We go to the white house where president Obama met for several hours with his national security team on the crisis in Ukraine. Jon Karl is there. Y reaction to these first public comments from Vladimir Putin? Reporter: No reaction from the white house yet, George, but these comments are Putin come just as secretary of state John Kerry is meeting this morning in kiev with the very government that Putin just called illegitimate. This is a government that Putin just said took power in a coup. His message, the United States stands with that government in kiev and a warning to Russia that it must not take any further steps to occupy more Ukrainian territory. They've been pushing for sanctions against Russia but you just heard Vladimir Putin say that's going to create a backlash. There's been some resistance in Europe too. Reporter: A lot of resistance but the United States is moving forward on this. The state department is putting together a list of sanctions ranging from just Visa bans on individuals in the Russian government to broader-based sanctions, the biggest sanctions could be that we have seen against Russia since the days of the cold war but as you know, the biggest tool there is the oil and gas from Russia and that is something that the europeans are very dependent on, broad-based sanctions would be costly to Europe as well as Russia. Perhaps the most pointed comments from the Russian president not ruling out the possibility he will send troops further into Ukraine. That would be a dramatic escalation. Reporter: That is exactly the message that the white house is sending, that that would be a game changer that the united States would pursue broad-based sanctions and everything possible in terms of diplomatic isolation. The United States says that is where they must draw the line, no more in crimea.
