Jan. 15, 2010— -- Many Haitians devastated by the earthquake and in need of food, water and medical care are frustrated that search-and-rescue efforts appear to be largely focused on Americans and other foreigners in the country.

Efforts to locate missing foreigners have been widely reported, but U.S. Army Lt. Gen. Ken Keen, who is helping to coordinate relief efforts in Haiti, told "Good Morning America" that "our priority is getting relief out to the needed people, to mitigate the suffering the Haitian people are experiencing."
