Gingrich ’06 Memo: “Agree Entirely With Gov. Romney” on Health Care

To conservatives, the biggest strike against Mitt Romney is the health care plan he put in place in Massachusetts, but Newt Gingrich lavished praise on Romney’s plan after it was passed in 2006.

“We agree entirely with Governor Romney and Massachusetts legislators that our goal should be 100 percent insurance coverage for all Americans,” Gingrich wrote in 2006.

And, Gingrich wrote, the key to achieving that goal was doing what Romney did in Massachusetts:  Requiring everybody who could afford it to buy health insurance.  In fact, Gingrich makes an impassioned case for the so-called individual mandate — which is also at the center of President Obama’s health plan — on conservative grounds.

“We also believe strongly that personal responsibility is vital to creating a 21st Century Intelligent Health System,” Gingrich wrote in the memo which was found on an old Gingrich website by the Wall Street Journal’s Brody Mullins and Janet Adamy.

”Individuals who can afford to purchase health insurance and simply choose not to place an unnecessary burden on a system that is on the verge of collapse; these free-riders undermine the entire health system by placing the onus of responsibility on taxpayers.”

Read the memo.

Gingrich had some criticisms of the Massachusetts plan — including what he called the state’s over-regulation of health insurers — but overall, he loved it.

Newt:  ”Massachusetts leaders are to be commended for this bipartisan proposal to tackle the enormous challenge of finding real solutions for creating a sustainable health system.”

Plenty of Newt-bashing. Plenty of Ron Paul expose’s. I keep looking for articles that focus on Romney’s past, his stupid comments, and such… I keep coming up empty. I guess Romney must be perfect?

While I agree that all Americans should have access to affordable health care, I don’t believe that government should mandate all individuals must buy the state-approved health care in their region. I also think that all Americans should have access to certain books on economics, but I don’t want to force taxpayers to fund my preferences and pay police to enforce them. The U.S. is a constitutional republic, not a democracy for these reasons and more.

Romney’s top contributors are Goldman Sachs, Credit Suisse, and Morgan Stanley (same as Obama). He still defends TARP and the banker bailouts and refuses to release his tax statements. Plus, the Obama administration admits he was the architect for ObamaCare. No need to dig through his personal past, examine his record that he runs on.

Plenty of bashing going on all the way around. The difference is that Romney has never been an adulterer, nor a racist or isolationist. He has been examined more than any other candidate because he’s been running since 2007 but what you see is what you get. He gets no more money from Wall Street than Obama, probably less and certainly gets plenty of $10 contributions from the little guy too. He’s just very well organized and speaks volumes about his capability to tackle a difficult situation and make it work. He may have differences with those conservatives who want a Ron Paul absolutism but frankly, that scares me. I’d rather have a pragmatic problem solver who can admit he’s made mistakes and reach out to those that can help him fix it, even if it means he talks to Democrats. Aren’t we all getting tired of the obstructionism of both parties?

So now they would throw it out to save their political rear ends. The GOP has no choice but to destroy the health care bill because IF it is the fabulously popular success that it can be, once properly corrected and fully implemented, then the GOP will be go into political exile for the next 40 years like happened after FDR. That is why you see the irrationality and inconsistency on the part of the GOP candidates. It’s political life and death, even if health care is good for people.

Neither Romney, nor Gingrich at the time, ever had an inkling as to how much Americans hate being “mandated” to do anything. Both seem to have “changed their minds.”

Bob, I think what we want is NOT a democrat calling himself a republican. We want to stop the hidden tax of inflation, and we want smaller government. I am so sick of hearing about the damn federal government over-reaching, over-spending, over-using OUR military. We NEED absolutism, freedom, and fiscal austerity now. You should really be scared of the alternative, which will be slowed by Romney if anything, but he will continue the status quo. We need Ron Paul to get us out of this mess, mark my words. When you lot manage to get Romney elected I hope you hear “I told you so” as loud as I would like to scream it.

