Congressional Sources: Republicans and Democrats Reach Tentative Debt Deal

ABC News' Jonathan Karl (@JonKarl) reports:

Democratic and Republican Congressional sources involved in the negotiations tell ABC News that a tentative agreement has been reached on the framework of a deal that would give the President a debt ceiling increase of up to $2.4 trillion and guarantee an equal amount of deficit reduction over the next 10 years.

The details are still being worked out, and a senior White House aide tells ABC News, "talks continue but there is no deal to report." 

Congressional leaders plan to brief their members on the framework tomorrow.  The reaction from both parties' rank-and-file will determine whether this tentative deal becomes a final deal.

Here, according to Democratic and Republican sources, are the key elements:

  • A debt ceiling increase of up to $2.1 to $2.4 trillion (depending on the size of the spending cuts agreed to in the final deal).
  • They have now agreed to spending cuts of roughly $1.2 trillion over 10 years.
  • The formation of a special Congressional committee to recommend further deficit reduction of up to $1.6 trillion (whatever it takes to add up to the total of the debt ceiling increase).  This deficit reduction could take the form of spending cuts, tax increases or both.
  • The special committee must make recommendations by late November (before Congress' Thanksgiving recess).
  • If Congress does not approve those cuts by December 23, automatic across-the-board cuts go into effect, including cuts to Defense and Medicare. This "trigger" is designed to force action on the deficit reduction committee's recommendations by making the alternative painful to both Democrats and Republicans.
  • A vote, in both the House and Senate, on a balanced budget amendment.

Democrats won't like the fact that Medicare could be exposed to automatic cuts, but the size of the Medicare cuts is limited and they are designed to be taken from Medicare providers, not beneficiaries.

Two sources briefed on the framework say the automatic cuts would hit Defense spending harder than Medicare.  A Republican briefed on the framework says this will be unacceptable to many Republicans because it could force them to face a choice between accepting tax increases (if that is what the committee recommends) or automatic cuts that would gut the Pentagon's budget.

ooh this is intriguing news. i wonder if a deal like this will prevent a downgrade by the rating agencies as well? but 2.8 trillion in cuts is a good healthy amount. and then the dems and obama can explain to the american people the destructive nature of the bush tax cuts and have most of those eliminated as well by 2013. i would still like to see reasonable tax reform and minor adjustments to medicare and ss to make them more solvent but i’ll take this for now. it would be a good first step.

This is just a game. There are no cuts. The cuts they are talking about is on proposed spending increases. If we froze current spending levels right now, the CBO would score it as a $9 trillion cut. This is laughable and the country is being played for a fool.

Great deal. Cut Medicare and slash social programs while not adresseing tax loopholes, subsidies and general tax policies for the supperrich and corporations. IE cut the knees from under any government that helps the middle class but keep giving the goodies to the supperich. Cut more government jobs futher depressing consumer demand just in time for the next elections creating even more unemployment, slower economic growth, discontent with underfunded government planning. Great strategy dems, no wonder you have such an enthusiatic base when you sell them out and screw them everytime for the sake of a bad deal argued under false tea party premises with manufactured outrage. Why doesn’t Obama just add to this and go and kiss Boehner’s ass on national television and then go on Limbaugh and confess that all along he’s a socialist intent to destroy America.

Obama has lost. Period. Earlier this year he was asking for a clean debt ceiling hike. Then he wanted cuts and taxes. Now he must accept cuts only on a proposal that was completely worked out by Congress and he’s being forced to sign it.
As for you liberals, the Dems in Congress haven’t even proposed a budget in over 800 days. Until they do you have no standing to complain about any of this.

The reason Obama’s poll numbers are in the tank is because his idea of “compromise” is to capitulate to the Republicans whenever possible. He’s not fighting for the American people. My question is this- will there be tax increases on the top 1% of Americans, who control over a third of the wealth. Income inequality is at an all time high. Did Obama demand that the richest Americans share in the suffering or will it all be on the backs of working and middle class Americans. I think we know the answer. No tax increases on the rich, no repeal of the breaks given to big oil (who just made another record profit), no punishment for the American companies moving jobs overseas, etc. You see, Obama is not a fighter for you and me. And people are FINALLY waking up to that fact. The sad thing is, most Democrats are no better than him. But the really scary thing is the Republicans are even worse. How anyone can vote for them- you have to be a total blithering idiot.

