ABC News’ Arlette Saenz (@ArletteSaenz) reports:

In a speech to Maryland Republicans in Baltimore Thursday night, Newt Gingrich plans to criticize President Obama’s claim that the “tide of war is receding.”

“The tide of war is not receding," Gingrich will say at the Maryland GOP Red, White and Blue Dinner. "It is a delusion to suggest to the American people that the world is getting safer."

Gingrich will outline several threats confronting the nation, including an expansion in the nuclear weapons program in Iran and the increase in homegrown radical Islamist terrorism.

President Obama announced Wednesday a withdrawal strategy from Afghanistan that will pull 10,000 U.S. troops by the end of this year beginning and 23,000 by the end of next summer .
