By any description - superstorm or hurricane - Sandy walloped the East Coast a year ago today with enough furiousness to plunge millions of homes into darkness while leaving more than 100 people dead and property damage second only to Hurricane Katrina. Some of the hundreds of thousands of people displaced by Sandy are still homeless to this day, the victims this time not of nature but of man-made bureaucracies.
