Amber Alert Off, Little Girl Still Missing

July 28, 2008— -- An Amber Alert triggered by the alleged Sunday afternoon kidnapping of a 7-year-old girl in Boston was called off today although the missing child has yet to be found.

The Boston Police Department has an arrest warrant out for Clark Rockefeller, the child's father, on charges of custodial kidnapping, assault and battery, and assault and battery with a dangerous weapon.

Boston police said the Amber Alert in Massachusetts for Reigh Rockefeller was called off because they believe her father, who is recently divorced from his wife, took their child across state lines into New York.

"Boston police investigators received information that father and daughter may have been dropped off near Grand Central Station in New York City at approximately 7:30 p.m. (Sunday) evening," the Boston Police Department announced in an afternoon news release. "Detectives have also learned that Clark Rockefeller may be headed to Long Island to pick up his recently purchased boat known as 'Serenity.'"

Police said that although a social worker who was supervising the father's visit was shoved aside during the alleged abduction, authorities do not believe the girl is in any physical danger.

Frasier Seitel, a spokesman for the John D. Rockefeller family, told ABCNews.com that Clark Rockefeller, 48, is not a descendant of the wealthy industrialist family of New York. Boston police say the kidnapping suspect goes by several aliases, including J.P. Clark Rockefeller, James Frederick, Clark Mill Rockefeller and Michael Brown.

Rockefeller is a former board director of the Algonquin Club of Boston, a private dining club founded in 1888 that is just blocks from where the alleged kidnapping took place. Lassaad Riahi, the general manager at the Algonquin Club, told ABCNews.com that Rockefeller resigned his membership from the club three months ago "on his own terms."

One of Rockefeller's neighbors described Clark in an interview with the Boston Herald as "odd," but a doting father when he still lived in the neighborhood who often took care of the Reigh while his wife worked.

Boston police identified Rockefeller's ex-wife and mother of the child as Sandra Boss, a senior partner in the London office of McKinsey & Company. She has done consultant work for New York Sen. Charles Schumer and New York City Mayor Michael Bloomberg, and has ties to the Metropolitan Museum of Art in New York and the Museum of Fine Arts in Boston.

A message left by ABCNews.com at the hotel where police say Boss and her daughter were guests was not immediately returned.

Rockefeller allegedly forced the child, known to her parents affectionately as "Snooks," into an SUV driven by a second man around 12:45 p.m. as they walked from the Algonquin Club near the Boston Public Gardens under the supervision of a social worker.

The social worker told police that Rockefeller kidnapped the child. "Clark Rockefeller, who was carrying his daughter, attempted to put his daughter down between two vehicles which were parked...when a black SUV pulled up," according to Boston police. "At that time, Rockefeller grabbed his daughter and jumped into the SUV which was being operated by a male driver."

The social worker, who has not been identified by police, was slightly injured after trying unsuccessfully to grab on to the vehicle as Rockefeller and his accomplice sped off with the child.

Authorities say the three drove sway in a black Chevy Tahoe or Suburban, or a GMC Yukon or Denali with Red Sox stickers on the back of the vehicle.

An Amber Alert for Reigh Rockefeller was announced Sunday afternoon by Boston and state police because of the force used to take the child, Officer Eddie Chrispin, a spokesman for the Boston Police Department, told ABCNews.com.

"There were no specific threats made to harm the child," Chrispin said. "I think the specific concern is the manner in which he took the child. Mr. Rockefeller is alleged to have pushed the social worker who was supposed to be monitoring the visit."

The Amber Alert, which allows law enforcement to widely distribute information about abducted children in imminent danger, was called off this morning because the Boston Police Department received "credible information" that Rockefeller and his daughter had travelled out of Boston to New York, Chrispin said.

Lt. Glenn Minor, a spokesman for the New York State Police, told ABCNews.com that authorities have been unable to confirm that Rockefeller and his daughter had driven to New York. "There's no confirmed or verified information that they are here," Minor said. "There's an unconfirmed report that they are in New York."

Minor said that for now, he did not expect an Amber Alert would be issued in New York for Reigh Rockefeller, adding that "custodial abductions" typically do not meet the threshold needed for the notification in New York. "If there's no element of danger to the child, it wouldn't fit our criteria," Minor said.

The criteria for triggering an Amber Alert varies from state to state, but the general idea is consistent: someone under 18 is missing and in danger and authorities have discovered some detail of information that could assist the public in helping them find the child. Sometimes that includes a picture of a suspected abductor or a vehicle description and license plate number.

A call by ABCNews.com to the Massachusetts State Police was not immediately returned.

Alison Goodwin, a spokeswoman for the Massachusetts Child Welfare Agency, told ABCNews.com that the department has had previous interactions with the Rockefeller family.

Reigh Rockefeller was in Boston for the visit with her mother, with whom she lives in London. They were staying at the Four Seasons hotel just a few blocks from where the alleged kidnapping took place. Chrispin said the mother has been cooperating with police, but has received no phone calls from the child's father.

Reigh is 4 feet tall, weighs 50 pounds and has blond hair and blue eyes. She was last seen wearing a pink and white sun dress and red shoes.

Clark Rockefeller is described as in his 50s, 5 feet 6 inches tall with a stocky build, thinning blond hair and blue eyes. He was last seen wearing a blue Lacoste shirt and khaki pants.
