Defense Secretary: Libya Did Not Pose Threat to U.S., Was Not ‘Vital National Interest’ to Intervene

Secretary of Defense Robert Gates said that Libya did not pose a threat to the United States before the U.S. began its military campaign against the North African country.

On “This Week,” ABC News’ Senior White House Correspondent Jake Tapper asked Gates, “Do you think Libya posed an actual or imminent threat to the United States?”

“No, no,” Gates said in a joint appearance with Secretary of State Hillary Clinton. “It was not — it was not a vital national interest to the United States, but it was an interest and it was an interest for all of the reasons Secretary Clinton talked about.  The engagement of the Arabs, the engagement of the Europeans, the general humanitarian question that was at stake,” he said.

Gates explained that there was more at stake, however. “There was another piece of this though, that certainly was a consideration.  You’ve had revolutions on both the East and the West of Libya,” he said, emphasizing the potential wave of refugees from Libya could have destabilized Tunisia and Egypt.

“So you had a potentially significantly destabilizing event taking place in Libya that put at risk potentially the revolutions in both Tunisia and Egypt,” the Secretary said.  “And that was another consideration I think we took into account.” 

During his campaign for the Presidency, in December, 2007, Barack Obama told The Boston Globe that “The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation.”

Earlier in 2007, then-Senator Hillary Clinton said in a speech on the Senate floor that, “If the administration believes that any — any — use of force against Iran is necessary, the President must come to Congress to seek that authority.”

Tapper asked Clinton, “Why not got to Congress?”

“Well, we would welcome congressional support,” the Secretary said, “but I don’t think that this kind of internationally authorized intervention where we are one of a number of countries participating to enforce a humanitarian mission is the kind of unilateral action that either I or President Obama was speaking of several years ago.”

“I think that this had a limited timeframe, a very clearly defined mission which we are in the process of fulfilling,” Clinton said.

Surprisingly, this article leaves out the quote from Robert Gates, who when asked how long we would be in Libya, replied no one knows. Limited time frame, right.

No vital interest??? That means that this entire action was ILLEGAL because it was convened without Congressional approval. The President ONLY has legal authority to order military strikes against VITAL US interests, and then must still seek Congressional approval within 30 days (that means a VOTE). This is an impeachable offense, and every one of our military operating over there is acting upon illegal orders and must be held to account!

Not an eminent threat? Then why did the President commit our forces without first getting authorization from congress? Not even Bush could’ve pulled that off and got away with it!
Obama needs to be impeached for this. If they don’t impeach him, the executive branch just gained a whole lot more power and we might as well throw away the constitution and the other branches of government with it.

If we’d just adhere to strict rules and regulations regarding the Muslim world’s emigration here to all males under 65, mostly allowed to teach these people in our best colleges and universities.
Something of which they in turn take back to that lost world to figure new and improved ways to eliminate the west by schooling the radicals who they claim they abhor but are doing all their wetwork around the world.
It ends by simply locking them out of the west, and letting them ‘off’ each others instead of us. Then we wouldn’t need to worry about a thing. Also A move that would bankrupt the leaders in that world and then they’d all simply perish on their own through Darwin’s theory.
Instead, we arm them, school them, feed them to fight another day and another day and another day until THEY finally END US, nice preservation strategy..

If it weren’t for oil, the middle east in general would not hold the interest or attention of the U.S.
Back after WW2 the real development of the Arab oil fields began. Without the technology and leadership of the US oil majors the oil would still be in the ground today. The US oil companies had a major stake in Aramco and probably other middle east oil companies, but I believe we relinquished our ownership positions. We should never have given up ownership. If we had maintained significant ownership over all the oil in Arabia we could be calling the shots on development and distribution. Maybe our influence would have been a long term stabilizing influence and we would not have the total chaos we have today.

