Why wasn't motormouth Joe, who is so delusional he thinks he might run in 2016 [at age 74!], the Veep who won't shut up and who threatens reporters who ask him to explain his signs of mental illness, there to break the tie and pass the bill when it was a 50-50 tie. That's what REAL Vice Presidents do, not run around saying rape & murder will ensue if the bill doesn't pass.
