White House Threatens to Veto ‘Cut, Cap and Balance’

While the House GOP prepares to vote tomorrow evening on the bill they call the “Cut, Cap and Balance Act,” the White House issued a formal veto threat of the bill.

“If the President were presented this bill for signature, he would veto it,” the office of Management and Budget said in a statement of administration policy.

House Speaker John Boehner, R-Ohio, and House Majority Leader Eric Cantor, R-Va., on Friday announced that this week they would introduce the bill, which aides said would cut total spending by $111 billion, cap total federal spending by creating a “glide path” that caps spending at 22.5 percent of GDP next year, and require that Congress pass and send to states a Balanced Budget Amendment before the president’s request for a $2.4 trillion debt limit increase is granted.

The White House decried the bill as an unbalanced approach to deficit reduction, and “would undercut the Federal Government’s ability to meet its core commitments to seniors, middle-class families and the most vulnerable, while reducing our ability to invest in our future,” while imposing “unrealistic spending caps that could result in significant cuts to education, research and development, and other programs critical to growing our economy and winning the future.”

The White House said the bill would “lead to severe cuts in Medicare and Social Security” and said the Balanced Budget Amendment “will likely leave the Nation unable to meet its core commitment of ensuring dignity in retirement” in the future.

The White House and congressional leaders say that all sides in the deficit reduction negotiations continue to talk, but so far there isn’t any apparent path out of the current morass. Boehner and Cantor met with the President Sunday late morning at the White House as part of negotiations, though nothing was agreed upon.

So Obama is going to let the US default? The House has given him a way to avoid this but because it’s not HIS way, he’s going to Veto. Good job there Mr. President. You will then become the first POTUS to have default on our debt.

Obama would be wise to veto the balanced budget amendment. The level of cuts that are being proposed are too steep, especially during a recession. (huge spending cuts = more lost jobs = less money for consumers to pump into the economy= decreased demand for goods and services= decreased profit for businesses= more lost jobs)
Have those promoting draconian spending cuts looked at what would have to be cut? The citizens of this great country take for granted many of the things that the government provides (safe food, clean water, national parks, interstate highway system, safe drugs, Medicare, special education funding, pell grants, air traffic controlers, etc) However, they are unwiling to accept the fact that those services do not come free of charge.

President Obama has demonstrated that Constitutional limits are needed no matter which party is in control. A cap and balance should be combined with a Presidential line-item veto as a great compromise!

Now I understand why Representative Cantor acted in this manner last week in the meeting with Obama when he walked out of the meeting. Obama is clearly saying it is his way or nothing will pass because of his veto pen. So who will put the US in default, not the House, but President Obama himself.

The Republicans are the ones who started this deficit fight in the first place. During the Bush years the debt limit was raised ten times without the Democrats pushing their agenda to get their OK vote. The Tea Party faction of the GOP is solely responsible for this impasse. It is they that have insisted on draconian cuts to social services for their OK vote to raise the debt limit. Kudos for President Obama who called their bluff and now the Republicans are trying to wrangle out of the mess they made with half baked solutions so they don’t have to end the Bush tax cuts for the rich and huge subsidies to Big Oil and Wall Street.

In addition to threatening to veto the Cut, Cap and Balance bill (H.R. 2560), the White House is threatening to veto H.R. 2434, the 2012 Financial Services and General Government Appropriations Act. Among other things, the White House is arguing against a proposed $65 million budget cut to the Executive Office.

Huladeb, what you fail to realize is that ALL of us rely on government services.
A veto against a balanced budget amendment does not mean that Obama is against spending cuts. A deficit as large as the federal deficit cannot be balanced overnight, especially if revenue measures are off the table. In a time of recession, drastic spending cuts can do much more harm to the economy than will paying down the debt over a longer period of time.
Moreover, the debt ceiling debate should be a separate debate from a budget debate. Raising the debt ceiling does not authorize new expenditures. The debt ceiling pertains to the governments ability pay for existing debt obligations…all of which were previously approved by both Republican and Democratic administrations

Why can’t the American people shout out to the government that’s gotten us in this mess the fact that Social Security and Mecicare was set up and the money was taken from our paychecks, as well as our parents paychecks for us for our retirement. They have borrowed from it, and never repaid the money for so long now they think of it as the government’s money not as “OUR MONEY” anymore. They are stealing our money. If the bill were presented to him it would have to be passed by his own party in the Senate, which would hardly qualify it as partisan legislation.