The 2.8 trillion in cuts over 10 years won’t prevent a downgrade of America’s credit rating. “Cut” means a lessening of the annual automatic increase via baseline budgeting. So overall spending will increase by only 6 trillion over 10 years instead of increassing by 9 trillion.
Impressive: only in Washington is an increase of 600 billion a year called a “cut in spending.”
And the worst of it all is that ABCNBCCBSMSNBCNYTIMES “journolists” have never ever told the American people that “cuts” means slower rate of increase, not real cuts.
Most people actually think that 2.8 trillion would be cut. To help the American people continue in ignorance of the fact that government spending will increase by trillions even with the “cuts” is utter mendacity.

The real loser here folks is the American people with politicians in DC that control all aspects of our lives and are spending every penny we have and every penny we will earn in our lifetimes.

With the Feds borrowing 40% above what they collect in hard cash to pay their bills each mouth the US is on the path to default sooner than later. The so called deal to with Obama to cut a trillion when the debt is 14 trillion and rising will not delay the inevitable default a whole lot longer. The GOP tried to make deeper cuts and the Dems would not face reality. Higher taxes is not the answer as they will only make a rotten economy even worse and further expand an already over size government.

Initial reporting is likely rumor and inuendo. Tomorrow we will find out the details of this potential agreement. What is certain is that the agreement benefits the politicians a great deal more than the American economy. Losers will understand what “losers” means in November, 3012.

This is a little too sketchy for me. If it means that there will be no debt ceiling increase unless matched by revenue increases and spending cuts, with no exceptions, then OK. Otherwise, forget it. The triggers for debt ceiling increases, whether based on revenue increases or spending cuts, must be inflexible.

Poor Tea Party. All this brouhaha about not raising the debt ceiling at all, and both the republicans and the democrats have cut them out of the deal completely.
Whether Obama “won” this one remains to be seen. But what is clear is that the Tea Party lost, and lost big. When push came to shove, Boehner high tailed it back over to the democratic President and cut himself a deal.
The most the Tea Party can hope for is a ceremonial vote on a balanced budget amendment that will go nowhere.
Not that they deserved more after the enormous time and energy wasted on their temper tantrum. One thing is for sure, if you want a Congress that functions, DON’T vote Tea Party.

There are some built-in assumptions into the FY 2012, that presumably can’t be tampered with:
1. The 30% reimburshment cut to physicians under Medicare. Normally the Congress automatically repeals this. If they add it back on it costs about a $100 billion
2. There is controversy on how to budget for the housing agencies: CBO says $317 billion, OMB says $130 billion. Both of these were presumed on housing prices stabilizing, which now is problematic.
3. In addition, as a facilitation to maintaining unemployment insurance, the states have utilized a little discussed credit line from the Federal government The balances are currently $40.5 billion owed by the states. The Federal loans to support the State Unemployment Trust Fund remained interest free through Dec. 31 of last year, but interest began to accrue on Jan. 1, 2011. The first interest payment will be due on Sept. 30, 2011. Will the Federal Government defer this, too? If not, it will be just one more burden on the states.
4.The FY 2012 budget presumes that the one-year unemployment extension to 99 weeks will go away. If it does, then 6.7 million quasi-permanent unemployed will fall off of benefits, resulting in a hard to imagine amount of distress, disorder and rioting. The cost of the 73-week extension beyond the traditional 26 weeks is $100 billion.
5. The 2% payroll tax reduction was designed as a one-year stimulus and will automatically expire at the end of 2011. Its extension, the cost of which is $120 billion, is not included in the $1.1 trillion FY 2012 budget. One would now presume this is dead?

I think an opportunity is being missed to significantly reform the trajectory we’re on via something like what the President’s deficit commission recommended. That said, I’ll take a kick-the-can solution over debt-maggendon any day; the right time to have this debate about taxes and spending is during the 2012 election cycle IMO, not now while the economy is on the bring of undergoing a double-dip. Where are the grown-ups?

In fact, Obama never asked to increase marginal tax rates, he asked to close loopholes for private jet owners and the oil companies. Republicans found that to be outrageous.
I mean, what kind of country wouldn’t subsidize a billionaires private plane with taxpayer money when you could cut senior healthcare instead?
Republicans practically wrote the democrat’s campaign ads for them.
You may have just lost 20 million senior voters, but you have definitely locked in a few thousand votes from private jet owners.

Just a vote on the amendment? Not passage? It needs a 2/3rds vote in each chamber. How does that happen. And can anyone tell what interest any state has in ratifying this thing? States get huge chunks of funds from the Feds to balance theirs budgets. What incentive do they have to cut off that pipeline?

I suspect that Obama never intended to pursue the tax increases. He used the threat of it to win a debt-ceiling concession from the Republicans. The last election was fairly one-sided. Next year will be different though. The Tea Party has been exposed as lunatic, and will not make as much of an impact in 2012.
I also think that Obama wins again with some majority. Democrats keep the White House and the Senate, and at least 210 seats in Congress.

