National Guard unit in Portland, Oregon.

By the time the planes reached the skies over Seattle, the violating aircraft had departed the area and was never intercepted, North American Aerospace Defense Command (NORAD) officials said.   

The sonic booms created by the fighter jet engines could be heard throughout the region.

Officials said the small plane, which was likely operated by a general aviation pilot who didn’t realize the airspace security boundaries, posed no immediate threat to the president.

The plane landed at a local airport about 8 miles from the president’s location.  Secret Service agents will interview the pilot out of an abundance of caution, sources said.

How on earth can a private pilot flying visual flight rules with no contact with an FAA tower even know where the President is when he is going everywhere trying to raise campaign money? I certainly hope they do nothing to the pilot. I’m concerned that if he is a Republican, that they may try to jail him.

And you are implying Bush should have had F15′s up patroling for… passenger JETS… first there is the issue of the speed of flight of JETS, not small planes but the bigger issue is which flights in all of the US airspace should they have been “gunning” for?

Ryan C. You obviously are not a pilot. A private pilot is under no obligation to file a flight plan. He is, however, responsible for checking NOTAMS (notice to airman) that publish what’s called a TFR (temporary flight restrictions). Where ever the president goes there’s a TFR. It’s a pain, but it’s the law.

Lots of confusion about flight plans. A flight plan is not required of a private aircraft unless flying under instrument flight rules. Even if you file a visual flight plan, you don’t have to talk to air traffic controllers unless you are in certain controlled airspace. And you can talk to controllers even if you are not on a flight plan and not in controlled airspace. Purpose of a visual flight plan is not to control the flight, but to give the authorities your route of flight so they’ll know where to look for you if you don’t show up at your destination. You don’t file one if you’re just out on a pleasure flight.

Im curious why the Air National Guard of Oregon was called? Lets see , Washington state has a Air National Guard ,operating out of SEATAC , theres also McChord AFB in Tacoma. If they wanted to stop this guy it would have been a whole lot faster going to these Washington based pilots!

And when Precious goes to Martha’s vineyard or Maine or for a stupid date in New YOrk, traffic is halted, businesses close, millions upon millions of dollars spent on security.

Sonic booms are not engine noise. They are generated by the airframe when the plane exceeds the speed of sound. The booms are shock waves.
Visual Flight Rules do not require a formal flight plan. No one is required to file. However there are NOTAMs (notice to airmen) that should have been read by pilot to see if any airspace was closed.

Air Force One isn’t cheap. Estimates are it costs about $70,000 an hour to fly. If the president uses the plane for a campaign trip, the campaign is required to reimburse the government for the flight. The reimbursement is based on commercial rates. The cost also can come down if the president combines official White House business with a campaign trip.

I am a VFR Pilot and I stray into restricted airspace every now and then.
it’s not hard to do when your up there just flying around for fun on a sunny day.
You don’t need to file a flight plan for VFR Flying, you just go where you want.
If you enter the airspace of a major Airport you need to contact the tower to get permission to cross it.
We set the transponder in the aircraft to “squawking” code 1200 for VFR flight and the Tower can see us.
Most everyone will just fly around the area so there is no need to do anything.
There are 1000s of Student Pilots and Low Time Pilots like myself who are learning all the time.
You kinda lose track of reality sometimes flying up there, there are no signs, or things to bump into. If I fly just for sightseeing I really don’t pay much attention. All the jets and fast planes are way up in the air.
VFR traffic flying easterly should be at odd altitudes plus 500 feet. Westerly bound traffic should be at even altitudes. And so on.
if airspace is restricted just for one day most Pilots will not even know it if there is no note in the Airport or News.

Oops, the confusion, the traffic – it’s true there is a little problem with the traffic here. The real problem is that the Greenies in Seattle have prevented any decent sized road construction projects (beyond 5 and 405) from occurring since at least the late 1970′s.
Lots more people here, lots more traffic, and it’s just what the Greenies like – trying to push everyone to either live in the downtown areas or be forced into the public transit, which really sucks as far as convenience and effectiveness goes.

