Obama Jobs Address Moved to Next Thursday After Flap With Boehner

ABC News’ Mary Bruce reports:

The White House says they consulted with House Speaker John Boehner about the Wednesday date for his address before the president sent his letter of request to Congress earlier today, but that Boehner “determined Thursday would work better.”

Speaker Boehner wrote a letter to President Obama Wednesday afternoon, rejecting the president’s request for a joint session of Congress next Wednesday, Sept. 7, and instead proposed that the president address lawmakers next Thursday, Sept. 8 “at a time that works best for your schedule.”

Obama’s request for the joint session on Wednesday would have conflicted with a planned debate of Republican presidential candidates in California. Boehner’s request for the joint session on Thursday conflicts with the opening game of the NFL season.

The spat over timing for the speech, which is intended to lay out a long-awaited jobs plan from the White House, underscored the partisan bickering that has beset Washington.

With the House of Representatives not set to return to session from a month-long recess until hours before the president’s proposed time for a joint session, Boehner pointed to concerns about “the significant amount of time – typically more than three hours – that is required to allow for a security sweep of the House Chamber before receiving a President.”

The press secretary sent a statement Wednesday night urging leaders to focus full attention on the needs of the American public.

“The President is focused on the urgent need to create jobs and grow our economy, so he welcomes the opportunity to address a Joint Session of Congress on Thursday, September 8th and challenge our nation’s leaders to start focusing 100% of their attention on doing whatever they can to help the American people,” the statement said.

Boehner is not the only Republican displeased with the president’s proposed timing for the widely anticipated address on job creation. Earlier Wednesday, Republican National Committee chairman Reince Priebus criticized Obama for trying to steal the show from Republicans vying to defeat him and participating in the GOP debate at the Reagan Library in California.

“President Obama’s decision to address Congress at the same time as a long-scheduled Republican Presidential debate cements his reputation as Campaigner-in-Chief,” Priebus wrote in a statement. “While the White House claims it’s simply a ‘coincidence,’ the American people can see right through that excuse.”

Full statement by the Press Secretary below:

Statement by the Press Secretary on the President’s Speech to a Joint Session of Congress

“Today, the President asked to address the Congress about the need for urgent action on the economic situation facing the American people as soon as Congress returned from recess.  Both Houses will be back in session after their August recess on Wednesday, September 7th, so that was the date that was requested.  We consulted with the Speaker about that date before the letter was released, but he determined Thursday would work better.  The President is focused on the urgent need to create jobs and grow our economy, so he welcomes the opportunity to address a Joint Session of Congress on Thursday, September 8th and challenge our nation’s leaders to start focusing 100% of their attention on doing whatever they can to help the American people.”

Should’ve just kept it Wednesday. Somehow I doubt the Speaker and the Republicans will somehow take this as a goodwill gesture and actually do things like HELP or COMPROMISE when it comes to future bills.

Been in office for 2 + years.. Now it is “URGENT”…. I still want to tell myself that voting for Obama was still better than McCain… but, I sure wish the Repubs had of had someone else running, and I sure hope they do next year. This is sooooo sad.

Well…aside from the bizarro politics, whayt really happened here? The White House asked Boehner’s office about the timing beforehand and got no objection. So went ahead with the Wednesday announcement. Then Boehner’s office decided they don’t want it to be Wednesday. Sounds like Boehner’s office dropped the ball on actually communicating back their displeasure with the proposed schedule. Boehner really ought to take responsibility for his office’s flub.

Regardless of what plans the President of the U.S. Makes – the Congress is going to CONTEST anythng this man tries to do. Period. I cannot believe the stupid tactics the “Pub’s” are taking to bully this administration anyway they can. What is going to happen – is that some republican candidate is going to stand there and SAY EXACTLY what the president has been saying for MONTHS and claim “the black guy” stole his ideas from the Repubican’s. Obama is being set up and if he had NOT conceded to their game plan – they would have jumped up and down, yelled and screamed – Obama WON’T work with Republican Congress! What a bunch of goobrers they all are. I am SO disappointed in Mr. BAY-NOR for playing this terrorist Tea Party Game.

