It works if men are allowed to pick produce, etc. under a contract, and then return home instead of bringing their families here. Other countries have it. Any time an alien is allowed to live here permanently, anchor babies are born and our welfare system is overwhelmed. We haven't seen anything yet; our country is becoming a 3rd world country rapidly.
