— -- The NFL will acknowledge that referee Ronald Torbert erred in penalizing the Baltimore Ravens for illegal formation on their opening drive of Monday night's game against the  Arizona Cardinals, league sources told ESPN.

Torbert's flag negated a six-yard pass from Joe Flacco to guard John Urschel in the red zone. Replays showed Urschel properly signaled to Torbert, but Ravens coach John Harbaugh said the referee told him he didn't see it.

Since Torbert's call was determined not to be critical to the outcome of the game, he will not be punished, unlike the two other officials recently responsible for blown calls late in Monday-night games, league sources told ESPN.

The NFL considers the late whistle that permitted Chris Johnson's 62-yard run after he was tackled but fell atop the defender -- never touching the ground -- to be a judgment call, according to league sources.

Earlier this month, the league disciplined the officials who made high-profile mistakes in Monday-night games featuring the the Seattle Seahawks and Detroit Lions on Oct. 5 and the  San Diego Chargers and Pittsburgh Steelers on Oct. 12.
