Reporter: Good morning, george. Officials overnight told us this had all the ingredients of disaster. The boat was homemade. Packed with too many partiers. Too much booze. And too few life jackets. This morning, investigators are questioning the unlicensed captain of this homemade houseboat that allegedly packed 30 passengers and a dog for a day at sea. Soon, the 45-foot party boat started listing and taking on water. A couple of people were holding on to coolers and other stuff. Some people still on top of the boat. Reporter: You see the boat submerged. And the partiers tipped into the water. Good samaritans fished passengers from the water. As soon as we get there, we see 25, 30 people in the water. Just started plucking them out. Reporter: Then they help them and this black lab, likely the only passenger not peartying, on to a coast guard boat. One of my buddies grabbed the dog and we dragged him in. Reporter: Once back on dry land, this group of partiers seemed in high spirits. Authorities quoted passengers as saying they had each paid about $20 for the trip. Law enforcement officials are investigating whether or not the overcrowding contributed to the sinking of the ship. It was a miracle that nobody was hurt.