I was a supporter of President Obama when he was elected President three years ago. Unfortunately, my level of respect for him as the President of the United States and a leader has declined greatly in the last couple months. Between the debt ceiling debacle and President Obama changing the date of his job bill, the Republicans have won another battle. When will President Obama stand up and act the president instead of the young school child afraid of the playground bully. I hate to say this; however, I believe the Democrats need to nominate a new candidate to run for the president in 2012. He is losing his base all because he is acting like a new congressman instead of the President. Stand up Mr. President. I wonder, who is leading this country? President Obama or John Boehner? It is not the President in my mind. Comments are encouraged and invited.

So this is what our so called “leader” has been reduced too?? …Looking to direct people away from his competition by bush league tactics. This man is a pathetic excuse for a president. Maybe if you did your job in the first place Obama you wouldn’t have to fear being a one termer. Yea, why didn’t you dazzle us with your “job plan” before you went on vacation? …Wake up people, this man is a spineless cancer to this country.

Democrats, please understand: The President cannot call a joint session. He has to be invited. Obama was asking Congress to hold a joint session and invite him. A joint session requires both Houses of Congress to pass a resolution to have one. So Obama did not get rejected, it is just not the President’s ability to call a joint session to begin with.

Finally, remember: There is no act more American than Congress telling the President, No!

Oh yeah, Thursday works out as long as Obama gets to read his teleprompter standing above everyone in Congress and gets another rhetorical campaign speech on prime time. This guy is the biggest farc of all time. Let me guess, he’s gonna propose something pie in the sky so he can get a trillion to buy votes with and line his donors pockets with like he did 2 years ago. Look he’s gonna be the first middleclass president to become a billionaire by diverting money, but its not enough for him and his wife (my bad I forgot about Clinton).

Posted by: chino | September 1, 2011, 12:44 am 12:44 am

If Obama was half as intelligent as his fans claimed he was, he wouldn’t need to wait this long to announce his grand plan for jobs. This man wouldn’t know how to create a job if his life depended on it. All his life he has been distrustful of those who know business. And whether you like it or not, business people are the only ones who really create meaningful jobs. I know that sticks in the craw of you libs, but is an inconvenient truth, no? Speaking of that, we can all see now that Gore’s environmental scare tactics were all junk science and greed. Green jobs. What a laugh.

At least Obama is keeping some travel agents busy with all of his vacations. What a shame that he is costing taxpayers so much money.

I am no fan of Perry, but he will be a 10 fold improvement over this trainwreck of a president.

This is why the country got downgraded. Fighting over when the president will address Congress!!? In this kind of atmosphere, it’s clear any proposals he makes are DOA. The GOP are greedy bullies and Obama is an inexperienced, spineless professor who’s let the bullies shut the class down.

Caving again. But worse yet he has agreed that the debt crisis is a big
problem, and now I need another Stimulus package that obviously will cost hundreds
of billions. He cannot even keep his policies strait. Remember the Super Committee
is suppose to cut, I guess it’s time to run up the debt ceiling again. And will he bring up green jobs again?

Posted by: deadwrestler | September 1, 2011, 12:57 am 12:57 am

He will lose a huge part of the nation with Green Bay playing New Orleans, part planning on his part. 20 million or more will watch football. Even if they wanted to hear, its football season, nothing is more important then football when you are stressed about jobs. Its the American way.

The sponsor of the Tea Party movement is bent on frustrating the Administration. What else is new? Disrespecting a black man, disrespecting the President of the United States. If Ronald Regan had requested a date to address a joint session of congress who are you to say NO as a speaker? Tip O’Neal and Regan worked well together. Could it be because they were both white? What is wrong with these REPS?

Tea Party is just a disguise for racism. I know Barack will have a difficult time with those who flashed displeasing, hidden smiles at the inauguration. They do not want a BLACK man to succeed PERIOD and will do everything and anything to disrespect this honorable man. Shame on you AMERICA, shame on you who promised equality. Shame on you who promised fairness. Shame on you Boehner, cry on, cry on, for your time of defeat is near.

