  • OBAMA TO PROPOSE CAPITAL GAINS TAX HIKES: Senior White House officials say President Obama will use his state of the union to float several new economic ideas, including tax hikes on capital gains and wealthy inheritances, and new fees on the largest financial firms to pay for more middle class-friendly tax credits and cuts, ABC's JON GARCIA writes. The price tag to the wealthiest Americans and those large financial institutions? According to senior White House officials it could be $320 billion over 10 years. The president will propose raising the capital gains rate to 28 percent, up from 15 percent, which is the maximum most taxpayers pay now. The president will also call for closing what the officials called "the single biggest loophole in our tax system today: … the trust fund loophole," which allows portfolios and estates that increase in value to evade certain taxes when passed on to heirs. http://abcn.ws/1yvJ6u6
  • IN THE AUDIENCE: The guests in the First Lady's box at the State of the Union will include Alan Gross, the American recently freed from a Cuban prison, and his wife; Astronaut Scott Kelly and several people who have written letters to the president about their economic hardships. The guests' personal stories underscore various issues on the president's agenda, including college affordability, job training, and tackling climate change, ABC's MARY BRUCE notes.
  • POLLING NOTE - HUCKABEE VS. CLINTON: Mike Huckabee's got a steep hill to climb should he face off against Hillary Clinton for the presidency in 2016, according to ABC's GARY LANGER. Tested in a head-to-head matchup among registered voters, Huckabee gets 39 percent support in a new ABC News/Washington Post poll, vs. 56 percent for Clinton, a wide 17-point gap in presidential preference. It's their first test in an ABC/Post poll in this cycle, and much better for Clinton than a hypothetical matchup in late 2007, when she and Huckabee ran essentially evenly among registered voters, 48-45 percent. http://abcn.ws/1EfU0WI

REP. JOHN LEWIS ON THE COMIC BOOK THAT CHANGED THE CIVIL RIGHTS MOVEMENT. When Rep. John Lewis was 18 years old, he read a comic book that would change his life. The comic book "Martin Luther King Jr. and the Montgomery Story" became "like a bible" to Lewis - and many others of his generation - who became involved in civil rights. "Many of the students at the sit-ins and later the freedom rides had read the book," the civil rights icon told ABC's JEFF ZELENY , host of "The Fine Print," during an interview at Kramerbooks in Washington. "It inspired us to start sitting in and organizing and to follow the teaching of Gandhi and Martin Luther King Jr." And now, Lewis is out with the second in a series of comic book-style memoirs, "March: Book Two," to inspire the next generation with his life's story and involvement in the Civil Rights Movement. FORMER NSA CHIEF WARNS US NOT READY FOR NEXT SONY ATTACK: The United States is unprepared to defend government and commercial targets from an attack similar to the cyber hack of Sony Pictures Entertainment last month, according to a retired general who served as the nation's top cybersecurity official, ABC's BEN SIEGEL writes. "The Sony attack clearly highlights that we're not ready [to defend against a cyberattack]," said Gen. Keith Alexander, former head of the National Security Agency and U.S. Cyber Command, said in an interview with ABC's MARTHA RADDATZ on "This Week with George Stephanopoulos." NO INDICATION BIDEN'S HOUSE TARGETED IN SHOOTING, SOURCES SAY. Shots were fired from a car passing by Vice President Joe Biden's house in Wilmington, Delaware, Saturday night while Biden and his wife were out, but federal sources said Sunday there is no clear indication the vice president's home was targeted. According to ABC's DEAN SCHABNER, after a thorough search of the outside of the Bidens' home yesterday, it appeared that no rounds hit the house, the sources said. The shots were fired from a car that passed the vice president's residence very fast at about 8:25 p.m., Secret Service spokesman Robert Hoback said. He said the car was outside the security perimeter. The Secret Service was working closely with the New Castle County Police on the investigation, Hoback said. http://abcn.ws/1Awp5lg

ROMNEY SAYS THIRD TIME MIGHT BE A CHARM FOR PRESIDENTIAL RUN. Mitt Romney made clear what his camp began hinting at last week: He's really thinking about a third run for president. "I'm giving some serious consideration to the future," Romney said Friday night at a Republican National Committee dinner in San Diego. "For our party and for the nation, 2016 is not going to be about the Obama years. It's going to be about the post-Obama era. NOTED: ROMNEY HIGHLIGHTS MORMON FAITH. In the same speech Romney reminded the world that he's a Mormon - and made clear that it would be a key part of his presidential campaign if he does decide to run for a third time. Romney put his faith, something he rarely spoke about or demonstrated on the 2012 or 2008 campaign trail, front and center while addressing RNC members, saying that those closest to him, including his wife Ann, know him not only as a businessman and politician but as a devoted leader in the Mormon church. http://abcn.ws/1CaXdqY

POLLING NOTE - WORRIES ABOUT TERRORISM RISE POST-PARIS. Americans' worries about terrorism have increased modestly in the aftermath of the terrorist attacks in Paris, as has public priority on investigating terrorism even at the expense of personal privacy. Barack Obama, for his part, is doing slightly better in trust to handle the issue, according to ABC's GARY LANGER. Seventy-six percent of Americans in a new ABC News/Washington Post poll say they're worried about the possibility of a major terrorist attack in this country, up from 71 percent in October and numerically the most since 2003. MIKE HUCKABEE DEFENDS HIS BOOK'S CRITICISM OF BEYONCE. Former Arkansas Gov. Mike Huckabee Sunday called singer Beyoncé an amazing talent, but added that some of her more explicit lyrics are unnecessary given her abilities as a performer. When asked on ABC's "This Week" about passages in his new book regarding the pop star that have raised some eyebrows, he said, "You know, if people read the full chapter, it's in the context of, first of all, saying, 'Beyoncé is a wonderful talent.' My point is, she doesn't have to do some of the things that she does in the lyrics because it's not necessary. She has nothing to make up for. She's an amazing talent." According to ABC's BENJAMIN BELL, Huckabee recently criticized President Obama and first lady Michelle Obama for letting their daughters listen to Beyoncé's music, whose lyrics he describes as "obnoxious and toxic mental poison" in his new book. http://abcn.ws/1KUfsFj
