		<description>No idea why there should ever be a congressional district that makes the election of any ethnic/racial group transcendant.  Just to begin with any discrimination against Hispanics was not government-enforced and so Hispanics should not be part of some protected class any more than the Polish are. And neither party really wants to gerry-mander districts because of race - only party affiliation.</description>