First let me be very clear: Muammar Gaddafi is a murderer, who has American blood on his hands – one can not forget the Lockerbie bombing…
But, I can’t believe the President did not seek Congressional approval. I can’t believe the President decided that he did not have to address the American people to give his justification for war. This is war and anyone who thinks it is anything else is playing word games.
If Bush had pulled this I am sure Democrats would be screaming for his impeachment and then Sen. Barack Hussein Obama would have be one of the leaders criticizing Presidential abuse of power.

Paragraph 5 is really incredible. Basically it’s ok to launch this military operation because the situation “potentially” could lead to lots of refugees that could, again, “potentially” destabilize the already unstable neighboring countries, one of which can probably handle it, while the other is of only marginal interest to the United States.

Enough with all of the spin by this administration. The law is simple and straight forward. Libya was not threatening the United States and Congress did not approve this intervention and this is therefore ILLEGAL. There is no other way to put it regardless of the variables Obama and friends would like to add to it. Had it been a Republican president they would have him up for impeachment.

Kadaffi had nothing to do with Lockerbie (it’s a lie, like all the others the US tells). IRAN paid a Syrian gang $10M to down Pan Am 103 on which the CIA was smuggling heroin. Iran wanted retribution for the US Navy shooting down an Iranian plane with 290 passengers. The plane took off late and exploded over Lockerbie rather than the ocean.
Kadaffi also DID NOT bomb his own citizens. The CIA/Mossad is famous for painting planes with the insignia of another country and bombing.

As far as I’m concerned, Obama has shown cowardice and ineptitude with regard to Libya since he became president. Back in 2009, even The Washington Post pointed out that Obama SHOOK HANDS and ate dinner with the “mad dog” Kadhafi.
Then in 2010, due in part to Barack Hussein Obama saying it would be “far preferable” to release him, Lockerbie bomber Mohamed al-Megrahi received a hero’s welcome when he returned to Libya — this terrorist who killed 270 people, 189 of them Americans.
Then when the former Libyan Justice Minister TOLD THE WORLD last month that KADHAFI PERSONALLY ORDERED the Lockerbie bombing, Obama sat on his hands again!
Forget the Cairo speech (BTW, how’d that work out?!?) And forget all the Obama waffling — which has resulted in the murder of thousands of people fighting for their freedom. And forget the mixed diplomatic signals coming from this Obama gang that can’t shoot straight — “Kadhafi must go,” er, I mean, “Kadhafi can stay.” For Obama, it was all about “baracketology”…and Brazil.
John Podhoretz, speaking on Obama’s “invisibility” during these “times of crises” says it best:

The bigger question is revealed by Gates’ comments on the revolutions in Tunisia and Egypt. It would have put those at risk – this signifies that they believe it is on our interest for those revolutions to be happening. Keep in mind that Gates and Clinton are both globalists. Now ask yourself – why would we want to protect the destabilization of Egypt and Tunisia? Btw, where are the deposed leaders of those 2 counties. Both in comas how coincidental.
Obama should absolutely be impeached for this unconstituonal act of aggression. Gadaffi is a terrorist – but that does not allow excuse for the US to enter into an illegal war.

So why Libya and not Iran, why Libya and not Syria, so why Libya and not Egypt, why Libya and not Tunesia? I guess what I want to know is what are the criteria for Obama to attack? Everyone knows the mission in Libya is a USA mission with some help from its friends. WHy didn’t Obama ask congress when in the past both Obama and Biden said if Bush goes to war without congressional approval, they will impeach him? Why one set of rules when republican is president and when a democrat is president? WHy is Gitmo good now and bad under Bush? Why do we not see protestors to the wars in Iraq and Afghanistan? Do the libs no longer care about dead civilians and dead USA soldiers? Why were the tortures at gitmo terrible and on the front page of the NY Tmes for 60 straight days but we barely heard about murdered civilians and photos the soldiers took? Personally I would rather be tortured by having a bra on my head then being dead and a soldier holding up my head as a souvenir?

