WASHINGTON CAR CHASE/SHOOTING Politico's Jake Sherman, John Bresnahan and Mackenzie Weinger: " Car Chase, Gunfire Brings Chaos To Capitol" Police shot and killed a woman who led them on a car chase Thursday from the White House to the U.S. Capitol, injuring two officers and forcing a short-lived lockdown of the sprawling complex, law enforcement officials said. During a news conference Thursday evening, officials also said that a girl, who was approximately 1 year old and was in the Black Infiniti sedan, is in good condition and in protective custody. Police described a fast-moving incident in which the sedan rammed the outer gate at the White House and then sped down Pennsylvania Avenue as shots were fired in at least two locations, including the 100 block of Maryland Avenue NE, where the Infiniti finally stopped. The New York Times' Michael S. Schmidt: " Car Chase, White House To Capitol, Has Fatal End" A woman with a young child was shot to death after turning her vehicle into a weapon on Thursday afternoon, ramming her way through barriers outside the White House and on Capitol Hill. By the time the ensuing chase ended, dozens of shots had been fired and two officers were injured. The child was unharmed. LINK

The Washington Post's Ed O'Keefe, Peter Hermann and David A. Fahrenthold: " Driver Killed After Car Chase From White House To Capitol" A woman with a 1-year-old girl in her car was fatally shot by police near the U.S. Capitol on Thursday, after a chase through the heart of Washington that brought a new jolt of fear to a city already rattled by the recent Navy Yard shooting and the federal shutdown. The car was registered to Miriam Carey, 34, a dental hygienist from Stamford, Conn., law enforcement officials said, adding that they believed Carey was the driver. LINK

DEBT CEILING The Washington Post's Lori Montgomery and Ed O'Keefe: " GOP Aides: Boehner Tells Colleagues He Will Avoid A Default On Federal Debt" With the government shuttered and a deadline for raising the debt limit just two weeks off, anxious Republicans began steering the party away from a dead-end debate about the health-care law and toward discussion of a broader deal to reduce the nation's debt. With a resolution appearing far from imminent, President Obama on Thursday night decided to cancel his trip to Asia, which was scheduled to begin Saturday. LINK

The New York Times' Nathaniel Popper: " How A Debt Ceiling Crisis Could Do More Harm Than The Shutdown" The impasse in Congress this week has overshadowed the fact that the government is fast approaching its borrowing limit - or debt ceiling - later this month. Most economists and investors view the debt ceiling as a much more significant issue for the economy, with the potential to set off a global financial crisis. What is all the concern about? The Boston Globe's Noah Bierman and Mattias Gugel: " A hint of assent on debt ceiling" As the Treasury Department warned that a government debt default could trigger the worst economic calamity since the Great Depression, the first cracks seemed to appear Thursday in House Republican resolve to use the debt limit as a political bargaining chip. SHUTDOWN ABC News' Chris Good: "Shutdown Stalls Embassy Security Increase, State Dept. Says" Everyone hates the government shutdown - congressional Republicans and the Obama administration alike - and today the U.S. State Department joined in. Thanks to the budget standoff, some embassy security guards might not be able to assume their posts as recommended in the wake of the Benghazi, Libya, attack, the State Department said today. LINK

USA Today's Aamer Madhani: " Obama hammers Boehner on shutdown, debt ceiling" President Obama continued to hammer House Speaker John Boehner on Thursday as no new signs of a resolution to a federal government shutdown emerged and the country teetered closer to the $16.7 trillion debt ceiling due to be reached in two weeks. In a speech at a construction company in the nearby Maryland suburbs, Obama placed the blame for the crisis squarely on Boehner, offering no shelter to the Republican leader with whom he has had a hot-and-cold relationship since the Ohio lawmaker won the speakership in 2010. The Wall Street Journal's Janet Hook and Patrick O'Connor: " GOP Begins Search for Broad Deal on Budget" Senior Republicans in Congress, frustrated over their inability to strike a deal to reopen the government, began shifting from their drive to undercut the 2010 health-care law, which has been the central element of the dispute, toward a broader budget deal. The new focus comes as Congress is beginning to confront the need to raise the U.S. debt ceiling, which the Treasury said must be done this month in order to pay the nation's obligations. LINK

The New York Times' Jonathan Martin: " G.O.P. Elders See Liabilities In Shutdown" The hard-line stance of Republican House members on the government shutdown is generating increasing anger among senior Republican officials, who say the small bloc of conservatives is undermining the party and helping President Obama just as the American people appeared to be losing confidence in him. From statehouses to Capitol Hill, frustration is building and spilling out during closed-door meetings as Republicans press leaders of the effort to block funding for the health care law to explain where their strategy is ultimately leading. Politico's Carrie Budoff Brown: " Shutdown Changes Pace For White House Staffers" Place a call to White House press secretary Jay Carney these days, and it'll lead to something surprising on the other end: Jay Carney. The White House is a building of gatekeepers - legions of assistants and special assistants and deputy assistants who protect their bosses and keep the place running. But the White House under the government shutdown, pared down to a fourth of its usual staff size, is a shadow of its hierarchical self. Carney, deprived of his assistant, has to answer all the calls coming into his office. "With great care," he adds. LINK Bloomberg's Roxana Tiron, Lisa Lerer & Heidi Przybyla: " Obama Says Boehner Must End Party Farce Causing Shutdown" President Barack Obama said there is only "one way out" of the partial government shutdown that entered its third day - for House Speaker John Boehner to allow a vote on a stopgap spending bill without conditions. Obama, speaking a day after meeting with Boehner and other congressional leaders at the White House, again criticized the Tea Party-backed faction of U.S. House Republicans who insist on linking government funding to delaying a major part of Obama's 2010 Affordable Care Act health-care law. The Washington Times' Stephen Dinan: " House Passes bills to fund safety and security agencies during shutdown" The House on Thursday passed bills to pay National Guard troops and fund Veterans Affairs services during the government shutdown and signaled that it would take up a bill to make sure all federal employees - including those on furlough - eventually get paid. With the shutdown extended into a third day and showing few signs of ending, House Republicans have settled on a strategy of trying to blunt some of the high-profile ill effects of the stoppage and to win some bipartisan votes, hoping that will give them the upper hand in the battle with Senate Democrats.