Tea Party? What about Coffee Party? It’s all a cover up for racism, you cannot fool us republicans, you will be defeated in the general election, you will lose to your shame, and you will crawl back to your wig-board for a new plan, you will remain in opposition for a long time and will never win the oval office. You are doomed!

The highly unpopular GOP and its even more negatively regarded tea party promised to focus on jobs, jobs, jobs… but they can’t talk about jobs with the President because they won’t be ready to work after a month off? Or something?

The vast majority of Americans are correct in their negative view of the GOP and its tea party. The president always has to be the bigger person because its simply impossible for the small (minded) GOP.

Which idiot put football ahead of running the government? No wonder we’re in the shape we’re in.

Posted by: oonogil | September 1, 2011, 1:37 am 1:37 am

Jeez, be logical here. Mr Obama scheduled his talk for the exact day and time of a GOP debate, which was scheduled well in advance. I suspect Mr Obama picked this time and day to try to steal some thunder from the repubs. *That* is partisan politics.

Also, *please* quit playing the race card. The only people that care about the President’s skin color are those demos that are trying to paint repubs as racist. How often do you see repubs mention that Mr Obama is black? Never. It is always demos saying ‘if you dissent with the black man in the oval office you are a racist!’ Demos, *please* quit trying to make race the issue. The issue is that Mr Obama has not done a good job while in office. And that issue will be settled one way or another in 2012.

Guys, if you are truly tired of of partisan politics, hold both sides to a higher standard. Don’t point your finger only across the aisle at the other party; they both do the same crap. We need to stop the crap and have civil dialogue, not name-calling sessions that serve no purpose but to waste taxpayers’ time and money. Tell the people in *your own* party to quit this ludicrous attempt at one-upmanship, whether you’re a repub or demo.

Posted by: shayneedward | September 1, 2011, 1:55 am 1:55 am

In animal behavior, when you’re sussing out the dominance hierarchy (“Peck order”) in a group, you watch to see who gives way to who in a conflict. Obama gave way; Boehner ranks higher in the dominance hierarchy. (Just for gins: imagine someone like LBJ giving way and postponing an important speech because the Republicans had a debate scheduled the same day.) Memo to Mr. Obama: sometimes leadership means you have to bare your fangs and raise your hackles and show you’re the boss. The country is dying for a show of leadership right now: stop deferring to the opposition in the name of concensus building, and start whupping a few hineys to get everyone in line!

Posted by: lomita momcat | September 1, 2011, 2:11 am 2:11 am

Really though, this did not have to be a confrontational moment if Mr Obama had not tried to make a move on the repubs. His lack of courtesy is what led to his eating crow. This is precisely what we do not need. We need more civility and dialogue and less posturing. Besides, it is congress’ job to invite the President to speak, not his right to demand to speak to them. So not only was he posturing in a petty way that was completely unnecessary, but he was doing it in a way that shows himself as being ineffective. All in all, this was a pretty stupid move to make. And so unnecessary.

Posted by: shayneedward | September 1, 2011, 2:24 am 2:24 am

“The spat over timing for the speech, which is intended to lay out a long-awaited jobs plan from the White House, underscored the partisan bickering that has beset Washington.” Why is rescheduling a meeting time considered a “spat”? If that’s the case, businesses have spats all the time.

The lesson to be learned here is that if you don’t get out and vote Democrat, YOU are responsible for us having a Congress like this.

It is over for Obama, Harry Reid helped destroy the reamainder of his term by being such a hack and killing those three bills from reaching the Senate. The downgrade in our rating is all because of Reid and his petty sour grapes.

What we’ve learned about Obama is he knows nothing of the economy much less how to create real jobs.

Obama moving his speech is not a goodwill gesture. They never should have put it on Wed to begin with. They should have known the debate was already scheduled for that night. Barack Hussein Obama is a lame duck. His approval ratings are dropping daily. His effectiveness as the leader of the free world has been compromised and he knows it. I plan to not only folow the GOP debate, but skip the speech of the Inexperienced One in favor of some good football. Proposing more “stimulus” funding, which has proven ineffective is not an efficient redistribution of my wealth, or rather, lack of it. All the millions given to green solar panels have resulted in belly-up of the major recipient of yet more of my wealth. The President hasn’t a clue of what capitalism is, let alone what creates jobs. Time watching a repetitive, rerun, hashing of unworkable sillyness is time wasted. Football is much more fun and real. And then, there is that hope and change thing with the GOP this time around.