Mike in Costa Masa makes a good point. The president doesn’t have to ask congress before entering into military action. Check the War Powers Act. That said the hypocrisy here is truly unbelievable. Obama, Biden and all the rest of the Dem’s chastised Bush for years over his actions and then they do the same without a plan or clear strategy or even the slightest conversations with congress. If you haven’t figured it yet this administration does as it pleases. The laws of the country are just an obstacle to be ignored.

5) Petrobas then will sell the oil to the US. Because we can’t drill our own.
6) Obama admits the trip to Brazil is to help the economy of Brazil – while completely ignoring our ruined economy.
7) During all this, Obama almost completely ignores the earthquake/nuclear meltdown in Japan, the effects of which have now reached our shores.

We need to understand the real culprit here is global warming which can be directly traced to Reagan’s use of lasers in space during the cold war (and also caused the ozone hole, btw) and the continued growth of global warming under Bush and Bush. It plateaued under Clinton, because he cared and had a VP name AL GORE, don’t you know???
So when it comes to Obama, you people need to wake up to the facts. personally believe that U.S. Americans are unable to do so because, uh, some . . . people out there in our nation don’t have maps and, uh, I believe that our, uh, education like such as in South Africa and, uh, the Iraq, everywhere like such as, and, I believe that they should, our education over HERE in the U.S. should help the U.S., uh, or, uh, should help South Africa and should help the Iraq and the Asian countries, so we will be able to build up our future, for our children.

Excellent questioning, Jake…but with one big glaring hole: when Secretary Clinton asserted that it was the lack of “unilateral” warfare that made this legal, where was the righteous, demanding follow-up question?
Clinton is asserting that the simle agreement of international partners made this action “legal.” That’s some serious quicksand there as regards the U.S. Constitution, and you should have absolutely called her on it.
This is also a big red flag for all of us, as the only ‘international law’ regarding many things is simply _precedent_. If this action by the administration goes unpunished by the American people, then precedent will indeed have been established that Congres does not have to be consulted before waging warfare.

If anything, this president showed the courage of his convictions knowing that this could backfire on him …he chose to do what he could to save the rebels from being mass murdered by Gadafi. Nothing more. This could also affect his election but he felt this was more important. You still don’t get this guy…who THINKS…and he did he right thing by getting the coalition to join us and help out financially and militarily. Unlike Bush who pranced into a war saying WE WON after the first offense and here we are 8 yrs later in the same war….we won nothing. He accepts the responsibility of his actions and I applaude him for trying to do something to save lives. Maybe if you saw the picture of the rebels shaking the hand of the pilot they saved and thanking him…you would feel differently? I doubt it….you seem like just another Obama hater. This sacrifice of our best young men and women, began with the explanation that they were “fighting for our freedom”, then “fighting for freedom”, then “fighting to bring democracy to…”, then “fighting to protect civilians in…”. My question(s): When will we stop sacrificing our young for these nonsense goals? When did we become the world’s saviors? The Korean conflict ended in a draw, and we lost in Vietnam, and yet we are still here.

One question: Why didn’t we [the United States] press the Arab League to establish the no-fly zone. With all of the fighter jets and othere armaments that the U.S. alone has sold to these countries, they have more than enough military resources to have conducted this operation on their own. It is their brothers that are under the gun of Qaddafi, and since there was no imminent threat to the United States – then, why are we there? “Obummer” has screwed-the-goose on this one, and it will bury him in 2012! Now it has finally be revealed by our own defense secretary that “Libya did not pose a threat to the U.S.” and that Libya was “not vital interest” to intervene. Wouldn’t that have been the ONLY REASON that a president can go to war without first seeking congressional approval?…..So, then, why did we go to war with Libya again without even consulting congress, much less getting approval to take the nation to war??