There are no cuts. There are never cuts, only reductions in a baseline increase. Plus these “cuts” will be backloaded to the 9th or 10 year.
The only thing you can count on is if there is a %2.8T increase in the debt ceiling, we will be $2.8T more in debt.

Wow, we have come a long way from a “clean debt ceiling vote” of a couple of months ago. It couldn’t have been done without the pressure of the Tea Party. Congratulations to all those patriotic people who worked so hard for a responsible House of Representatives in 2010.
The vulnerable Democrat Senators will now be on the record as voting against a Balance Budget Amendment. McCaskill, Tester, both Nelsons, and a number more will be toast in 2012. The Senate will be controlled by Republicans and a Republican President to sign the repeal of Obamas’s signature legislation Obamacare!!!
If this turns out to be true then Obama has been rolled again. He just doesn’t know how to negotiate. That’s why we should never have elected a part-time college professor and aspiring Rock Star. Businessmen will always make better Presidents!!!

This is only Round 1 to get the debt ceiling up. Fiscal year begins in about a month, and no budget has been approved. Well, the Ryan budget has been approved by half of Congress. Likely the trigger cuts will go into effect in December. The economy is still going nowhere fast, so next Congress will be with Republicans in charge of the House, the Senate and the WH. Imagine the changes then…

Personally I think it’s another Congressional gimmick.
Still a vote on the BBA would be interesting in the Senate. 20 democratic senators claimed to support it during their last campaigns. Given the shape this country’s finances are in I can’t wait to see who would vote against it.

The “cuts” would be back-end loaded and simply are not of sufficient size to prevent a downgrade in the US credit rating anyway. Such a proposal does not do anything to actually solve our debt problem (or is that the intent?).
Tbis is a joke, because if it isn’t, a lot of freshmen are going to be going home after a single term and the US will lose its AAA credit rating.

Let’s see what the final deal actually says – which I suspect will be the vote scheduled for 1 PM today. At first read it appears to be bipartisan, which means it will pass in both houses.

This is all Kabuki theater. Congress won’t give the President legislation that he won’t veto – if Congress is able to give him anything at all. So, at the 11th hour on the 2nd of August, the President will invoke the 14th Amendment, and avert default. If the Republicans try to argue that they have “standing” to bring a suit, they have a fierce uphill legal battle, and by then, default will have been averted. If a suit does make it all the way to the Supreme Court, what are they going to do? Rule that the debt limit wasn’t really raised, and put the country in default after the fact? And claw back the payments made for military salaries and SSA payments? I don’t think even Justice Thomas would vote for that.
And President Obama’s re-election would be guaranteed, with all the military and SSA payees voting for him. He might even be able to recapture the House, with Democratic candidates swept in on his coat-tails. Remember over 2/3′s of voters think that the Republican insistance on no tax increases is wrong.

The debate is no longer about taxes at all.
…and it brings sacred Medicare into the fray. The liberals are going to go bananas!

Yes, the ratio of the national debt to the total economy is high relative to what it’s been. But it’s not nearly as high as it was after World War II – when it reached 120 percent of the economy’s total output.
If and when the economy begins to grow faster – if more Americans get jobs, and we move toward a full recovery – the debt/GDP ratio will fall, as it did in the 1950s, and as it does in every solid recovery. Revenues will pour into the Treasury, and much of the current “budget crisis” will be evaporate.
Get it? We’re really in a “jobs and growth” crisis – not a budget crisis.
And the best way to get jobs and growth back is for the federal government to spend more right now, not less – for example, by exempting the first $20,000 of income from payroll taxes this year and next, recreating a WPA and Civilian Conservation Corps, creating an infrastructure bank, providing tax incentives for small businesses to hire, expanding the Earned Income Tax Credit, and so on.

The fundamental problem we have is that the Republicans are not executing their oath of office. When the minority leader in the Senate says that his primary job is to make sure that President Obama only serves one term, he makes my case. When the callow freshman Republican electees show that they don’t have any idea how laws get made, they are making my case. I’m a retired business executive and an engineer, who used to be a solid Republican voter. Not any more. Except for Romney, the Republican Presidential candidates list is depressing. The idea that Palin might be a candidate, and that Bachman is a candidate is scary beyond words. I didn’t think a Preswident or Presidential candidate would ever be as dumb as “W”, but these two are. Bachman’s dismissal of the debt limit crisis as Democratic fear-mongering is telling. And Palin isn’t overly blessed with gray matter, either.