Exactly. And one point the media and talking heads seem to be missing is the fact that this so-called “jobs agenda” SHOULD have and COULD have been done at any time waaaaaay before now. So why is it coming out now? 1) It’s a simple rehash of what’s already been said. 2) Re-election, re-election, re-election. 3) To try to take the thunder away from the Republican debate. Obama does not want the American public to hear what the next president might be proposing on the jobs front, so he had to do something to draw attention from the debate.
His ‘speech’ will be nothing more than a bad television repeat. I’m watching football. They have replays as well…but they’re much more exciting.

There is no way to spin this as anything but the inept actions of an inept President “aided” by a clueless staff. After 2 1/2 years they have learned nothing. This is another Corpseman moment with an outcome that makes Obama look weak and reinforces the sense that Boehner et al are running the show in the absence of any leadership from the White House. If he keeps caving(for that is exactly what he did yesterday-Carney’s comments were for naught) a primary challenge becomes inevitable. The democrat leadership knows that Obama’s collapse is going to bring a lot of Democrats down with him-behind the scenes they will pressure him to forget running for re-election if this amateur hour continues.

If Obama is as smart as you say, then why would he even pick a date when a debate was planned. Either he is dumb or he is arrogant. You choose. And Obama said he consulted, did he just send an email and not get a reply or did Boehner actually say yes and then change his mind. I do not see the WH saying that Boehner said yes just that they consulted.

I sure do wish, by reading some of these remarks, that more people actually understood the REAL process of how our government works. Like actually understanding, the Speaker of the House, MUST INVITE the President to speak before the joint houses of the Congress. IF anyone bothered to actually READ this process, instead of name calling and assuming the worst, you might actually be able to save some of the comments for yourselves. That said, I fully DO believe this is yet another stall tactic by the Republicans to allow their “game changers” to say everything the President has been saying all along. Then they can say : “we said it first”. Or end up saying if the President had argued the point – Obama won’t play with Congress. Apparently none of this matters because the “black guy” cannot win – either way – Republican’s are going to make everything HIS fault. I do have one more comment: NOTHING goes into or comes out of, a closed fist! Anyone will tell you, in any business – You have to spend money to make money. Certainly FDR understood this – and it worked. Does anyone read history anymore?

Political gamesmanship. “Ha-ha! He could wait 2 more years for all the difference it will make!” They called the bluff and made it clear that the POTUS is not bigger than the Congress (or the Supreme Court for that matter). Whatever happened to “separate, but equal”? Republican debate planned for weeks or (yawn) just another Obama collection of bloviations. Then on Thursday, NFL opening game or (yawn) just another collection of Obama bloviations. Read the BS the next day – it’ll make no difference (yawn).

55.3% of the American economy is private sector, 45.7% of the economy is hinged on the federal, state and local governments, the GOP wants to cut government expenditures, but they will also destroy the economy in dosing so because private sector continues to outsource. Betcha the Prez doesn’t use the word “stimulus” again. Nope. He’ll have a fresh set of catchy phrases and words for the same old Keynesian stuff. And, BTW, even ifr there was any relevance to FDR’s situation, you should ask yourself why, after 8 years in office, FDR’s unemployment rate was at 12% and it took WWII to save the day. Hmmm. Maybe that’s why Obama is escalating things in the Middle East – to keep those war and defense jobs in place until he can find or create a better war.

