No bombs were reported anywhere. Tonight the stage is set for that grand dual over the millions of the undocumented immigrants in america. Today congress took a major step that could lead to eventual citizenship. The president today issued a fiery plea for action. Jim avila and the big change that may be drawing near. Reporter:7,000 miles away in new delhi a case study in why american business is behind immigration reform. Immigration laws were the reason that I came back to india. Reporter: This is a business run by an ivy league graduate who wanted to stay in the united states but was forced home where he founded a billion dollars business where he employed indian, not american workers. Maybe these businesses are moving out to levy the great talents that exist in university. Reporter: Which is why the u.S. Chamber of commerce today stood among those on stage with him. Congress needs to act. That moment is now. Reporter: Huge momentum today as opponents acknowledged the bipartisan senate bill is likely to pass and for the first time the speaker of the house predicted action there, too. By the end of the year we could have a bill. Reporter: A bill that would grant pass to citizenship and legal status for the undocumented but ban them from social programs for years. People are out there buying cars and houses and things that boost the local economy. Reporter: And pumped up boarder security, the strictest in u.S. History, opponents say it will boost the american economy with new brains and new businesses, now operating overseas. Jim avila, abc news, washington.