President Obama would do well to read about Teddy Roosevelt, and how he was the main force behind making the US a major sea-power. Roosevelt was action oriented. The key is the Balanced Budget Amendment; that’s what Republicans wanted all along. It very likely will become part of the Constitution much to the Democratic Party’s long term detriment. And the default is now $2.8T in cuts for $2.8T in ceiling increase. And, Obama/Democrats signed on for Medicate cuts.
This is a Tea Party (and USA) victory and a Democrat (less so Republican) defeat.

As a tea party sympathizer I have to say, I love this deal.
As a grown up, we need to cut medicare social security and defense, and also possibly raise taxes.
Anyone of these by itself is just dumb, and wouldnt solve the problem, the funds would just get re-allocated to some other corrupt whatever, but when they are all done, it is amazing.
This could be the first blow, in starting to turn back the tide of bankruptcy. It isnt a total solution, but the nice thing is, we run out of money again after the election, and will have do a second and possibly third round of this.
I honestly believe the first time we cut defense, social security, and medicare a lot of americans will realize the sky didnt fall, and that further cuts are possible, without killing us, and we will be on the road to recovery.

Spending isn’t the problem.
No jobs is the problem(cutting spending won’t do ANYTHING to create jobs, most economists say it will kill jobs), no revenues is the problem, sky high medical costs are the problem, income inequality is the problem, lack of demand is the problem. There are about a million things more important than public debt. Even private debt is a bigger problem, but I don’t see any tax dollars going back to those who provide 85% of all tax revenues in the first place ie. The bottom 99%. It will all flow to the top as they get their tax cuts and we get stuck with the bill? Can’t pay? Ohh well well take your medicare.
Stop bashing Obama and the Democrats start making sure the Republicans don’t ever win another election.

All of these negotiations should have been done in the open. The Republicans were the only ones to show their cards to the public while the Democrats never presented a plan for us Plebians to look at, only reacting to what was presented by the Republicans and trying to appear to be above the fray. It’s too soon to know what’s really in any agreement until it’s actually voted upon; Congress is replete with last minute add-ons and language that means different things to different parties. I’m skeptical of any last minute agreement; I was hoping for no agreement just to witness August 2 coming and going without any financial hiccup at all.

Speaker Boehner might get another surprise when this deal goes to the House for a floor vote. I can only hope the deal the Speaker is agreeing to with Senate leader Reid and Obama is defeated by the conservative politicians in the House.
This agreement consisting of up to $2.8 trillion in new spending, in what will be another new round of quantitative easing policy green lighted by congress, for the federal reserve to devalue the American dollar even further, making prices for us fools to pay every time we purchase anything in a store that accepts the American currency we still use.
This deal if passed is just another 3rd round of ie “printing what you can not raise in treasury bond purchases and tax revenues,” so that we can as a nation continue to print the difference of what we can not produce and can continue to consume by an almost 2-1 ratio, until we lose our reserve currency status in the world markets.”
What I just said in English about the U.S. Dollar as the worlds Reserve Currency is this “other nations will accept an unlimited amount of U.S. Dollars allowing the Federal Government to Print Money to cover everything we spend money on and still have the dollar accepted by any nation on this Earth. We are the only nation that can do this.
It is why Greece needed a bailout from the European Central Bank and the World bank, while the U.S.A. can escape this by just printing more Dollars.
When other nations get tired of the U.S.A. printing what they can not raise in taxes or bond purchases, there at some point will come a day, when these nations are sick of converting the currency those nations use, and converting them into U.S. Dollars because even now they continue to lose money because they get less for their money just like when a normal person goes to France for a vacation and converts their money into Euros.
This means they will get LESS and lose money if they buy anything in countries that have a stronger currency than the United States of America.
As our politicians continue to let voters hold the political gun to their heads and refuse to do the right thing “which is to cut spending on social security, medicare, and medicaid”, we will one day upset other nations and they will all decide to STOP ACCEPTING USA DOLLARS.
When ever this day arrives America will have to stop spending in excess of what we “Produce,” because of only 1 reason.
Us Americans, will not have the U.S. Dollar accepted any longer by foreign nations. This simply means that the nations that decide to STOP accepting U.S. Dollars in excess of what our nation produces in Gross Domestic Product, will force us as a nation to only be able to spend money in our domestic economy. This will be hell if and when this day ever arrives!

And these aren’t cuts of $2T. It’s an agreement to spend $8T instead of $10T more than 2011 levels over the next 10 years. Not a cut but a reduction in the increase of spending.
I don’t blame you, Josh, for not knowing anything of this. ABC and most other news outlets have done a very poor job of reporting the facts. Instead they have report false rumors (like the $4T figure you mentioned).

