GOP Super PAC Web Video Calls Biden 'Drunk Uncle'

The American Future Fund, a GOP super PAC, has released a new web video highlighting some of Vice President Joe Biden's best-known gaffes along with commentary describing him as a "drunk uncle" and "not very smart."

The web video, titled "Joe Biden and Paul Ryan: A Heartbeat Away," attempts to draw a contrast with Rep. Paul Ryan and Biden's ability to fill the president's shoes.

"He's just a heartbeat away from the presidency. Who do you trust to take the helm if needed? Someone smart, serious, intelligent and articulate?" the ad reads before showing Ryan discussing his budget plan. "Or…?"

The video then transitions to a stream of Biden's gaffes, including his "chains" comment, asking a double amputee to stand up, and calling this century the "20th century." It features commentary clips in which CNN's Ashleigh Banfield likens Biden to a "drunk uncle" and former New York Mayor Rudy Giuliani says the vice president is "not very smart."

"It's sort of like that drunk uncle kind of thing. He just doesn't get it," Banfield says.

"There's a real fear if, God forbid, he ever had to be entrusted with the presidency - whether he really has the mental capacity to handle it," Giuliani says. "He's just not very smart."

"This is just another reminder that no one is fighting harder to take on Governor Romney's extreme agenda and ensure the president is re-elected this November. Frankly, he's getting under their skin and his message is working," a Biden campaign aide told ABC News.