I cannot wait for the voting to start and get rid of most of these pretenders. Gingrich did not even make the ballot in his home state because his real motive was to sell books. He knows he has 0 chance of beating Obummer. Barry now Barrak HUSSIEN who went to crazy wright’s church will not be elected. WE have seen what his change is and we hate it. What a disgraceful libel against Gingrich by ABC. He was almost totally against Romneycare but the partisan hack reporter trying to shoot down Newt and insulate Romneybama totally perverted Newt’s Memo entirely. How many people are going to take the time to read Newt’s actual eords rather than the false headline? This is a super dirty trick.

Posted by: eaglewingz08 | December 27, 2011, 9:41 am 9:41 am

Unique idea!: Get the government OUT of the marketplace. Repeal laws that require hospitals and doctors to provide service even if people can’t pay for it. Repeal laws requiring people to have insurance. If someone can’t pay for the services they need, then the hospital/doctor has the right to refuse service. Several things would result: People who can afford insurance will get it and pay for it. Health care costs will come down when they don’t have to pay for the moochers. The free market will step in to drive costs down and increase the availability of low cost services. Charities will step in to help the truly indigent. Ahh, but the problem is, who will the moochers vote for?

Posted by: Jeff-in-GA | December 27, 2011, 9:42 am 9:42 am

That should be goal of all Americans, that everyone has a means of paying their health care bills. States are free to have state mandates if their state Constitutions allow. There is night and day difference between state run health care and payment systems vs. federal government systems. Mitt and Newt are right on the merits of the issue, but one can disagree with their state helping doctors and hospitals get paid and sick people getting medical attention if they want.

By the way, the breach has occurred, with Medicare and Medicaid. None of the candidates are running on eliminating Medicare, Medicaid, or Social Security. Even Ron Paul said the entitlements would be affordable if we stopped our national defense activities, implying he wants to keep them and fund them with our money formerly allocated to national defense.

The headline is inaccurate and misleading. Newt said they agreed with the goal of Romney’s health plan, not the entire plan. In the memo he said the plan would open a debate on how to solve the nation’s health care problems. He did not say it was the final, perfect plan everyone should have.

Newt’s exploration of the individual mandate already came up in the debates. He said he no longer supports it because it would lead to too much government control. Just go to Newt’s campaign site where he outlines his health plan. He specifically says it does not include an individual mandate nor an employer mandate.

Obamacare is a 2,000-page monstrosity that regulates health care to death. It goes way beyond just having an individual mandate where everyone has to buy insurance. The bill is a government takeover of health care.

Mitt has more executive experience than Obama and is a proven problem solver.

He’s the type of person that comes into a dysfunctional situation and fixes what’s broken. He proved it in the private sector when he turned around Bain, he proved it as Governor of Massachusetts where he balanced the budget, he proved it at the Salt Lake City Olympics.

It’s a little known fact that he worked without a salary as Governor.

Mitt is running for President because there is more to life than just money. He wanted the satisfaction that come from public service, taking on bigger challenges, and making a positive difference in people’s lives.

That’s why he left Bain where he made his fortune. That’s why he helped to turn around the Olympic games. That’s why he worked as Governor without pay. And that’s why he wants to be President.

The Salt Lake Olympics had a $400 million shortfall, he came in and separated essential expenses from non-essential expenses. People were demoralized and he rallied the staff. Set the focus of the games on the athletes and pulled off a widely heralded success.

Mitt is an able debater, looks like a President, and more than being an empty talker is a proven doer and achiever. That’s good news because we need less talk and more results.

@ ObamaIsGodAwful… “There is night and day difference between state run health care and payment systems vs. federal government systems.” Really!! What’s the difference? States implement and/or mandate healthcare for the entire state and its citizens from states capital regardless if counties or cities agree and/or oppose, similar to the healthcare system being mandated at the federal level then implemented to the individual states … I’ll ask again What’s the difference!?!?

I also believe that, in this richest country in the world, that all Americans should have medical insurance. However, that should be through free market solutions, not through the federal government. I am not worried about this latest Newt revelation. I believe he is exactly the man we need to straighten out the country, because he will rock the establishment boat where necessary. Posted by: Joe Drager | December 27, 2011, 10:18 am 10:18 am

Newt has said about 300 pages of the 2,000-page Obamacare plan are good. Newt is not a bomb-thrower or an ideologue, he is a pragmatic, thoughtful analyst of the nation’s problems. He has his own health care proposal on his campaign web site. It mostly involves giving power to the states to craft their own solutions. It allows for selling insurance across state lines. It has no individual or employer mandates. Check out his proposal and don’t play the media gotcha games.