This can’t be good for the Main Street economy, which is barely making it as it is. Where’s the money for the war in Libya going to come from? And what if it spreads throughout the Middle East and becomes a full-fledged war with Iraq? Won’t that dilute the dollar as more dollars are printed to cover the cost of war? If the part of the plan is to destroy the dollar and send our middle class into poverty, it’s pretty clever. I guess the elites will have us begging for a one-world government sooner rather than later.

It’s a balancing act, and it makes perfect sense. There are no guarantees here how it will turn out, but it makes sense to use diplomacy and legitmate force to attempt to shape outcomes in the region.

To determine Obama’s real agenda you must always consider how a situation affects him personally. High US gas prices exacerbated by the Libyan conflict were potentially going to adversely affect his re-election. He has no problem with expending American lives and assets in an effort to stabilize the middle east to lower fuel prices thus helping his re-election.

I happen to think this is exactly what Obama wants. he would love to drain our military of resources. Obama talked about green energy being our Sputnik moment. Well, if you completely block off ALL access to oil in the middle east, America will have no choice but to make green energy, Obama will not allow our natural resources to be used. I think Obama would just as much have Iran control the entire middle east. Cut off our oil supplies, pull ALL of our troops out, let Israel be ELIMINATED. Heck, the middle east has been a sore spot forever, this may be the only chance in a million to sever ALL ties to the middle east once and for all. Strategically, I feel this is the plan.

Gates is right Libya posed no credible threat to the United States as a country. In fact if you look at statistics more americans are killed by mexican nationals whose presence in our country is supported by the Mexican Government. Mexico is actually a greater national security threat to the United States than Libya is. This fact and Obama’s refusal to get congressional approval for his action in Libya puts him in direct
violation of the war powers act. This makes Obama no more than a terrorist himself.

If the Libyan rebels are supported by AL QUAEDA, as has has been repoeted in some articles (has that been confirmed as reliable information) why would ANY President of the U.S. or ANY Secretary of State of the U.S. support the rebels? Let the Al Quaeda-supported rebels and the Gadhafi-supported loyalists fight it out. The U.S. and other nations can decide about strategy when the “winner” emerges
Mr. Obama and the administration can’t claim any points for “lives saved” in a “humanitarian” effort, since many lives were lost while Mr. Obama had the luxury of contemplating(i.e., coldly calculating)the route most helpful to himself.

I just wanted to bring something up as a sidebar. It is just something to think about and unrelated to the discussion on This Week. My wife and I used to visit Michigan before our kids were born which was in the Stone Age. We would go to Detroit and then drive all way up to the Mackinaw Bridge and then to Canada.
No words could describe the natural beauty we saw. Detroit is now a humanitarian disaster. The city is on economic life support and over two hundred thousand residents have left. There are few jobs and because sales are down in the auto industry, things in Detroit are becoming unpalatable. By the way, please note that Detroit and other broken down cities and towns are in the United States.

You people DO remember that Reagan bombed Qadaffi too, right? And in that case it was in retaliation for a terrorist attack that didn’t even involve Libya.

Qadaffi has attacked the United States, repeatedly, if you believe in the doctrine that state-sponsored terrorism is an act of war.
Obama isn’t the first President to attack Libya over such acts. Reagan wasn’t the first. Anybody care to take a stab at which President was the first to launch an undeclared war against Libya?

The Barbary Pirates, based in Tripoli, were attacking U.S. shipping in the Atlantic and Mediterranean. President Thomas Jefferson sent the U.S.S. Constitution to retaliate. The ship bombarded Tripoli and then landed the Marines, who took care of business. Problem solved.
There was no declaration of war. The President does not require a declaration of war unless he wants to launch an overt attack against a non-belligerent nation. He is authorized, and required by his oath of office, to act as commander-in-chief of the armed forces to protect and defend the United States and her interests.
Qadhaffi has been killing Americans via his terrorist network for decades. This is not theory. He has admitted it and bragged about it. Most recently he welcomed home the ape who masterminded the Lockerbie attack, thumbing his nose at us once again.
It is time for President Obama to stop pussyfooting around and KILL Moammar Qadhaffi. Finish the job that Presidents Carter, Reagan, Bush I, Clinton and Bush II were unwilling or unable to accomplish.
I think Obama may be the worst President since Andrew Johnson, but he is doing the right thing here. Or he would be if he’d take it more seriously. Target Qadhaffi personally! I honestly don’t understand why we’re so squeamish about targeting heads of state. Most of them would kill our President in a splintered second if they could. Cut off the serpents head and the body will die.

