Hours later, another competing headline from kansas. Lawmakers passing one of the strictest laws in land defining when they believe life begins. Here is abc's linzie janis tonight. Reporter: Kansas is the latest in a string of states taking action in the nationwide fight over abortion with sweeping new legislation expected to take effect on july 1 declares life begins at fertilization. Block tax breaks for abortion clinics and prevents them from providing information to public school students and forbids abortions based on gender. The kansas law stakes out a position for the state. It says life begins at fertilization. It doesn't change when women in kansas can get an abortion but changes the environment in which they might exercise their right to abortion. Reporter: The governor is expected to sign the bill which comes just two weeks after north dakota banned abortions as early as four weeks after fertilization. And a month after arkansas banned terminations after ten weeks. Each state saying that's when a fetal heartbeat can be detected. Kansas joins a growing list of states who critics say are trying circumvent roe vs. Wade. This virtual tidal wave in some states to restrict abortion and say life begins at fertilization is about politics. The last two years 12 states including kansas passed legislation limiting abortion and another five currently considg it.