Newt has explored and examined the health care and climate change issues with an open mind rather than forming a knee-jerk ideological opinion on them. They were new issues that came up in the last 20 years. It took a while for a conservative opinion to be formed around them. Romney has flip-flopped on just about every issue under the sun, including fundamental conservative core principles like abortion, gun control, Reaganomics, etc. Newt has been a consistent conservative who risked his whole political career trying to keep Bush Sr. and the Republicans from adopting the liberal Democrat tax-and-spend agenda.

Everyone talks about Ron Paul as this guy that is against the establishment. That may be true but, he has been in the congress or senate since 1976…….. if you don’t want to be picked to anything at work you ACT like your not for the new idea’s and everyone leaves you alone to collect your paycheck. Ask yourself is this what RP has been doing for the last 35 years? Doing whats asked of him but no more no less. He keeps his job because he talks a good game that he is againt everything the U.S Government does. Now mind you I agree with much of his thinking…….. 80% friend doesn’t make him my 20% enemy…… but RP will not do the USA any good because he is to far off the tracks from the establishment and will cause the Dem’s and Repub’s to become even closer(and that would be VERY BAD) with a common enemy.
Niether Newt of Romney are perfect…. But whoever it is we need to get behind them because we CAN NOT afford another 4 years of what we just had…….
By the way we all change are minds when confronted with facts……. And if you stick to your original thinking even when confronted with the facts (that’s just plain stupid) I think of smoking cigs (all we are doing is enabling the government through paying taxes) plus it’s just plain bad for you. Even though at one time it was supported by doctors and the US Government.

And…. so Newt states that he agreed with Romney that the goal should be to have 100% of Americans be covered with health insurance, what’s wrong with having such a goal. It’s really about how the media spins this, Newt did not say he would enforce Americans to have health insurance he said he thinks its a good idea for those who can afford it to have it, instead of thinking its okay to get treated for free or letting other tax payers fit the bill. Many Americans don’t get it, they will buy Ipads, Ipods, nooks and kindles, spend a lot on vacations, etc before they even consider purchasing health ins. why is it okay to think other people should pay for your health care bills? I don’t agree with mandating people to buy anything but I do believe all people should have health insurance. Also, if the government would get out of the business of health care and leave it up to the private industry to take it over we wouldn’t have such high cost in the health care industry. And lastly, I have never been called for any poll so I do not believe any polls at all. -Deb RN and true conservative

I just finished reading Nwet’s memo of 2006. I pity both Romney and Nwet. After heavily criticizing Obama’s health plan, new evidence proves that both candidates endorsed the same basic concepts as recently as 2006. Sad to say but this proves that both men will say and do anything, true or not, to gain the GOP Presidential nomination. Both men heavily discounted the intelligence of the American public.

Also, today (12/27/2011), Nwet will be interviewed by Wolf on CNN. I very much hope that Wolf airs out this memo in full.

Once again, corrupt democrat reporters like Johnny here can find a memo from 2006 and take it out of context – it was a state program, not the Obama disaster. …but those same reporters are so in love with obama that they were docile and confused when the unqualified community organizer ran for office. There were no memos, hate churches or domestic terrorist neighbors in Johnny’s writing in 2006 but suddenly Republicans are running and they can once again selectively investigate.

This is much like what we expect in the old Soviet Union, a kind of systemic corruption forced on the people that openly attempt to make poor leadership choices. In that context, the corrupt democrat reporters working for abc “news” and others are writing word these loafs to help get obama, the worst president in a hundred years, re-elected.

In that context, their opinions are worthless and not to be trusted beyond their entertainment value.

Universal Health Care was a plan originally presented by the repubs during the Nixon administration. A lot of the conflicts now result from the repub’s obstructions to passing a plan that could be successful under a dem administration.

There is a big problem with getting govt out of our lives. On the one hand, wee rely on govt to ensure our safety, enforce the laws, enable massive public works projects, be on the cutting edge of technology. On the other hand, the are overbearing, intrusive, petty.

