The Note: In Charleston, a Day of Remembrance
— -- NOTABLES
--TODAY IN CHARLESTON: President Obama travels to South Carolina today to deliver a eulogy in honor of Reverend Clementa Pinckney who was killed along with eight other worshippers at the Emanuel A.M.E. Church last week. First Lady Michelle Obama, Vice President Joe Biden and Dr. Jill Biden will also attend the funeral services at the TD Arena as well as former Secretary of State Hillary Clinton and South Carolina Gov. Nikki Haley.
--THE SCENE: A dispatch from the Charleston Post and Courier this morning: "Hours before first light, they began to line up along Marion Square for what is anticipated to be among the most historic days in Charleston's long history. The Rev. Curtis Capers of Summerville was among those first in line when he showed up at 3:30 a.m. Just three hours later, the line would extend from Calhoun Street, up Meeting Street and about 100 yards around on Hutson Street...The line began about a block north of where President Barack Obama is scheduled to eulogize Pinckney early this afternoon, and it threaded north, just west of Mother Emanuel and just east of the square's John C. Calhoun statue, which was newly vandalized with red paint overnight." http://bit.ly/1fJayzS
--ANALYSIS -- ABC's RICK KLEIN: White House aides are trading hugs and sending gloating Tweets as the week draws to a close, understandably exulting in twin victories delivered by the other two branches of government. The Supreme Court session isn't done yet, of course, to say nothing of what's left of the Republican agenda on Capitol Hill. But the wins go a long way toward cementing a legacy not just of President Obama but of the Obama era in America. A win on gay marriage would be a capstone, charting as it does the president's own policy evolution, along with the nation's. If GOP calculations are correct, the movement will spark a backlash. Yet, while the president has spent much of his second term defending the gains of his first, that defense has held.
--SCOTT WALKER TO MAKE IT OFFICIAL: The Wisconsin governor will announce his presidential intentions the week of July 13, he said in an interview with Fox News last night. "The week of the 13th is when we'll be likely to make our announcement as to what our intentions are," he said, without specifying a particular day within the week, ABC's JORDYN PHELPS notes. Walker's announcement of his announcement comes after a string of other now-declared candidates have also leaked out their announcement date ahead of time.

THE BUZZ
RUBIO CAMPAIGN BUYS 'SEVERAL MILLION' DOLLARS' WORTH OF AIRTIME FOR ADS IN EARLY PRIMARY STATES. Get ready for it. The 2016 ad wars are coming soon to a television near you. ABC's JONATHAN KARL reports that Marco Rubio's presidential campaign has pre-booked "several million" dollars worth of air time for advertisements in early primary and caucus states, becoming the first major ad buy of the 2016 presidential cycle. A Rubio source tells ABC News the campaign has reserved air time in Iowa, New Hampshire, South Carolina and Nevada -- all critical early states in the Republican nominating contest. The ads won't start running for some time, but Rubio, Florida's Republican senator, has locked in the time at lower rates by buying now. http://abcn.ws/1LsSnKP
DONALD TRUMP PLANS TO SUE UNIVISION FOR A 'TREMENDOUS AMOUNT OF MONEY'. Real estate mogul Donald Trump says he plans to sue "for a tremendous amount of money" after Univision announced it will not air the Miss USA pageant - which is partly owned by Trump - because of the disparaging comments he made about Mexican immigrants. The Spanish-language broadcaster announced it will not show the July 12 Miss USA telecast. The pageant was slated to air on Univision's UniMas network. The announcement comes more than a week after Trump's comments, which he made during a speech announcing his candidacy for president. "When Mexico sends its people, they're not sending their best," Trump said in the speech. "They're bringing drugs. They're bringing crime. They're rapists. And some, I assume, are good people." Trump, 69, says he was referencing many immigrant groups, not just those from Mexico. When asked by ABC News Thursday whether he regretted those comments, Trump said, "Not at all. I said it about people from all over. I didn't say it about Mexico - I said people from all over." http://abcn.ws/1GwDq4T
CHRIS CHRISTIE TO ANNOUNCE 2016 PRESIDENTIAL CAMPAIGN TUESDAY. New Jersey Gov. Chris Christie, once the front-runner in pre-campaign jockeying for the GOP presidential nomination, is planning to formally kick off his campaign on Tuesday in Livingston, N.J., a source familiar with Christie's plans said yesterday. The announcement is not much of a surprise in light of Christie's recent political moves and visits that have all but telegraphed his intentions, ABC's JOSH MARGOLIN notes. Christie comes to the presidential race in a far more challenging position than he and his allies thought he would when they were making their calculations in 2013 and 2014. A series of political and financial problems in New Jersey coupled with a massive lane-closure scandal at the George Washington Bridge have transformed the front-running, tough-talking governor into a candidate that many analysts view as little more than an also-ran. http://abcn.ws/1Nkmxip
SUPREME COURT UPHOLDS OBAMACARE SUBSIDIES. The U.S. Supreme Court sided yesterday with the Obama administration over its major healthcare overhaul, upholding federal subsidies across the country. In a 6-3 ruling, the nation's highest court ruled that critics' reading of Obamacare might make sense in isolation, but not when viewed in a larger context and in light of the intention of the law. "After multiple challenges to this law before the Supreme Court, the Affordable Care Act is here to stay," President Obama said. Flanked by Vice President Joe Biden, Obama added that had the Supreme Court struck down the use of subsidies on the federal exchange, "America would have gone backwards. That's not what we do." It's the second time the Supreme Court -- and its conservative chief justice, John Roberts -- has backed controversial portions of Obamacare, ABC's ARLETTE SAENZ, MIKE LEVINE, and AUDREY TAYLOR report. The first ruling was in 2012. http://abcn.ws/1IAGnlm
THE MAN BEHIND THE SAME-SEX MARRIAGE SUPREME COURT CASE WAITS FOR ANSWERS. Jim Obergefell woke up before sunrise, met with supporters and headed to the Supreme Court of the United States, where he got in line and awaited his seat at the forefront of history. It's a routine he has perfected. "The nerves hit for the first time last week on Monday, first time in the courtroom for decisions, and they're reaching fever pitch," he said. As ;the lead plaintiff in the case challenging state same-sex marriage bans, Obergefell has become the face of the debate. Obergefell said his motivation is about "dignity and the respect," not financial gain, according to ABC's GENEVA SANDS. If Ohio recognizes his marriage he will receive $255 in Social Security benefits, and potentially a small disability benefit when he retires, according to Obergefell. HERE'S WHO MEMBERS OF CONGRESS WANT TO SEE ON THE NEW $10 BILL. After the Treasury Department announced it would start printing new $10 bills with a woman on it, many members of Congress weighed in with recommendation. Here's a list of who they've suggested so far, courtesy of ABC's ALI WEINBERG: http://abcn.ws/1QRDx55
IN CASE YOU MISSED IT
THIS IS WHAT A MAD DASH OUTSIDE THE SUPREME COURT LOOKS LIKE. As the nation awaited the Supreme Court's decision on the constitutionality of federal Obamacare subsidies, interns at media outlets across D.C. laced up their sneakers and headed over to the Court for the "running of the interns," a Washington decision-day ritual. Because cameras aren't allowed inside the courtroom, interns, armed with hard copies of the opinion, must dash across the plaza and down the steps to deliver the decision to the network correspondents waiting to go live from the press pen - with hordes of reporters, photographers, and protesters looking on, ABC's ERIN DOOLEY notes. Without further ado, here's a glimpse of the toughest job in Washington: http://abcn.ws/1LGNAn0