Some of these comments are absolutely insane, I swear I don’t know what you people are watching or paying attention to. This President is damned if he does and damned if he doesn’t, all the Repubs says is we will focus on jobs jobs jobs yet how many jobs bill has the house passed? How many legitimate ideas have they had that actually work on both sides of the aisle? Besides a balanced budget amendment (which had no chance of passing cause it’s insane) they have done nothing. So the POTUS will give his speech, lay out his ideas on job creation and the House will promptly deny each and every idea because we all know they are focused on one thing and one thing only, making sure President Obama loses in 2012. Forget the good of the country, it’s all about the good of the GOP. At least extend the payroll tax cut, since that affects every single tax paying American, oh what’s that “all tax cuts are not created equal” the GOP says….I guess tax cuts for the rich will work best huh? Since the Bush Tax cuts were enacted we have had the lowest amount of job growth since WWII but hey at least some people made out like bandits. The rich get richer and the middle classes slowly fades away.

Forget the good of the country, it’s all about the good of the GOP. Right on, Eric. You hit the nail on the head. The GOP doesn’t give a flip about anyone or anything but promoting the GOP. I have not heard anything from any of the prospective candidates about how they’re going to create jobs out of thin air. Their solution to all our problems is to suspend taxes for the rich and corporations. Funny how that has never worked for anyone but them.

Eric if the House rejects every proposal put forth by Obama why in the name of FDR didn’t he submit those proposals during the first 2 years of his administration when the Republicans couldn’t stop ANYTHING?What happened to common sense?

So, everything is Obama’s fault. That’s what I thought. Yeah, right. Thank God for those practical, fiscally responsible Republicans. It’s a shame the American public didn’t have the good sense to vote a Republican in during the last election. My Lord, we’d be sitting in tall cotton, wouldn’t we. I mean, after all, look at the lovely situation Big Bad Bush left us in. Wow! Those Repubs really know how to run a country … into the ground.

Carol, even if your hypothesis that everything wrong in this country is due to George Bush is correct, what is the purpose of having Barack Obama in the White House?Obviously he is not up to managing the problems he inherited.Wouldn’t it be better if we had department store dummy for President?Ssince his actions have had no effect and he can’t be expected to deal with problems wouldn’t it be better if we didn’t have to pay for food, heat, travel, etc.?Because that is the premise you expect us to buy.

I can’t help but notice…..always so so so much anger from dem Dems and kool-aid drinkin Obama-mans who have been let down by our illustrious Prez. It must be really frustrating to have to defend a guy YOU don’t even believe has done ANYTHING worth speaking of. Looks like ya backed the wrong horse this time! (or unicorn, depending on your perspective).

So true Carol. Without experts like Obama and Geithner, China would have no green jobs. And without Immelt, GE would still pay no taxes either. But luckily Obama’s expertise and decisons have kept the unemployment rate under 8%. Success! Also, you should respect the words of Debbie Wasserman. She is correct.

OMG Why is this being made into something so controversial??? Sounds to me like they accidentally made a scheduling error, and the two leaders worked it out. Oh, maybe that IS the controversy.

This whole thing is game played by Obama. He knew the date would cause conflict. They announced it before checking with Congress. Now they will play the whole…..”this is what the American people are sick of”……”partisan politics”….. card and act as though they are all above it. When in fact he orchestrated it. Sorry thing is there are a lot of stupid people out there who buy right in to it. He can not win re-election on his merits so he will try to do everything and anything to make Republicans look like the children in the room.

Just another example of the Republicans being focused on their interests and having zero interest in helping Americans.

Just another example of Obama being focued on his interests and being completely ignorant of the rules and policies of the House.

Just another example of an inept administration that doesn’t have a clue since this debate has been scheduled for quite a while or an administration who again tried to play political football and got their buttt handed to them in a hat

“Republicans will somehow take this as a goodwill gesture and actually do things like HELP or COMPROMISE when it comes to future bills.”

The problem really is the Republicans have compromised far too much. We need conservative, competent representatives who have the sense not to spend a dollar and a half for every dollar taken in. And NO, the solution is NOT to just raise taxes and continue to spend the $1.50 for every dollar taken in. We need conservative Republicans with principles, ethics, and a moral base. That does not include a socialist, ringless, watchless Muslim community organizer. We need more HOPE and CHANGE than that.

In what way has the GOP compromised way too much? I love this idea of cutting our way out of a depression. Since when is cutting everything in huddling into a corner a good strategy for stimulating the economy? I guess I am wasting my time trying to talk sense into someone who calls our President a watchless Muslin community organizer.

