When is this going to end? If I knew, I would tell you. Government shutdown of 16 days. The house will be in order. Sending gop popularity plummeting. It was their fault. Reporter: A victory for president obama, but the effects would not last. There's no excuse for the problems. It was a disaster. The confusion the outrage of the obama care website and suddenly, all that had gone on with the government shutdown was forgotten, and it was the president and the democrats that were in the hole. Reporter: A self-inflected wound, probably the biggest political blunder of the year, it has 99 problems but a glitch is all of them. . I didn't say they're going down. And while health and human services secretary kathleen sibelius faced a relentless backlash over the government's failed website -- who in your agency is in charge? Reporter: Her boss took the biggest hit. Suffering from presidential depression. Reporter: It deepened a second term slump "snl" couldn't resist. Paxil second term strength treats a whole range of symptoms, like benghazi, the nsa scandal. The time jay-z and beyonce went to cuba and of course, the obama care website problems. Reporter: And along with those headaches for president obama, obama care also helped create one of 2013's biggest stars. I intend to speak in support of defunding obama care until i am no longer able to stand. Reporter: First term senator and chief obama care critic ted cruz became a marquee name for the gop. He is the lightning rod for the republican party. If he can have broad leadership -- another republican star game everyone something to chuckle for. He had comedians pouring it on. Don't worry, senator rubio, nobody notice that you gave a speech. Reporter: Twitter went wild. You tweeted out the water bottle yourself. Do you have anything to add? No. I needed water. It happens. Reporter: Democrats had their own stars to watch. Booker. And ray in north kree yas. Former nba bad boy, dennis rodman meet kim jong-un. Gosh, this north korea thing is a really touchy subject. What face do we put forward? Oh, how about that one that's tattooed and pierced? Good job, everyone. He wants obama to do one thing -- call him. You say you love kim and you think he's awesome. Were you aware of his threats to destroy the united states? And his regime's horrendous record on human rights? I didn't look at all that right there. He's my friend. Reporter: And some of the biggest political stars of 2013 were the ones with their eyes on 2016, and there were plenty. Two of the top contenders stole the spotlight -- new jersey governor chris christie made headlines with a blowout win in a blue state. Thank you, new jersey. For making me the luckiest guy in the world. Reporter: And he had the last laugh taking on those weightier issues, too. The thing about chris christie is he's really good at laughing at himself. I'm basically the healthiest fat guy you've ever seen in your life. And he went on letterman and ate a donut, which I thought was awesome. [Laught . Eknow this is going to be a song. Ladies and gentlemen, hillary clinton. Reporter: And for the democrats, look who is back. She closed the door at the state department. Does she now have her eye on the white house gates.
