We're going to turn now to that scare at the white house. A small drone flying low, crashing onto the white house grounds. Raising alarms, so many asking, who sent it and why? Tonight, a government employee revealing it was him a. ABC's Pierre Thomas now. Reporter: In the hour just before dawn, secret service and emergency personnel descend on the white house, after a secret service officer reports seeing something unprecedented. A small drone, two feet in diameter, flying at low altitude, inside the white house south lawn fence. It crashes, and seen here, is left tattered and broken. It's a so-called quad continuer, a miniature helicopter-style device, widely available. President Obama and the first lady were in India on an official trip, but with the first daughters possibly home, word of the breach traveled quickly. Early indications is that it does not pose any sort of ongoing threat. Reporter: But who sent the drone at 3:00 in the morning? Roughly six hours later, a man called the secret service to tell them that he lost control of the device, which he says he with us using recreationally. The secret service in the midst of a security overall, after that white house fence jumper, is trying to confirm that account. But this raises serious questions about the ability to protect against such devices. What about terrorist loading up a drone with some type of explosive device?
