Obama Has Declared Record-Breaking 89 Disasters So Far in 2011
From Hurricane Irene, which soaked the entire East Coast in August, to the Midwest tornadoes, which wrought havoc from Wisconsin to Texas, 2011 has seen more billion-dollar natural disasters than any year on record, according to the National Climatic Data Center.
And as America’s hurricanes, floods, tornadoes and wildfires set records this year, so too has President Obama in his response to them.
During the first 10 months of this year President Obama declared 89 major disasters, more than the record 81 declarations that he made in all of 2010.
And Obama has declared more disasters — 229 — in the first three years of his presidency than almost any other president signed in their full four-year terms. Only President George W. Bush declared more, having signed 238 disaster declarations in his second term, from 2005 to 2009.
But while the sheer number of bad weather events played a big role in the uptick in presidential disaster declarations, Obama’s record-setting year may have something to do with politics as well.
“There’s no question about it that the increase in the number of disaster declarations is outstripping what we would expect to see, given what we observe in terms of weather,” said Robert Hartwig, the president and economist at the Insurance Information Institute. “There’s a lot of political pressure on the president and Congress to show they are responsive to these sorts of disasters that occur.”
While the president aimed to authorize swift and sweeping aid to disaster victims, Congress was entrenched in partisan battles over how to foot the bill. When Republicans demanded that additional appropriations for a cash-strapped FEMA be offset by spending cuts, the government was almost shut down over disaster relief funding.
Such budget showdowns have become commonplace in Congress, but a similarly slow response to natural disasters by the president has been met with far more pointed and politically damaging criticism. Former President Bush learned that the hard way after what was seen as a botched initial response to Hurricane Katrina in 2005.
“Ever since that time we’ve seen FEMA try to act more responsively and we’ve seen presidents more engaged in the issues going on with respect to disasters,” Hartwig said.
Mark Merritt, who served as deputy chief of staff at FEMA during the Clinton Administration, said Obama’s record-breaking number of declarations has less to do with politics and more to do with demographics.
People are moving to high-risk areas like beaches and flood plains, more bad weather events are occurring and the country’s infrastructure is “crumbling,” he said.
“It’s not being used any more as a political tool today than it has over the past 18 years,” said Merritt, who is now the president of the crisis management consulting firm Witt Associates. “Everybody can say there’s a little bit of politics involved, and I won’t deny that, but I don’t think it’s a political tool that politicians use to win reelections.”
Politics aside, Obama’s higher-than-ever number of disaster declarations may also have a lot to do with the broad scale of this year’s disasters, which led to more declarations of catastrophes because each state affected by the disaster gets its own declaration.
For example, Hurricane Andrew, which hit Florida in 1992, cost upwards of $40 billion in damage, but resulted in only one disaster declaration because the damage was almost entirely confined to one state.
Hurricane Irene, on the other hand, pummeled much of the East Coast this summer, causing the president to make 9 disaster declarations, one for each state affected. Although there were 8 more declarations for Irene than for Andrew, the Irene caused about $7 billion in damage, a fraction of the damage caused by Andrew (up to $42 billion in today’s dollars).
Each presidential disaster declaration makes the federal government — specifically FEMA — responsible for at least 75 percent of the recovery costs, relieving cash-strapped state and local governments of the billions in damages caused by this year’s hurricanes, floods and tornadoes.
Richard Salkowe, a Ph.D. candidate at the University of South Florida who studies federal disaster declarations and denials, argued that the trend toward more declarations stems from local governments becoming more aware of the availability of federal funds.
“The local governments and state governments have become more aware of the process and more efficient in using it,” Salkowe said. “I’d say yeah, there are more states that have overwhelming needs, and that may have lead to the Obama administration declaring more disaster areas.”

The biggest disaster is the effect his presidency is having on the economy. He needs to cut spending, cut taxes, and end draconian regulations such as Sarbanes-Oxley, Frank-Dodd, and these job killing EPA regulations. Look at the facts, everytime the govenrment has tried to end a recession by spending money, the recession has gotten deeper and lasted longer. When government has cut spending and cut taxes, the recession was not as deep and ended quickly. He is supposed to be so smart, but cannot look at past recessions and see what worked. I think this myth about him being smart is just that, a myth.

What we need is another Dem Candidate for President. Obama didn’t go after they banks with more restrictions, he didn’t structure health care more effeciently, didn’t push labor rights harder, didn’t research his line-by-line agenda and cut the waste, didn’t cut pay for himself and gov. employees and congress with vigorous force, lived well, travelled well, ate well. He doled out money to two companies undeserving instead of setting up American made companies with that money. Now wants to give people a raise with JOB Bill instead of forcefully making comapnies hire people in order to qualitify. We need someone to push hard until all these issues become law.
If he gets another term, it will be more of the same. These bad ideas that Obama has pitched even poorest and uneduacated understand are not what works. We need a new Dem. Candidate and he needs to step aside as he said he would if he wasn’t doing the job. He tried but, he wasn’t forceful enough in the beginning and that killed his message. Occupy DC would have started 3 years ago and forced the hand of the Rep. Party. Obama must now exit to save this country.

“An assessment of damage from fires that scorched 2.2 million acres since November determined that Texas did not require assistance beyond the 22 federal fire management assistance grants already awarded to the state, according to the U.S. Federal Emergency Management Agency…..FEMA officials noted that in the past five months the agency has approved every request from Texas for federal fire management assistance grants, which cover 75 percent of the state’s firefighting expenses. Sixteen grants were awarded in April, the agency said” (May 4th, Ft. Worth Star-Telegram).
Maybe if Governor Perry hadn’t slashed 75% of the state’s firefighting budget from the state budget this year, they would have been better able to handle this situation themselves. (One fire department that battled the blazes in Bastrop County had to pay for a hose with money from the pockets of the firefighters, according to Bastrop City Fire Chief Henry Perry). Instead of relying on the federal government to bail them out.