Yes, this is indeed a reduction in spending. For the real cuts to take place, we need to take another look at SS and medicare; these are unsustainable in the current from. Senator Tom Coburn seems to be the only one who is willing to take this on.

The difference is that, though the cuts are lower, there are no spending increases built directly in. I don’t particularly like this deal, but it is on par with the President’s previous offer as far as that goes. The big worry I have, other than the fact that the cuts are spread out too much, possibly even the initially agreed upon cuts (the article doesn’t mention how long these will be phased in over), is the commission to determine the later reduction. Commissions in this country’s government rarely do anything useful, or get listened to, and you can bet that if the commission recommends more spending cuts, the Dems, including the President will delay, fight, and weasel all they can to get out of making those cuts.

Hi All,
I’m coming to the conclusion that there is a “chance” that this issue may not be resolved by midnight Tuesday.
Seems that Obama is the “long pole in the tent” insisting that serious issues be pushed out past the next election.
This way, he has enough time to “import” another million or so immigrants that cannot speak the language and still have time to get them registered to vote !!!
I’m starting to think that a “default” may not be “all that bad” and “only short term transient” !!!
Enough time to really fix the problems ….
The multi billion dollar jet engine contract that Bill Gates and the Defense department have been trying to cancel for a long time will finally get cancelled over the objections of the Politicians that kept forcing it down his throat !!!
Maybe we can get rid of “Earmarks”, maybe even get a “line item veto” !!!
Properly fix Social Security/Medicare – as I understand it the proposed changes are many years out and we are without argument, living longer and are perfectly capable of working a few years (couple as I understand) longer.
Print our “Voting Ballots in English only” — that has got to save a bunch of money !!!
The USD will decline. So that just means that we can’t afford to import all of that crap and we have to re-learn to make it ourselves !! Which puts all of those people to work that I’m going to FIRE below !!!
Shut down/eliminate all of those “useless government agencies” [I leave it to Wayne and Limitup to expand on this. !!]
- All of the laid off employees can go to work “Making the products we import from China !!]
We just shut down the Space Shuttle Program, that I worked on from it’s inception, but the Politicians screwed it all up with their meddling. About 4000 people will lose their jobs in Florida, 2000 already and another 2000 soon to come.
- Not a wimper on that from the Obama Administration on the impact on the unemployment figures.
- Yes, the Shuttle program became TOO EXPENSIVE to operate cost effectively for what it was currently producing. But it would take an “ABSOLUTE IGNORAMUS” to claim that getting that “Hubble Telescope” up there and working properly was not worth a substantial chunk of the money spent.
So, Obama and Co. – Better be “Nice to the Russians” as they are our “Ride into Space” for the forseeable future.

This chess game is so predictable that Obama is playing. This is how it will play out.
1) the Dems will make it so inexceptable that the republicans will turn it down.
2) Obama will come out and say that they tried to the very end to work with the Republicans
3) Obama will let the market take a tumble because that’s part of the plan. To blame all the damage on the Republican. Could care less about your pocketbook
4) he will come to the rescue by doing something to make it look like he made a compromise. When we all know that he never had a plan.
5). He will campaign on this for the next 18 months.
All this was planned and executed to the very last move. Will do anything to get reelected. Needs those last 4 years to completely destroy this nation. Never has liked it.

It is quite obvious that all of you have posted above have not really been following this. It has been clear for a week that the only deal to remotely get done were modest cuts (no taxes) and the argument was basically over what time frame (before the 2012 election or after). What is going to come up are modest cuts – a short term deal so further cuts can be dicussed and apparently an up or down vote on the Balance Budget Amendment). That’s a pretty decent win for the Republicans (and Americans) if that happens. And by the way, Obama didn’t offer anything – he had no plan and no real cuts. This plan is AT LEAST a move in the right direction (I mean why do Democrats stand in the way of budget cuts anyway? What planet are they living on?) – so that we can avert this crisis and continue to work on longer-term plans.

If this reported framework is true then it is a total cop out by both parties. $1.2T cut over ten years? that is worthless, and would happen (or not) on someone elses watch. We need $2T cut in the next year and a balanced budget with decreasing debit limit. I do like the balance of across the board cuts including defense and medicare.

No Kathy – that inflation “redefiner” has been looked at for months. In fact that’s what makes most of our programs increase in cost because they actually increase at a rate larger than inflation. This is just a minor, but important change that should be made to these programs to bring them modestly in line and it really does not affect overall benefits materially at all – but certainly goes a long way to keep them around. Quit yelling fire in a crowded theatre.

So, if the providers (doctors?) get less money, will they continue taking Medicare patients (beneficiaries)? And if doctors get less money, won’t the beneficiaries have to come up with MORE money? = Won’t they have to buy MORE gap insurance?