Just like law enforcement agencies are put on alert everywhere the US Prez travels, military jets are also placed on alert along the path that AF1 is expected to travel. That’s why they can scramble and be near AF1 within minutes of a call. These alert aircraft were not available on and prior to 9/11, because the attack was never anticipated.

@Russ You, sir, are a horrible pilot and deserve to have your certificate taken if you routinely stray into restricted airspace. It is your responsibility to know where you are and if you are legal. Ever heard of getting a standard VFR weather briefing from FSS? They will tell you about any TFR’s or other special notices that pop up.

I enjoyed hearing the sonic booms, there were two about 30 to 40 seconds apart – thought something had hit the building as the steel frame work and glass took the hit.
We don’t get that kind of excitement every day so at least the blow hard that was the cause of it all brought something to the northwest other than his empty rhetoric.

wow all you people who think the fighter jets could have possible prevented the 9/11 attack are ridiculous. first of all, there was so much confusion when the first plane hit that nobody knew it was a terrorist attack, let alone that another plane was en route. second of all, the fighter jets were scrambled a little bit before the second plane hit just as a precaution and they didn’t intercept the 2nd plane because they were scrambled from a base the was far away. want someone to blame for 9/11? blame all the radical Muslims who believe Western civilization should be razed to the ground

Jet engines do not make sonic booms. The boom is a shock wave caused by the airframe moving through the air at supersonic speed.

I occasionally see the Oregon Air National Guard practicing touch-and-goes at PDX. Their mission is “to provide unequaled, mission ready units to sustain combat aerospace superiority and peacetime taskings any time, any place in service to our nation, state and community.”
The ANG stationed at PDX is responsible for the geography between the northern Washington Coast to northern California. I’m not willing to second guess NORAD’s decision to scramble from PDX.
Historically the Air Guard has been a “reserve” force, trained to support operations. Today the Air Guard is changing to an augmentation force where training is a byproduct of operations.
Even if they are scrambled as a precaution, the practice gained by all involved (controllers, battle staff, pilots, ground crews) enhances their overall proficiency. Nothing is “a waste of airplane fuel” since it provides an exercise of the overall system.
Good job Oregon Air National Guard – you do us proud.

The F-15′s told them leave the air space but noticed some fine mist coming from the plane .. they again told it leave, then again, then one more time. Finally the mist stopped and the plane left … After landing they stated that their raido was messed up so they didn’t hear the warnings….

hey at the time of 911 it was policy that no aircraft were to have ordnance above the Richmond VA area. just like when the aircraft carriers come in the jets are landed on a navy airfield and the ordinance is left aboard the aircraft carrier and that was policy for years!

I worked in Southern Seattle plant that works with highly combustible products. When the Sonic booms went off, the site was evacuated and emergency sirens went off for fear of an explosion. Two things could have prevented this 1. As a pilot you should be a little more responsible as to where you are flying 2. There is something wrong when you are President with real unemployment at raised levels and you focus more on political candidates then the unemployed (Private and Public). Walk the Walk Mr. President, instead of telling stories about it which we have plenty of.

I was the pilot of the 3rd F-15. I did not create a sonic boom. As a matter of fact, I barely exceeded stall speed the entire way to Seattle.

I live in South Seattle. They were extremely loud, surprised they didn’t break windows. Didn’t find out till later that they had shut down a corridor from the Cascades to the Olympics or basically the entire Puget Sound region. Kenmore Air the largest local float plane airline said the presidents visit cost them about $50,000.00. Thanks Patty Murray and Obama! A friend to small business! BTW thats the ONLY reason he was in town, to fund raise for a potentially losing senator.

The real question might be , why Oregon Air National Guard? No knock on these award winning flying heros ( they are very talented) but McCord Air Force base has or at least had a squad of F15′s . McChord AFB, just south of Tacoma, used to have an F-15 squadron that was ASAT rated. (Anti-Sattelite Missile). Now the only fighters between California and Anchorage are the National Guard ones in Portland.
Sure glad the plane was not a An-124 loaded with explosives coming in from Indonesia….