Mindy, you must know that Congress works by people who want differing things to offer to vote for something in order to get something they feel the country needs? An increase in the debt ceiling means more spending. You are right that previous debt ceiling increases have been almost certain. These were given on the promise of spending cuts LATER which never happened. Spending keeps increasing with no end in sight. What is wrong with some controls, when NO President wants the spending to stop on his watch? At what point will this madness stop?
And increased revenues? Are you aware that businesses pass on taxes as costs to consumers? Won’t higher prices for food and goods hurt the middle class that Obama pretends to care about? Yes, tax the people who are the only source of new jobs.
Mindy, please name the specific spending cuts Obama wants. You said he wants them. Please, list those specifics the next time you comment. We’ll see how much of the debt that will pay off.

The fact is the American economic problems will never be solved. All of the people living off the governments dime (welfare, food stamps, government employees, etc.) will continue to vote for the SPEND PRINT and TAX DEMOCRATS. The SPEND PRINT and TAX DEMOCRATS will continue to vote for the maintenance and extension of these programs so they can keep getting elected. It is a downward spiral with no viable solution unless all of us not living off the governments dime vote 100% to stop the spending.

No, they definitely don’t come free. Except for the 51% who don’t pay any federal income taxes. They cost trillions more than we can afford, and frankly, I’m tired of being taxed for them while subsidizing Americans who benefit from federal services disproportionately but have no skin in the game.

For those who are unable to understand the nuances of the English language: The bill would be vetoed because it cuts spending, but does not address the matter of increasing revenues by eliminating corporate tax loopholes. According to polls, most Americans agree that both things need to be addressed. So the Boehner/Cantor debacle does need to be vetoed if it makes it through the Senate.

You might have a little more credibility if you actually understood how businesses operate.
I operate two restaurants. Sure, I can make less profit but my margins are already pretty tight. I’ve economized as much as possible. Less profit directly impacts my ability to hire new employees, reward my existing employees, and reinvest in my businesses.
If my margins get squeezed too much, I’ll lay people off. If I’m unable to sustain a profit over a long period of time because of increased taxes, I’ll just close my restaurants. How does that help the economy and employment in my area?

It pretty much tells who the grown-ups are and exactly who is playing politics as usual. We have to cut the spending and rating agencies stated SPENDING AS A PERCENTAGE OF GDP!, which no matter how much President Obama spins this and LIES ABOUT IT, does not change the facts. All the taxes in the world will not change the spending quotient. It is spending, Stupid, not taxes. I hope that the media will report this as what the rating agencies actually said instead of blindly supporting Obama no matter what he says, right or wrong. Some of you are saying that Obama has been spending like there is no tomorrow. Why is it thateveryone is blind to the truth. When the Bushs went into Iraq, Afganistan, it had to be paid by the US government. And the longer you stay there the more it costs, so don’t say Obama did this. I stand behind our President’s stand on the budget. He needs to veto any bill that does not address the need for additional revenue. After ten years of Bush taxcuts not a single job has been produced. If the corporations are interested in profit than creating jobs, then tax their profits.

Our government needs to control what they spend. They need to change laws that do away with big money to big companies that have proven that they are not creating jobs. They need to get their own house in order before they help others. They need to get out of the war. They need to change the way they do business. I say the majority of the people which is usually the middle class and poor are sick and tired of footing the bill for the governments mismanagement. The divide between the rich and the poor is getting wider an wider and when that happens there tends to be a revolt eventually. One other thing the government needs to do is take a pay cut. I had to.

As far as the Medicare and Social Security, if you’re honest with yourself you know you can’t put that on our President, and I did say our President. Whether you like it or not he is our President, and if he’s not your President then go back to the country you came from. This problem is easily solved if we stop giving those who have more than their share so many tax cuts and breaks. It’s the middle class that keeps things going, and the rich don’t seem to care at all about that; all they want to do is keep their money in their family coffers. Let’s take 10% of their entire wealth, individually, and see if the budget doesn’t balance then! Maybe even get some of the money that was borrowed from Social Security back!

