Father Outraged at TSA for Pat-Down of 10-Year-Old Daughter

— -- A pouch of juice inside of a purse caused a 10-year-old girl to be patted down by Transportation Security Administration (TSA) officers in North Carolina last week.

Kevin Payne of Pacific Beach, California, said he plans to file a complaint after a female TSA agent at Raleigh-Durham International Airport subjected his daughter Vendela Brainerd-Payne to the two-minute procedure -- leaving the girl uncomfortable and her father outraged.

Payne, who caught the screening on video, told ABC News' "Good Morning America" that he felt it was "incredibly inappropriate, very invasive" and that the pat-down "violated" his daughter.

“TSA screening procedures allow for the patdown of a child under certain circumstances," a spokesperson for the TSA told ABC News. "The process by which the child was patted down followed approved procedures.”

According to the TSA, the girl's bag contained "a cellphone that alarmed, requiring additional resolution procedures" and that the pat-down was "observed by the parent."
