To washington and that bombshell book from robert gates. His blunt and candid wartime reflections take aim at the president, the white house staff and most harshly vice president joe biden. A week before its official release shaking up the capital and jon karl has the details. Reporter: In his soon-to-be published memoir gates reveals he was so upset with the white house and congress he considered resigning. The former defense secretary who calls himself a republican is especially harsh in describing the president's actions in the war on afghanistan writing "i thought the president doesn't trust his commander, david petraeus, and doesn't believe in his own strategy." Mr. Vice president -- Reporter: But his harshest attack aimed at vice president joe biden who he calls a man of integrity but wrong on nearly every major foreign position and national security issue over the past four decades. In contrast gates praises then secretary of state hillary clinton. I found her smart, idealistic but pragmatic, funny, a very valuable colleague and a superb representative of the united states. It's a sentiment we've heard from him before. On that note let me also thank secretary clinton for her kind words. Reporter: He says he was dismayed when he said clinton acknowledged one of her key positions on iraq was little more than a campaign tactic. Hillary told the president that her opposition to the 2007 surge in iraq had been political because she was facing him in the iowa primary. The white house is pushing back saying that the president appreciates gates' service and he welcomed differences of opinion on his national security team. But strongly disagrees with what he says about vice president biden saying the president believes, quote, joe biden has been one of the leading statesmen of his time. George. Jon, as you point out so tough on joe biden there, but he's really seething with contempt for congress. Reporter: Oh, yeah, congress gets the brunt of it, george. He says of congress, that they are uncivil, incompetent, hypocritical, egotistical, thin-skinned and prone to put self and re-election before country. Harsh words towards congress.
