Feb. 9, 2010— -- Severe winter weather yet again threatens parts of the country, as a potentially paralyzing storm moves from the Plains to the East Coast. Winter storm warnings are in effect from Minnesota to Delaware. Ten to 18 inches of snow are predicted for some areas by the time the nor'easter rolls through Wednesday.

The fresh snow comes just days after 2 feet of powder was dumped in Washington, D.C. Federal offices there remained closed for a second day.

Meanwhile, on the West Coast, heavy rains may cause more mud slides in Southern California, where more than 500 homes have been evacuated.
