April 15, 2011— -- Playboy has declared the University of Colorado at Boulder the No. 1 party school in America, citing "reefer madness," the town's four breweries and several local distractions that tempt the school's students. It is followed by Penn State University and Arizona State University, which rank second and third respectively.
