"I just don't know why you make it harder to get an NSL than a grand jury subpoena," he told reporters.
The FBI will have "a couple dozen people" in Russia to assist with Olympic security at the upcoming games in Sochi, Comey said. Two terrorist bombings recently killed 14 people in Russia, and security for the games has become an international concern.
"I think securing any Olympics is an enormous task. I also think it is difficult in Sochi because of its proximity to areas of unrest and the terrorist threat. We are going to have folks in Sochi, specialists of various kinds to offer advice, assistance, to make sure the channel is open -- if they need to know something to respond to a threat that we are there to respond very quickly."
He also noted that the upcoming Super Bowl is "on his radar," and that the FBI is working with New York and New Jersey officials to make sure the game once again is safe.
