PRESIDENT OBAMA / HEALTH-CARE: ABC News' Chris Good: " Obama Administration Delays Employer Health-Care Mandate for One Year" Implementation of the employer health-care mandate, one of the most vaunted provisions in President Obama's health care law, will be put off for a full year, the administration said today. In passing the Affordable Care Act, Democrats included - and promoted - the requirement that companies with 50 or more employees will have to provide health coverage to their employees, or face fines. That was supposed to begin in 2014, but the U.S. Treasury announced today that the requirement won't be implemented until 2015. LINK

The Hill's Elise Viebeck, Sam Baker and Amie Parnes: " ObamaCare employer mandate delayed until after 2014 midterms" Delaying the requirement until 2015 is an enormous victory for businesses that had lobbied against the healthcare law. It also means that one of healthcare reform's central requirements will be implemented after the 2014 midterm elections, when the GOP is likely to use the Affordable Care Act as a vehicle to attack vulnerable Democrats. The New York Daily News' James Warren: " Obama administration delays major requirement of health law" Those who fear that Obamacare could be a complicated mess got some ammunition Tuesday. Bowing to employer complaints, the Obama administration delayed by a full year, until 2015, the new mandate that businesses offer health insurance to workers or pay penalties. The decision involves firms with 50 or more workers. It's unclear how many such workers currently are without insurance. The Obama administration minimized the impact but the disclosure may be a political liability and lead to renewed attempts by critics to delay or change other elements. LINK

Politico's Josh Gerstein: " Judge Deals Blow To Obama Transparency Effort Abroad" For years, White House officials have countered criticism of President Barack Obama's drive to bring greater transparency to the U.S. government by pointing to a major White House effort to encourage governments of other countries-particularly developing nations-to be more open. On Tuesday, that international component of Obama's transparency agenda suffered a significant setback after a federal judge in Washington overturned a Securities and Exchange Commission rule forcing mining and energy firms traded in the U.S to disclose all payments they make to foreign governments and the U.S. government in connection with development of oil, natural gas and minerals. Goldfarb and Sandhya Somashekhar: " White House Delays Health-Care Rule That Businesses Provide Insurance To Workers" The White House on Tuesday delayed for one year a requirement under the Affordable Care Act that businesses provide health insurance to employees, a fresh setback for President Obama's landmark health-care overhaul as it enters a critical phase. Bloomberg's Mike Doring and Alex Wayne: " Health-Law Employer Mandate Delayed by U.S. Until 2015" The Obama administration will delay a crucial provision of its signature health-care law, giving businesses an extra year to comply with a requirement that they provide their workers with insurance. The government will postpone enforcement of the so-called employer mandate until 2015, after the congressional elections, the administration said yesterday. LINK

The Washington Times' Tom Howell Jr.: " Obamacare's employer mandate put off for one year" Facing an outcry from businesses, the Obama administration Tuesday said it would delay a key part of the new health care law for an additional year, to 2015 - a stunning move that officials said gives them a chance to work out kinks over how to administer the so-called employer mandate. In statements Tuesday evening, White House adviser Valerie Jarrett and Mark J. Mazur, assistant secretary for tax policy at the Treasury, said the goal was to give businesses more time to comply with the rules, though opponents said it was an acknowledgment of a looming disaster. HOMELAND SECURITY: The Los Angeles Times' Brian Bennett: " Homeland Security watchdog under investigation by Senate panel" The official in charge of investigating potential misdeeds at the Department of Homeland Security is under investigation on allegations of nepotism, abusing his position and covering up details about a Secret Service prostitution scandal. Senate investigators are looking into allegations that Deputy Inspector Gen. Charles K. Edwards was "susceptible to political pressure" and that he changed and withheld information for reports on the misconduct of U.S. Secret Service agents who hired prostitutes in Cartagena, Colombia, during a visit before a 2012 presidential trip, according to a letter two senators sent to Edwards on June 27. FOREIGN AFFAIRS: The New York Times' Mark Landler: " Political Turmoil In Egypt Is Replay For White House" The vast protests gripping Cairo put President Obama in a position both awkward and familiar, recalling the winter of 2011, when he grappled with what to do about another embattled Egyptian president, a restive military, and angry young Egyptians quick to see a meddling American hand in their political drama. OIL: The Wall Street Journal's Chip Cummins and Russell Gold: " Rising U.S. Oil Output Gives Policy Makers More Options" Growing North American oil supplies promise to bolster U.S. energy security, but they already are helping deliver a more global benefit: stable oil prices. Among the beneficiaries of that are policy makers in Washington, who have less need to worry about the market impact of decisions they make. On Jan. 15, the operator of a North Sea pipeline shut the system down after a leak, bottling up oil output from nine offshore production platforms. In years past, such an outage might have sent oil prices hurtling higher. Yet prices that day actually declined a bit. LINK