Can’t live with govt, can’t live without govt

Our US Constitution gives limited power to the federal government (incidentally, not the power to create and fund a national health care system or to mandate purchasing of insurance or to penalize those clinging to their freedom and liberty to not seek health care or declining the program) and all other powers, innumerable and diverse, to the states and people. Therefore, if a state and its people want state run and funded health care, that’s their business. If the states and people want a national health care system and funding, then a Constituional amendment delegating this additional enumerated power to the federal government is called for.

Newt is right about the courts overstepping their bounds and perverting the Constitution and acting as the final arbiter of America’s system of government. The “Supreme” in Supreme Court does not mean they are above the other branches of government, only that it is above the other courts. Supreme Court Justices flagrantly violating the Constitution with perverted, 4-dimensional interpretations and insertions are unfit for the job and should be removed from office. Justices upholding the Constitution deserve to be defended with the same intensity patriots have defended America itself.

The Affordable Health Care bill was proposed years ago by Bill and Hillary Clinton. President Obama just got it passed. The bill makes sense and finally does something about our soaring health care costs. I think it didn’t go far enough. I would have preferred national plan but at least it’s a start.

Newt and Romney are both playing political games. Romney won’t defend his own plan in Massachusetts so that tells you what a flip-flopper he is. Newt is trying to divorce himself from the tea party (funded by the health insurance industry) because he sees they have become irrelevant.

We should keep in mind always that Barack Obama is the enemy of freedom and liberty Americans are battling. We have a Marxist ideologue in office now, an authoritarian that disagrees with America’s founding and with the limitations on the President’s power, and Obama has made it clear he’d be an authoritarian tyrant given the chance. None of the Republican candidates are Marxist authoritarians in the least.

All of the Republican candidates, barring the intruder Ron Paul, are 80% identical and are exponential improvements over what we have now.

Health care reform will ONLY work if you address the actual COST, not the price. Malpractice insurance, litigation, and settlement were 42% of the COST at the major hospital I was a manager at… the other COST factor, harder to address – we create and demand the best technology for ourselves. This cost more directly, and extends lives which in turn means more cost… Spreading the insurance to more payers, if they don’t get these political exceptions (read Chicago unions) will only level the PRICE for a time… it will continue raising again due to these two factors not addressed.

He realized that the deadline was looming – too late – and then tried to make a mad dash for the finish. In the end, he didn’t get there.

President Obama will win re-election by a wide margin. None of the republican candidates can get or hold more than 25% of their fellow republicans let alone independents or conservative democrats.

This President will go down in history as one of the best, considering the republican mess he inherited which the republicans insist on doing again.

It’s so good to see that the voting public won’t be confused by FACTS.

I used to comment that 80% of the general public are morons. Judging by the postings I have severly underestimated that number.

“They’re also assuming SeaRamblers identity. Whoever he is, he’s not one of us….”

LOL!!!! LORD knows he SURELY isn’t!!!! LOL!!!!

Just for the record…. I’m not an anti-Obama person either. Without question I could have been moved to vote for another had a better qualified candidate made themselves known. However, that has not happened and although I have not agreed with everything this President has done, he is doing okay in my personal opinion. Definitely a supporter ESPECIALLY given this Republican slate. I do like Jon Huntsman though but the poor man isn’t even on the map.

Funny they can find all this stuff on Republican candidates but nothing on Obama…..No transcripts, no college friends/classmates, no essays, not even those pesky Communist Party USA membership cards…..

“MyTakeOnThis61, lol. You are way overthinking these comments and taking them far too seriously….”

Maybe you are right but I have indeed read and learned many interesting things from those who have legitimately posted something thought provoking–that includes those who I call the Right-Less too!

The Republicans need to read their Bible more, Adam Smith’s “Wealth of Nations”. Smith did not envision the capitalism that is going on today and he would be appalled. In Smith’s world companies would not last more than 10 or 15 years, due to new companies forming with better and innovative ideas. The old companies would cease to exist.

Today we have corporations who literally control our government and stifle competition. Teddy Roosevelt saw this and broke up the trusts that were getting too powerful.

Corporations that have the power to influence the government would never in Adam Smith’s society.

