Angry pro testers taking to the street again in a small southern California town proetesting plans to house undocumented immigrants there. Jeff Zeleny has more. Reporter: Those protests are being heard at the white house. As the administration tries to contain this. A surge of immigrants illegally crossing the U.S. Border. At the same time, president Obama presided over an Independence day naturalization ceremony in Washington. America is and always has been a nation of immigrants. Reporter: Immigration reform, once a high priority for both political parties in Washington is now on the table. You have people chanting ignorant slogans back and forth. No one is really listening. There's not a dialogue. That's unfortunate. Reporter: The president saying he'll act because congress has not. The basic idea of welcoming imgrapts to our shores is central to our way of life. It's in our DNA. Reporter: At the white house, the president honoring famous chef Jose Andres. We talked to him earlier this year about immigration reform. The very simple question we need to be asking congress is, why? Why are we making something so simple so political? Reporter: But the immigration debate in the border cities rajs on. Overnight, another plane with undocumented immigrants landed in San Diego. And buses like this one are reported to be taking immigrants to another location to avoid protests.
