July 31, 2007— -- Almost six years after President Bush was presented with a "Bin Laden Determined to Attack Inside the U.S." memo, Barack "I'm LeBron, Baby" Obama gives a Wednesday speech on counterterrorism at the Ronald Reagan Building in Washington, D.C., at 10:30 am ET. LINK

In an effort to drive home his tough-on-terror chops while underscoring his early opposition to the Iraq war, look for the Illinois Democrat to speak in terms of fighting "the right war" on the "right battlefield."

On Tuesday, Obama launched a new ad on lobbying reform which ABC News' Rick Klein sees as a "fresh -- and subtle -- front" in his "ongoing battle with Hillary Clinton." LINK

TiVo alert!

In a CNN interview airing at 9:00 pm ET, Vice President Cheney tells Larry King that he was wrong to claim two years ago on the same show that the Iraq insurgency was in its "last throes."

"It turned out to be incorrect," Cheney tells CNN.

King puts Cheney on the couch, asking: "Wouldn't you like to be liked?" Cheney doesn't really bite: "Well, up to a point.  But if you wanted to be liked, I should never have gotten involved in politics in the first place."

Can't get enough Joe Biden? There are plenty of opportunities to catch him in the next 24 hours, as the senator hits your TV screen and radio promoting his book, "Promises to Keep: On Life and Politics."

Biden will be a guest Tuesday night on the "Late Show with David Letterman" at 11:30 pm ET and Wednesday he appears on CBS's "The Early Show" and NPR's "Morning Edition and MSNBC's "Hardball with Chris Matthews."

Per the Washington Post's Perry Bacon Jr., Biden writes in his book that he told Cheney that he would be in favor of Bush firing Cheney -- in addition to Donald Rumsfeld -- if the vice president wasn't a constitutional officer. LINK

Seizing on a report by ABC News' Teddy Davis, the DNC whacked Fred Thompson Tuesday for appearing to have flip-flopped on whether he would replace all current federal taxes with a 23 percent sales tax.

"Fumbling Fred Thompson's flip flop on the 'Fair Tax' issue shows once again that his presidential campaign is just not ready for prime-time," said DNC spokeswoman Amaya Smith. "Next time Thompson should make sure that he's on the same script as his advisors before changing his position on an issue."

Thompson is asked, "Senator, if the House and Senate pass the 'Fair Tax' bill do you feel right now that you would sign it?" Thompson replies to the question by saying, "Yeah, absolutely."

Thompson spends Wednesday in the Golden State raising coin at a Bel-Air fundraiser. On Wednesday, Moveon.org will be on the street outside the Wall Street Journal's headquarters handing out parody newspapers with Fox News headlines to show "the type of unreliable, partisan information businesspeople can expect from the news pages of the Journal under Rupert Murdoch." Hillary Clinton is in Washington, DC with no public campaign events. ABC News' Kate Snow has an interview with Clinton's husband, the former president, which airs Tuesday on Nightline at 11:35 pm ET.