I was in my car near Boeing Field in Seattle, when I heard what sounded like
POP-POP, then POP-POP. Very much like muffled small fire crackers in the distance. Effect was much less severe, but timing was perfect compared to sonic booms experience previously.
It did sound like sonic booms, but given general rules for such things it didn’t seem possible.
I’m certainly glad the President was Ok and that there were no injuries.

I’m a gen.av. pilot, and I am not always required to file a flight plan. I might jump in and grab some air on an afternoon just to relieve stress. I think that 5000ft and 5mi separation is more than enough to protect Air Force 1 on it’s cross county jaunts. If I wanted to attack him in the air with my beechcraft, first their radar would detect me out at over 100kms then those Four General Electric CF6-80C2B1 jet engines, with a cruse rate of almost 500mph would leave me in the dust so fast that I doubt I’d ever actually see him. The only thing that could realistically catch him might be a surplus mig, but with no air to air refueling that mig would have to come straight off the runway and go after AF¬-1. The whole engagement might last 5-10 from to take off to attack, and there ain’t no fighter anywhere flying out of conus that can get off the ground in less than 5 min. Further the new F/A 18 have a sub mach 2 speed, and there is no way that anyone will authorize use of a radar guided missile that close to AF-1. So I guess the Air Force still “scrambles” fighters for AF-1 because the people om board get off on seeing that kind of hardware in flight.

Problem is the SS and FAA don’t always disclose AF-1′s TFRs far enough in advance.

I’m a pilot. It is easy to happen, and it actually happens a lot (well, more often than most people think). When I flew near Crawford, Texas, we were always looking for the NOTAMs – Prez. Bush was there a lot. The folks that ran the flight school and rented the planes always knew – it was their business to know. I know I am always supposed to look to see, but on a routine flight from airport to airport and nowhere near where a NOTAM might be, and just doing some practice time in the air, it would be easy to miss. This ain’t news, it’s just using up newsprint.

Hey… the only reason this is news is the fact that everyone thought it was a bomb. It shook my house. Stuff fell on the ground.. I didn’t think “sonic boom” at all. Then I read it on the bottom of the cable news stations ticker. It made sence to me.
People here in the south sound (tacoma,gigharbor,portorchard)overloaded the 911 system here calling in a bomb blast to the point that 911 was offline.

I wonder if the FAA was up to speed on making the information about the airspace readily available to all pilots in the for m of a NOTAM. I almost had an incident of airspace violation on my way with a friend to get hamburgers at a fly in restaurant. We checked to make sure of the correct time of when the airspace would be closed, filled a flight plan with air traffic control and 15mins into the flight air traffic control told us that the VIP had changed the times and was coming earlier. We had to terminate our flight to lunch and turn around. Our VIP sure does like to travel a lot and on short notice. How many times have you had to turn around on a highway to go home because someone important was going to be there. If you ask me this is a huge waste of tax payer’s money and a major inconvenience. Business aviation on Martha’s Vineyard have to remain grounded when the president shows up. They don’t make money while he’s visiting.

Answer: jets were scrambled as soon as they realized the threat. Very little time remained from threat-identification and impact because (a)distance from take-off to impact was very short relative to flying speed; (b)terrorists waited until relatively close to target before taking over the aircraft.
The terrorists on the plane that did not reach target (WH, Congress?) acted too quickly and ran up against brave Americans who acted to prevent their success.

Whenever Obama travels he takes the largest entourage of any president. Roads are shut down without thought or consideration to residents in the area who must travel home, to work, to the hospital, etc.
Whenever George W. Bush or Ronald Reagan came to Phoenix, nobody was so inconvenienced as when Obama travels. And people knew in advance which roads would be restricted. Now the Obama Secret Service doesn’t even inform the local PD.

According to NORAD, an effort is made to establish radio contact with the deviating flight, but the ground commander has the option of scrambling jets. Complain away about “wasting tax dollars” or the Obama administration, but as an Oregonian, I am thankful the Air National Guard has two fighters on alert at all times to patrol the air space from central California to the Canadian border.
