NOTE: Maine and Nebraska allocate their electors through a district system, according to the Office of the Federal Register. Two electoral votes are selected in each state based on the statewide vote; the remainder are selected according to the outcome of the vote in each state's Congressional districts. Neither state has ever split its electoral votes since initiating this system.
