		<description>I would be OK with Universal Backgroung Checks ONLY IF there were no registration with the government of the transaction(s).  Once the check is done and passed, no government record of it. If some one could illustrate to me how gun registration would be left out of the law, they might get my support.  Perhaps the system of background checks on all handgun (not rifle) transactions that is currently in place in Pennsylvania - where the State Constitution expressly forbids gun registration - should be considered.</description>

		<description>The great 40% debate....why don&#039;t people fess up and let everyone know that this 40% of guns puchased without a background check comes from a 1994 telephone survey (before the Brady Bill became law and any Federal background checks were even required) of just 2,500 households, and that only ~256 people even answered the survey.  

A later FBI survey (2004) showed 78% of the time criminal obtained their guns through currently illegal means.  Of the remaining 22% a portion was legal purchases.  (they passed the background check - just like Holmes passed his).

No. No one says anything would suddenly be fixed, or criminals would suddenly &#039;go good.&#039; There is no &quot;logic&quot; in your statement. This is simply one proposal&#039; that will make it, over time, eventually, months and years down the road,  harder and harder for certain people who should not have guns to get them. This isn&#039;t the be all and end all of solutions, this isn&#039;t a &quot;pass it today and the problem goes away tomorrow&quot; type of thing. Not sure exactly why you think that anyone believes this to be the case. People like you seem to have bought into the fallacy and the fantasy of a &quot;perfect solution&quot;: if a proposal doesn&#039;t instantly fix everything, then it should be discarded. There is no perfect solution, there is no instant fix, there is no ONE THING that will solve the problem of gun violence in America, and whatever we do will take time to have an effect.  I would think that any &quot;law abiding citizen&quot; would support sane procedures to make it harder for bad guys or mentally ill people to get guns. Every gun in America today, at some point in its history, went from a manufacturer&#039;s warehouse to a licensed  dealer, and was sold from there. Bad guys don&#039;t make guns, they buy them. (Or steal them, although I haven&#039;t seen reliable stats on the number of stolen guns used to commit murder in the USA.)  Being able to buy a gun should not be as easy as buying a blender...</description>