Everybody agrees on the goal: coverage for everyone.

What we dont agree on is how to achieve that goal.

Threats of jail and massive fines are not the way to achieve it, Mr Obama.

Obamacare should be repealed. Let’s start over.

The Affordable Health Care Bill will at least begin a process of health care coverage for everyone. No one will go to jail if they can’t pay at least something. No death committees will decide whether grandma lives or dies.

The republicans had their chance to participate when the bill was drafted; instead they took the side of the health care industry and just griped, whined and spread disinformation.

Now they say they are against it, but I haven’t heard one specific idea on how they would make it better, have you?

Posted by: tmferretti | December 27, 2011, 12:44 pm 12:44 pm

Obama has more experience with being president and with passing a national health care program than anyone else in the field. Since they all have shared these very same goals, why not stay with the one who has actually achieved them already?

Posted by: sameagain | December 27, 2011, 12:45 pm 12:45 pm

The only groups responsible for the state of health care costs today are those in the medical field for charging obscene prices for some equipment and procedures, lawyers for creating obscene settlements, and politicians for requiring that hospitals accept all patients with life threatening problems.

People without health insurance would not be a burden if hospitals were able to refuse them. It’s called personal responsibility. If the government wants to help those that can’t afford basic medical care, let those folks into Medicaid. If some 25 year old decides they don’t want to spend $200/month on cataclysmic coverage, then screw-em if they get cancer. It was their choice.

I’m sick and tired of the government creating systems that end up punishing those that do the right thing because a small percentage do not. It’s time to create systems that punish only those that choose to not do the right thing.

He only agrees that everyone should be covered he never agreed that there should be a mandate that forces them to be covered there is the difference

Posted by: Republican | December 27, 2011, 1:00 pm 1:00 pm

Why don’t the republicans write their own health care bill, put it up against the Affordable Health Care Bill and let the American public decide. All they’ve done is slam and misrepresent the current bill without being specific on anything. What don’t they like and what would they do to make it better?

It’s obvious they have no solution and would continue with the mess the health care industry presides over today.

Posted by: tmferretti | December 27, 2011, 1:02 pm 1:02 pm

The Republicans have had many good ideas. Increasing competition for one, make hospitals and doctors give estimates like everyone else has to. Ever try to comparison shop a procedure?? It’s almost impossible. Create more transparency, like posting fees up front where everyone as access to them, and stopping all of the ‘deals’ if someone pays cash.(The ‘cash’ deal is an accounting ploy to make it look like hospitals are losing tons of money at the same time they are making huge profits.)

When was the last time anyone questioned a test procedure?? My optometrist used to give me a glaucoma test every time I went, until I told them no. They had referred me to an ophthalmologist for glaucoma, who sent the test results back to the optometrist including my pressure checks. Their reply?? ‘Your insurance covers it’. What a BS response, I never went back to them and my new optometrist uses the test results from my ophthalmologist.

The ‘affordable health care’ bill was nothing of the sort, it was pure health insurance regulation that did NOTHING to cut health care costs. Instead, it INCREASED health insurance costs by forcing insurance companies to cover my patients with higher limits with no way to increase their revenue, so they just passed on the costs to us.

My daughter was able to get cheaper coverage on the open market than through me and my company, so how the heck did Obamacare fix young adults getting insurance?? The answer is they didn’t, it was for political points only. Young people have always been able to get high-deductible health care to cover cataclysmic events for next to nothing.

Obamacare is a disaster, and needs to go away. Make people responsible for their own lives, and get the government out of mine. *I* have done whatever it takes to make sure I have healthcare for over 30 years, stop punishing me for being responsible by increasing my rates to cover those who are not.

There is only one party with two sides in this country. They’re all the same. Obama = Gingrich, Romney = Obama, Bush = Obama. The only exception is Ron Paul.

You have some good ideas; the problem was the republicans never once introduced them so there could be debate. As I said, all they did was follow the direction of the health insurance industry and say no to everything.

I agree with you, doctors and their tests are a big problem. Too many doctors today control and own the testing labs, so they make money both ways. One thing I would like to see is that doctors could not send patients to their own businesses to be tested.