So a special Congressional Committee would recommend cuts, but if Congress doesn’t vote for them, cuts across the board would go into effect anyway. In other words Congress would be blackmailed into voting for whatever this committee recommends.

The devil is in the details.
Are these “war savings” cuts that are already accounted for in the budget like Reid proposed and the credit houses warned not to count or real reductions in the automatic increases of 7.5% like Boehner had aimed for?
None of these cuts are off today’s spending levels, they’re off the 7.5% increases baked in every year. Words in Washington don’t mean what common sense suggests.
This isn’t far from the Boehner plan Reid called extreme and Tea Party and other divisive nonsense. Reid and his fellow Democrats could’ve saved everyone a lot of trouble and stress by being more honest about how close the sides were.
Obama got what he seemingly wanted most: the next increase moved after 2012. The debt will still go up over 17, maybe $18 trillion. Taxes may still go up if the commission recommends it.
You can get more revenues without raising taxes if you get more people back to work, for example. That would help cut spending too. There’s an idea: J-O-B-S!

President Obama was completely marginalized and showed zero leadership through this entire process. He had no plan on the table except vague words. Regardless if a “deal” is reached between Reid, McConnell and Boehner, the U.S. will most likely be downgraded (and unfortunately, rightly so). The cuts are not near deep enough and the spending is sending the country off a cliff.

Tea Partiers keep saying there won’t be a default — this is a moot question, since irreparable harm has already been done to the US’s financial image. All around the world, investors will think twice from now on about the long-run economic security of US bonds. The financial damage is staggering and incalculable. With their shenanigans, the unwitting Tea Party just killed the goose that laid the golden egg. It seems that this truth has not even sunk in yet with responsible members of Congress, who seem relieved that a debt ceiling will soon be reached. This lack of unawareness can only be set down to hubris — the sort of smug pride that leads to an insular viewpoint. Mark my words; right after this mess, the news will turn to shifted worldwide financial mindset. The Tea Partiers (like the original Boston Tea Party) are getting what they want — the downfall of a government they see as illegitimate.

Defense spending is a sacred cow to the GOP. It is not ever supposed to go down only increase over time. Nevermind the fact that we still fund ludicrous projects such as manufacturing submarines to confront the Soviet Union that no longer exists. The House GOP have acted like spoiled brats throughout this entire bogus crisis. I could see enough GOP members in the House quash this deal. Remember as well Eric Cantor’s juvenile, repeated insistence on not raising the debt ceiling through 2012 without another debt deal. Many GOP members want to make turn hamstring Obama with this drama again during the election year. They will nto be happy about this either.

The ‘deal’ as laid out is garbage! It does NOT address serious debt reduction, or serious curbing of spending. Everyone knows that a ‘vote’ on a balanced budget amendment is really a joke, and will go no where! These clowns in Washington are NOT yet serious about anything. The American people are the losers. The politicians will continue to spend more money than we have. They have not made any “cuts”. They will spend more money next year than this year. The country’s debt will grow and grow. The credit rating will get downgraded several times in the next year and interest payments on the debt will grow substantially.
Where are the leaders in Washington??? Please stop the insane, massive spending. Stop destroying the greatest country that was every created.

Basically the American People get a hamburger today with a promise of payment on Tuesday (sorry Popeye, Olive Oil, Whimpy, etc).
Raising the debt yesterday, today and tommmorow is not going to change anything. We are on a course to destroy ourselves financially.
I have learned that the United States Government takes in $200 billion a month in revenue – please spend no more than that every month.

Jobs drive revenues not taxes. Look at the states that are coming back, VA, OH, TX, SC, NJ, WI, all run like we want the Federal Govt to run. Look at the states failing, CA, NV, MI, all run by unions or Dems. The answers are usually obvious. Jobs create revenues and growth. This Dem congress and president has failed America. Dems can make up talking points all they want, but facts are, they failed and lied about.

I think that the Republicans finally got around to looking at their public approval rating polls. And Decided that they simply could not afford to go through this whole morass again during an election. As it is, several Tea Party members will be shown Washington’s door. I predict that Dems pick up seats in the House and Keep the Senate and Presidency. I’m going to my local Democrat office to enlist. No, what’s sad is that you do not know what you are talking about. The temporary moratorium on Gulf oil drilling ended months ago. It was in place for about 6 months. After the worst oil spill disaster in our nations history. What a short memory some people have. NASA was slated to end the Shuttle program for a few years, that decision came from the previous president. Obama has absolutely NO CONTROL over what GE does, or over where they hire people. Unless you are advocating the government take over GE and force them to hire here in the USA. Is that what you want? The health care law certainly isn’t perfect, but it’s a whole helluva lot more than anything ever enacted by any Republican. Unless you consider the totally unfunded Pill Bill to be a model of success. Fun fact about Medicare Part D, the Pill Bill that was rammed through Congress by the Republicans in 2003: if forbids the Medicare people from negotiating for lower drug prices with the drug companies. I’ll say that again: it FORBIDS us from NEGOTIATING with the drug companies for lower prices. Medicare pays 50% more for some drugs than the VA does for the exact same drug. And the Republican who wrote and rammed this bill through – Billy Tauzin – ‘retired’ from Congress a few months after it was signed. To take a job as the head of the drug industries biggest lobbying firm………