The problem I have with FEMA is there is no accountability whatsoever. They send someone out to access the damage, they get a fairly good picture of the damage and a good estimate for repairs, and then thats where they drop the ball. They do not assign contractors to jobs, they do not verify work is done or is done correctly, They sit back and write checks and send to individuals who fraud the tax payer, taking the money, and not repairing anything. They stick the money in their pockets and go on spending sprees and are not accountable for anything. I have seen it done.I know someone who received over 11,000.00 to replace and repair the road to their home, and didn’t spend one cent on it. Went bought new tv etc with it, but later will complain about what bad shape thier road is in. I say disban fema.

The only way to deal with it is to change the power structure of our government through the election process. So many comments on here spouting politics and not actually talking about the story. The story is that predictions of the consequences of a changing climate are starting to come to pass. The story is that this is just the beginning. Sure, every year we have disasters. A hurricane here, a tornado there, a flood here–but there are now more of them. And yes, policy needs to change. For instance, if we have to bail out flood victims year after year, there has to come a time where we just say they can’t live there any more. Especially now.

We appreciate ABC news running our story pretty much as we sent it to you. However we are mystified you did not include the several times Air Force One ran into turbulence and the plane was jostled. These episodes were frequent and scary. All aboard felt as if it were a disaster. Or at least a disaster in the making. This would bring the total number of disaters handled to well over 250. If in the future you no longer wish to go with the stories exactly as we relate them let us know and we will go back to letting NBC run them verbatim. We have never had this trouble with them.

The fundamental question this election cycle is: ‘Can we overcome the Obama ‘Jobs- Depression’ so long as Obama sits in the WH?’ Certainly the 26 Million Americans without a viable option for productive employment consider this to be the most critical issue confronting our electorate. Unfortunately, the answer is an emphatic ‘NO’. Quite simply, Obama either doesn’t understand -OR- is unwilling to accept the mechanics of job creation in a free-market economy. Certainly the circulating video of a petulant adolescent, utterly out-of-control, as he kicked open the door as he exited the WH conference room ‘after’ he was told by attending members of the Congress that they would NOT give him the massive tax increases that he insisted on to sustain his crippling spending binge of 25% of our GDP, would validate the latter. The explanation is straight forward: Obama views the Tax Code, Regulatory Reform, and Executive Policy such as Obamacare, Housing, and Student Loan Programs, etc., as instruments of WEALTH REDISTRIBUTION. Obama has been schooled in this Marxist dialectic since birth; and, is NOT capable of accommodating real-life consequences. In a functioning Free-Market System, the Tax Code, Regulatory Reform, and Executive Policy are purposely constructed to FACILITATE economic expansion, and concurrently, JOB CREATION. No CEO, with proliferating onerous regulatory measures, pending increases in tax obligations, and Executive policies that cripple profit potential, are going to RISK significant ‘domestic’ expansion, and concurrent hiring of new employees in face of such a fusillade of restrictive business measures being promulgated by the Obama anti-capitalistic agenda. Thus, even with a modestly expanding economy, job-creation will be severely constrained. Paradoxically, the Occupy-Wall-Street protestors, and the Tea-Party activists have a common enemy – Barack Obama. The disasters in Texas, the wildfires – those were not political? The President declined to declare them a disaster while setting his new record. Could that be because he hates Texas, a state that usually votes Republican? Of course it is political. Of course this President, more than any in memory, rewards his friends and donors and does all he can to obliterate his opposition either by executive action or rhetoric. I remember a couple years back seeing Obama get off airplane in Texas & Gov Perry walks up to him. Obama sticks out his hand to shake & Perry doesn’t shake his hand. Obama knows how to play the game. By declaring disasters wherever he can, Obama gets the ability to funnel Federal dollars to friendly Democratic state governors. Since almost every single blue state is running a massive, budget destroying deficit, he is basically covertly bailing out blue state political machines and government worker labor unions. He is creating a very strong support structure for his re-election. And absolutely no one can naysay what he is doing, because there’s always some sob story a friendly reporter could dredge up to show the heartlessness of those mean old Republicans.
Obama is a master at using taxpayer money for buying local support networks for his campaign. Watch the governors with the most “disasters” come out early and strong for Obama in 2012.

Texas has received 2 separate major disaster declarations from President Obama for wildfires in July and September of 2011; DR-1999 and DR-4029. Additionally, Texas has received 55 Fire Management Assistance Disaster Declarations in 2011 from February -September. Total federal assistance for 2011 Texas major disaster declarations exceeds $12 million plus funds for fire assistance.
George Bush denied 12 separate requests from Texas Governor Rick Perry for emergency and/or major disaster declarations during his tenure as President from January 2001-January 2009

It is disheartening to see the conversation degraded by almost everyone to a mud-slinging, name-calling free-for-all. This is a serious issue that we should all be concerned about.
More and more, the general populace is un-prepared for the disasters that are inherent in their area, they are less likely to want to pay for local support (in the form of an Emergency Manager) to plan for these occurrences, and they have higher expectations of what government (at all levels) will do to TAKE CARE OF THEM following the incident.
Additionally, when one reviews the statistics from the 1950′s to today, it is OBVIOUS that the declaration process CAN be used as a political bonus. Every election year (regardless of PARTY AFFILIATION), there is a spike in the number of declarations issued. One can only assume that this is a political mechanism used by all sitting President’s to attempt to keep the seat in their party.
In the meantime, rather than argue the actual argument (premise and conclusion – not ridiculous name calling, childish pissing match), the American public stays unprepared and when the next disaster occurs the fight over whether to fund or not to fund will be no closer to resolution. Disgusting.
