'Scandal' Recap: Who Runs the World? Liv!

— -- On Thursday's episode of "Scandal," President Fitzgerald Grant apologized to the American public after he was investigated because of his relationship with Olivia Pope.
With the media praising his apology, Fitz thought he could celebrate. That was until Chief of Staff Cyrus Beene gave him the bad news: Olivia's dad, Rowan, was out of prison.
Too bad the White House didn't know Liv freed him. Still, Fitz immediately got on the case to find him, even hiring Liv's ex-boyfriend and former spy, Jake Ballard. It was awkward when Jake came into the Oval Office, especially since he popped up at Liv's apartment only to yell at her for killing his wife. Jake called Liv "dangerous...the beauty is you don't even know it." Liv then kicked him out, but he didn't leave without a stolen kiss.
Back at the White House, Fitz continued to try and clean up his image, so he wanted to award someone with a Presidential Medal of Freedom. He chose storied feminist writer Frank Holland. Interestingly enough, the moment after his honor was announced, one of his former students came to Liv to tell her she was raped by him. After interviewing over 20 women, who accused Frank of drugging and raping them, Liv's team said they could probably find a paper trail.
When Olivia went to confront him, Frank's wife defended him. "One thing has been true since the beginning...my husband created a legacy. It's my job to defend it," she told Liv, who was disgusted. Later, when Frank was giving a speech, the women walked boldly onto the stage and told their rape stories one-by-one.
Across town, Cyrus was upset that he wasn't being utilized by Fitz. When he realized it was Olivia who kept getting in his way, he confronted her. And although she tried to tell him "this is what a couple looks like," Cyrus retorted, "This is what power looks like."
Later, we saw Liv stroll into the Oval Office and pour herself some scotch -- something we've seen Fitz do time and time again. It was clear she was becoming Fitz. And after he ran down his presidential problems, Liv expertly answered every one. There is a new boss in Washington.
"Scandal" returns Thursday at 9 p.m. Eastern on ABC.