The second maxim that should quickly follow is “Oh, I’m sorry dear, but Mommy and Daddy don’t have the money to be able to buy you that right now. However, once we get our bills we will, I promise.” BTW: That’s Mommy and Daddy standing in front of the mirror talking to themselves in the second maxim. Cuts to Medicare providers is every bit as bad as cuts to Medicare recipients. Why? Because providers are already refusing to take on Medicare patients due to inadequate compensation. This will only make the problem worse. Gutting the defense budget is exactly what the Dems want anyway, and isn’t smart on a global political scale. IF they were actually serious about this, the cuts would be limited to Discretionary Spending sent to the States.

He called for an increase in revenues, tax hikes, to make up the bulk of the 4 trillion dollar package he demanded and now he gets zero increase and has to sweat out a balanced budget vote with two trillion plus sliced from spending. Moody’s and other rating agencies have been suggesting that it will take at least $4,000,000,000,000.00 in spending cuts over the next ten years to avoid a downgrade because of the direction of the growing federal debt. This deal does not come close to that $4 Trillion.

Regardless of the debt ceiling right now, this country has to stop the long-term bleeding in our finances. Almost every single president in the past 80 years has added huge amounts to federal spending. Both Bush and Obama were terrible about spending wildly. This is not sustainable, and it is now about to get our AAA rating downgraded because no one is enacting large spending cuts.

Democrats, principally concerned with reelection, desperately want to avoid a debt ceiling shutdown. Any deal benefits them because they can blame all the draconian measures (as well as bringing the country to the edge)on the Republicans. Republicans, it seems to me are of more substance here. They fought hard and held out for the financial well being of the US (which has in fact a balance sheet and negative cash flow far worse than most entrants into bankruptcy). They put their jobs on the line while Democrats took the sleazy low road for voter appearance purposes. I will never vote for a Democrat nor for a Republican that votes with Democrats ever again. I will be in the minority I know. So be it!

The compromise plan will favor the GOP but it is far from what the Tea Party ultimately wants. As a democrat the entitlement programs must be limited and even scaled back but on the same hand revenues must increase at some point.
The good thing about this impasse is that it’s the beginning of the end for the radical right Tea Party. The American people do not want a return to a pre Civil War society of “state rights” and the bigotry that often accompanies separate but equal politics. The Tea Party may have won a small battle this month but they have set the stage to lose the war.
America is now scared to death of the Tea Party’s self serving agenda; they will crash a burn in the next federal elections.

This is going to turn into a big tax hike on everyone. We’ve seen this dance before.
Cuts that aren’t set in stone an enacted the day the bill passes “mysteriously” disappear before the year it out, and all the debt reduction, if any happens will be in the form of tax hikes on anyone who works.
Thing is, we’d have to hike taxes by 75% just to close the deficit as it stands now. That’s for everybody too, from the poorest tax payer to the wealthiest, simply because we’re spending so very much more than we take in. It’s not even going to touch the debt.

Voyager….and are you ‘taking into consideration’ that 15-20% of the middle class is either unemployed or underemployed while many, many rich peopele and corporations pay a less % tax rate than those who are hurting. Many of these people pay an ‘effective rate’ of 18% vs the middle class’28%. And many of those same rich ******** took most of those jobs overseas becuase of tax loopholes. Please get better educated before you rant! If the middle class does not start asserting itself against the wealthy…they will continue to deteriorate and many of them will become peermanently part of a ‘sub-class poor’.

Public office does not require an education, experience, expertise, talent, drug testing or a polygraph test. We elect them because they have nice hair and teeth and they promise us whatever they think we want to hear. Campaigns are expensive and most politicians come from elitest backgrounds where they never had to work for a living. We trust them to make decisions for us that they have no clue about. They vote themselves huge raises and benefit packages and we as their “so-called bosses” are kept in the dark. Until we do a better job of electing our officials and making them accountable, nothing will change. All of the e-mails passed around and comments that are made accomplish nothing without action behind them.

