"Because why is humiliating people funny?" the 23-year-old Oscar winner told Walters in an interview for the upcoming ABC News special, "Barbara Walters Presents: The 10 Most Fascinating People of 2013."

"I just think it should be illegal to call somebody fat on TV."

"I mean, if we're regulating cigarettes and sex and cuss words, because of the effect they have on our younger generation, why aren't we regulating things like calling people fat?" she said.

On Tuesday, the D.C. City Council gave its approval to raise the city's minimum wage to $11.50 an hour by 2016, a more than $3 increase from the current $8.25 minimum wage, according to the Associated Press.

The bill will now head to the mayor's desk for his signature. Democratic Mayor Vincent Gray wanted a more modest increase, but isn't expected to veto the bill, the AP reported.

"He asked me first on Skype," she recalled, laughing, "and I was like, 'We're so far away from each other.'"

"He asked me, and it was just that simple to say yes. I was like, 'I got my best friend to ride through life with,'" she said. "He really is my best friend."