People just need to realize that the debate was planned well in advance of the President announcing that he would apeak about jobs after labor day…Something that the president’s staff should have known…it was just a political ploy and he lost…he wouldn’t be very good at chicken

PLEASE. If this had been W.,Congress and the airwaves would have been co-opted immediately.
This man is the PRESIDENT. Last I checked, protocol would not only have ALLOWED, but actively ENDORSED the quickest solution to generate jobs for Americans. But that was a long time ago in a Democracy far, far away.

Hope Boehner relishes all this bullying. He can work as a ticket-taker at NASCAR in the near future, with all the free Bud Light and Kardashian chihuahua rejects he can wish for…….

The GOP went along with Obamacare, the compulsory component of which has been deemed unconstitutional States, groups and individuals have opted OUT of this Health Care scheme. The GOP continued to go along with pork barrel politics and riders on various bills, Both political parties have their goal in life to be re-elected and do little to represent those whom they were elected to represent. Comments about our President, well, the truth hurts sometimes. Appointing czars, justice refusing to investigate specific groups, sharing nuclear processes with other countries, avoiding Congress whenever possible. I suspect the GOP can fix some of the problems that have come up, but the incredible foolishness of people who voted for false hope and change will be much harder to change, and take a LOT longer. I would not put much money down on the constitutionality of Obamacare on compulsory participation to go to the Supremes before the election. That is NOT the way the current administration works, or doesn’t work, depending on your viewpoint. Character assassination is more the province of those treatments received by Palin and Robert Bork, to name just a few. The Fairness Doctrine will no longer protect people from learning more about what their government and its elected representatives are doing. Even now, the political playing field is not level, but then there is always hope for change in a constructive manner.

home boy wrote:”It’s all a cover up for racism…”
.
In years past, especially when the President was Republican, dissent was patriotic…. now in the “Era of oBama” it instead is racist. No bigger sign of desperation from the DEMOCRATS than the race card.

The 26th amendment (granting the right to vote for 18 year-olds) took only 3 months & 8 days to be ratified! Why? Simple! The people demanded it. That was in 1971…before computers, before e-mail, before cell phones, etc.

Of the 27 amendments to the Constitution, seven (7) took 1 year or less to become the law of the land … all because of public pressure.

If you really love your country then I’m asking each of you to share this message to every person that you know.
In three days, most people in The United States of America will have the message. This is one idea that really should be passed around.

Congressional Reform Act of 2011

1. No Tenure / No Pension. A Congressman collects a salary while in office and receives no pay when they are out of office.

2. Congress (past, present & future) participates in Social Security. All funds in the Congressional retirement fund move to the Social Security system immediately. All future funds flow into the Social Security system, and Congress participates with the American people. It may not be used for any other purpose.

3. Congress can purchase their own retirement plan, just as all Americans do.

4. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.

5. Congress loses their current health care system and participates in the same health care system as the American people.

6. Congress must equally abide by all laws they impose on the American people.

7. All contracts with past and present Congressmen are void effective 1/1/2012 . The American people did not make this contract with Congressmen. Congressmen made all these contracts for themselves. Serving in Congress is an honor, not a career. The Founding Fathers envisioned citizen legislators, so ours should serve their term(s), then go home and back to work.

If each person contacts a minimum of twenty people then it will only take three days for most people (in the U.S. ) to receive the message. Maybe it is time.

THIS IS HOW YOU FIX CONGRESS!!!!!

If you agree with the above, pass it on.

I thoroughly agree with you Michelle Shu. I have e-mailed that plan to many. Everyone that holds a seat in congress, today, needs to be voted out. I am so tired of Boehner and his cronies being referred to as Republicans. Republicans believe in this country and the laws that were established to keep it great and just FOR ALL. Boehner and his posse are CAPITALISTIC TERRORIST. They care about their own and those that pad their pockets…economic agendas. However, really it should not be about political parties. All members of congress were put there to address our concerns and our countries needs not what will make them a part of the rich elite few.