1) This is a “made up” crisis, caused by Republicans. We raised the debt ceiling 74 times before and this time should not have been any different. Fault: Republicans.
2) The debt situation is serious, but my understanding is that we are in debt to the tune of $45k per person, about the same as Greece, but we have an ecomony that dwarf’s Greece so its not nearly as bad. Fault: Congresses for the last 74 debt ceiling increases without addressing fiscal issues and the American public who says cut the debt but don’t cut my programs!
3) The solution to the fiscal problem and the long term debt problem is the gradual reining in a spending–that means cuts in military spending, entitlements, wasteful spending, but it also means increases in taxes–elimnate the Bush tax increases, eliminate tax loopholes, increases in social security taxes and medicare cost. To insist on spending cuts only is not the solution. Fault Republicans (who are not doing this because they are concerned with debt, but because the Federal Government is the major roadblock to their social, political and economic agenda of all for the rich and none for nobody else).
4) This so-called crisis says there is something structually wrong with the Federal government, that it can become such a spendthrift debtor; that elected to the representative body are extreme ideologues rather than patriotic pragmatists. Time to think about significant structural change, but only after the American people figure out how to compromise again.

Oh please! Why is spending called ‘out of control’ when a Democrat is in the White House, but NOT when a Republican is in the White House? No downsizing of government – Obama’s “buddies” remain in their “czar” positions – tax breaks for big oil remain – no offer from any in Congress to take a cut in pay or offers to give up their “perks” — cuts in what Medicare will pay providers – it’s SOS — the rich remain rich, the poor get the shaft. This whole thing was a show – a sham – our country is being run by crooks and we just sit back and take what they hand out.

Spending cuts of $1.2 trillion over 10 years ? Why 10 years – why not NOW ? Government has 10 years to keep p–ing away money on pork and other wasteful projects and then cry that they need to raise the debt ceiling again ! I say that the politicians in government caused the problem, let them pay their own debts – stop putting the burden on us taxpayers !

This will do nothing to halt our plummet into bankruptcy–the Democrats will be perfectly happy to vote (no, of course) on a balanced budget amendment–and are those “cuts”, which are pretty pathetic, actual cuts, or just increases of not as much as was previously planned? I hope that the Republicans don’t fall for this garbage.

Wow you posters are sooo ignorant of our tax system as it stands. Tax the rich mantra is just foolish. I live in CT. One county (Fairfield) pays 40% of the state tax income. Their income is based on the stock market, banking, real estate and insurance. From 2008-2010 none of these people really made any money (income that is) Of course they still had millions they already paid taxes on from prior business deals and earnings but their yearly incomes dropped by 50+ percent. Guess what? The tax revenues went down also. Does this mean these people aren’t still rich no it just means that you only get taxed once on your income. If your income goes down so do the taxes. If you want to take the wealth from the rich tax their savings not their income. Of course, remember if the government can tax their post tax savings they can tax anyones including yours. Funny how someone can demand things from other peoples efforts

It’s an open secret that government-run Medicare costs patients 14% LESS for the same treatments as private insurance does. So cutting Medicare actually raises the costs of medical treatment for Americans. For every $100 in Medicare B reductions, my BCBS supplemental will cost me or my employer $114 in extra premiums. They can say their taking it from the providers, not the beneficiaries, but you know they’ll shift their charges around to balance it out, the same way we pay $900 per year more in health insurance premiums to pay for the free treatment the uninsured get.

We are never going to get this economy back on track until congress has the best interest for the people. Once they are voted into congress and serve their fist term they receive their salary for the rest of their life. Why is congress exempt from buying into a retirement plan? Why doesn’t congress buy into the same medical plan or similiar. These politicians get to DC and become rich due to the lobiest and now they retain a salary for the rest of their lives. With this type of infrastucture the people wether republican, democrat, independent are not being represented in the right respect. We have to work 20 – 30 years to receive a portion of our pay. Do the math… Cut your pay, buy into a retirement plan and the deficit and economy will turn around faster. If you are able to serve in congress for 10yrs you can obtain 50% of your salary, 20yrs, 75%, 30yrs-100% or something of sort. if you do not make 10yrs, you go back to your previous job and make due because when you don’t you are still part of the problem. Your six figure salaries are draining this economy dry. The people needs to have an uprising against congress. Each president is blamed for the economy failures and it has been congress for over the last 35 years.

It looks to me as if the Republican tea party has done some serious damage to the economy. I only hope people remember this when election time rolls around.
I’ve always felt that besides bigotry and hatred, one of the worst and most dangerous flaws in our society is ignorance. I think we’ve seen a great example of that these past few weeks.