If you have an electric bill, get ready for it to skyrocket, as The Dictator is going to shut down 72 coal fired electric plants, and is not going to replace them with nature gas fired plants either. This evil piece of worthless inhumanity is on his way to Hawaii for a 17 day all expense paid vacation, and you will pay his electric bill, and will also pay for his vacation of the week

.He is also doing every thing in his power to prevent Canada from running a oil pipeline all the way to the Gulf Coast, which would lower our gas prices and give 20.000 jobs to American workers. He has more evil in him than his American hating, white hating, mentor of 20 years “Rev” Wrong.

If he stops the oil pipeline, as it appears he is going to do, that oil pipeline is going to the West Coast of Canada to be loaded on tankers and shipped ot China. If you vote for Obuma in 2012 then you will get what you deserve

There is nothing wrong with providing insurance coverage for everyone. It should be available to all to purchase if they choose. I have no problem with Gingrich expressing positive support for the concept. HOWEVER, the difference now is that GIngrich calls it what it is now, a failure, while Romney embraces it under the guise of the Tenth Amendment. I prefer someone who admits a failed policy than someone who doggedly clings to failure, as Romney does. And Romney-Care, the template for Obama-Care, is a failure!

Mitt Romney is a hero to Newt according to his own memo.

He has a better plan for Medicare reform which has been incorporated into the bi-partisan proposal tabled by Ryan-Wyden which preserves Medicare coverage (unlike ObamaCare which dismantles Medicare entirely).

Mitt has promised all states a waiver from ObamaCare on day 1.

Mitt is also committed to national tort reform which will reduce the costs of providing health care.

Tmferretti, you’re either spreading lies or grossly misinformed. The Republicans had lots of ideas on health care, the Democrats said my way or the highway and wouldn’t let them participate in amending the bill. There most certainly will be panels deciding what procedures are covered and which ones aren’t. Obama put a guy in charge of implementing Obamacare who has praised the British system, a system geared to denying care to old people in order to cut costs and make them die sooner. That is the major driving theory behind socialized medicine.

Try looking at the campaign web site of Newt or the other candidates to see their health care proposals. All the details are there to see and you can compare them to Obamacare. Of course that’s already been mentioned in these comments and you chose to ignore it because you’re an Obama groupie. Newt is keeping some stuff from Obamacare, like preventing insurers from cancelling your plan when you get sick. He is also proposing the important medical malpractice reform, which the Democrats would not do because they are bought off by lawyers as their major campaign contributors. I believe Obama said “we’ll get to that part later” and then never did. Newt is modeling his plan off of his successful 1996 welfare reform by letting the states have more control over how they run things.

The difference between Mitt and Obama is that Mitt lets us know ahead of time that his positions are elastic.

The difference between Newt and Obama is that Newt is more open about his globalist, new world order agenda.

Posted by: Justin Rogers | December 27, 2011, 5:16 pm 5:16 pm

I think what people are forgetting is this– Newt and Romney wanted health insurance as mandated and designed BY THE STATE, NOT THE FEDERAL GOVERNMENT. Both are BIG believers in the 10th Amendment… Obama is not. Obama doesn’t believe in the constitution. He believes its a relic from the past and means nothing at all anymore.

And if the Dems continue to be in charge (I dare not say “lead”) then that is exactly what the constitution will be.. an old relic.

Posted by: Bryan | December 27, 2011, 5:44 pm 5:44 pm

Romney is the only candidate that we have that can beat Obama…. He also has a very good record and has the resume that is needed to fix this economy…. Obama does not have the experience and the know how and it has been painfully obvious for three years.

It’s getting to be about that time when we need to start supporting the guy and circling the wagons to protect him.

It tells you something when a lobbyist goes from 100% support of health care reform to 100% opposition to it. It’s just a matter of who’s pulling the strings at the time. These days, the GOP is having it’s strings pulled by the anti-health care lobby. They are additionally motivated because lobbyists have them so far out on a limb that if “Obama-care” succeeds, and it will if given the chance, then the GOP will be political outcasts for a long, long time. It would probably be the greatest domestic political achievement of the new millennium. You don’t just let the opposition have that on a silver platter. Instead you knock the platter to the floor, with help from rich lobbyists.