If my margins get squeezed too much, I’ll lay people off. If I’m unable to sustain a profit over a long period of time because of increased taxes, I’ll just close my restaurants. How does that help the economy and employment in my area?

Not necessarily. They can take slightly smaller profits as well. Oil companies would be a perfects example of businesses who make enough profit to absorb a bit of the cost of doing business in America

Our retired Seniors living on a fixed income” receive no aid nor do they get any breaks while our Goverment and Reglious Organizations pour Hundreds od Billions of $$$$$ and Tons of Food To Foreign Countries!!
Thay call Social Security and Medicare an entitlement even though most of us have been paying for it all our working lives and now when its time for us to collect, the Goverment is running out of Money. Why did they borrow it in the First Place??
We have hundreds of adopted children who are shoved aside to make room for adoption of foreign orphans.
America : a country where we have homeless without shelter, children going hungry, elderly going without “needed” meds, and mentally ill without treatment- etc-etc.
Yet ………………
They have a ‘BENEFIT” for people of Haiti on 12 TV stations, ships and plANES LINING UP WITH FOOD ,WATER,TENTS, CLOTHES,BEDDING,DOCTORS AND MEDICAL SUPPLIES.
IMAGINE IF THE * Goverment *gave “US” the same support they give to the other Countries.
SAD ISN”T IT?

It’s amazing how many people have their CAPS LOCK key stuck in the “I’LL SHOUT SO I LOOK IGNORANT AS SIN” position.
Posting the same thing over and over again doesn’t make people more likely to agree with you, either — at least the people intelligent enough to matter to the economy. Quite the opposite, in fact.
This whole situation is not going to get any better until and unless we do the implausible: stop demanding something for nothing and letting those who benefit from our divisions continue to divide us further. We need an alternative to the Democratic and Republican Wings of the Corporate Party, and we need to start working on it yesterday.
That is, if we want to continue having an economy larger than that of Niue, a middle class that’s proportionately not a rounding error, or more personal liberty than, say, Singapore or China. If we’re content to let the tiny minority who control the largest corporate cartels control what once was the United States of America, then by all means just carry on as now.

This is all about his re-election. Obama’s policies have failed – three years of 9% unemployment, almost zero economic growth, three wars now (not two) and no good news in sight.
He has a choice here to cut spending but he won’t. Instead he’s going to try to go into default, hold back on social security checks and blame it on Republicans. This is his only hope of getting re-elected. This is the mind of a desperate ideologue.

They should pass the bill. If the Senate refuses to vote on it, fine. Then the GOP can ask them to produce their own bill – not happening. It will never get the President’s desk to veto as it can’t get thru the Senate. It will just move the talking points.

Too bad the President cant put in an edict that any Congressperson that does not come to conclusion on and agreement reached shall resign for lack of fufillment of his obligation to the nation to do the job he or she has been paid to do IF nothing else Congress and its staff should be paid minimum wage till the budget is in balance with NO paid perks and NO political donations used for travel meals or lodgings of anyone other than the candidate. It is interesting that cutting the deficit and the balance budget is so important to the republicans while they don’t have the power to pass it. For six years they controlled the House, the Senate, and the executive branch. None of these things were passed while they increased the deficit by 80% and never passed a balance budget. Neither party can be trusted because both parties have promised to correct our problems in our past and yet we still have major problems like high cost of medical care, high influx of illegal immigrants, no balanced budgets, constantly increasing deficit, starting unnecessary wars, companies exporting jobs to other countries, etc. etc. Tell both parties how unhappy you are with their performance!

I’d LOVE to see the numbers back up that “trillions” claim. Most of those who don’t pay federal income tax make less than $33k per year and have a family. But some of them are actually high wage earners who make great use of loopholes.
Regardless, I’m waiting for the proof that there’s a potential for trillions here.

How about this: we force 2 term limits for congress, The only pay raises they get have to be voted on by the people they serve, NO perks. No hefty retirements for them, & NO special medical benefits after they leave congress. Lets have an executive order to that effect… Also, 1 vacation per year for the President and his family, paid for by him, NOT the taxpayers!!!