Disgusting hypocrisy. Saddam Hussein was a murderous dictator who was conducting a genocidal campaign against specific ethnic groups in Iraq. He murdered hundreds of thousands. Attacking Iraq was justifiable by “humanitarian” arguments just as much as Libya. Perhaps more so, since Saddam’s targets had proven themselves staunch allies of the United States before we abandoned them and broke our promises.
Liberals make me sick to my stomach.

Anyone who uses the arguement that america had to go into Iraq / libya to protect the population from an evil dictator should wake the f up and take a look around the rest of the world.There are dozens of psycos around the world who have commited horendous acts against their own people but they have hardly any resources or are strategically placed so they don’t count in america’s eyes. Darfur , Burma , North Korea The Ivory Coast. If they had oil u can bet your bottom dollar america and europe would be leading the charge. It makes me sick at how people are too lazy to learn about the rest of the world until abc or fox tells them about it and then how easily they believe just one side of a debate.

1) This action without any consultation with Congress, is clearly unconstitutional
2) For those naysayers who state that oil is a primary motivator to act with a condescending, arrogant, disgusted tone – how would they like an America without oil? Really now!
3) If Congress was really against this unconstitutional act of war, then they can still defund it. It would mean that they would have to take a stand on the record – a stand that polarized groups of the electorate could hold them accountable for – for better or worse.
4) Back to 1 – why consult with foreign entities and a UN that lacks credibility or efficacy and launching these acts of war while on vacation in Rio – first time that I can remember a President doing so – this demonstrates a perhaps dangerous precedent and further reduction in America’s sovereign status. It clearly subjects our own interests to a committee of other countries, who have not hesitated to act in their own self interest over that of America in the past.
5) Why can’t reporters, report beyond the superficial acts and provide more indepth, educational content in their articles?

Not that I’m a Qui-daffy fan, but when Jefferson bombarded Tripoli, US Commerce was under direct physical attack.
If you’re going to go after every country that sponsers terrorism, then let’s wipe them all off the map in alphabetical order, and sleep better at night.
Since we’re already in two wars, I think we should have let some of the other countries get live fire practice, and we should have stayed out of it. Of course we all know this is all about the oil. Remember Rwanda? Million people or so dead? No oil? Who cares!

DUH!!! Just like a liberal Democrat, no common sense whatsoever, and all talk, no action, just like always.
No one’s a threat to the U.S. until something happens. The Axis in WWII was not a threat to the U.S. until Japan bombed Pearl Harbor. Al Qaeda was not a threat until they let off that first bomb, and they weren’t enough of a threat until AFTER some 3000 people suffered under a couple burning and collapsing buildings and then finally died.
That’s how Democrats and liberals love to think in their selfishness. Let others suffer under their oppression so long as we can turn a blind eye, for the sake of peace you know. Well the oppressed don’t have peace you liberals in your self-righteousness.
Then you liberals go around saying, they’re no threat. Yeah, I guess Democrats and liberals need a certain number of U.S. citizens to die before something is considered a threat to them. Obviously 3000 wasn’t enough with the shear number of them opposing the war even after 911. That number, of course, grew over the next couple years as the liberal propaganda machines like this news station and others were working over-time to ensure that Bush looked like he was handling the war horribly, and that we the electorate believed that Al Qaeda wasn’t all that bad.
