BENGHAZI ABC News' Benjamin Bell: " Sen. John McCain Asserts Benghazi 'Cover-Up'" Sen. John McCain, R-Ariz., this morning described the Obama administration's handling of the Benghazi controversy as a "cover up," following exclusive reporting by ABC News that showed the State Department was involved in editing the CIA's Benghazi talking points used in the days after the attack on the American diplomatic compound in Libya last year. The Los Angeles Times' David S. Cloud: " McCain again calls for special congressional panel on Benghazi" Sen. John McCain (R-Ariz.) pressed Sunday for a special congressional committee to investigate the deadly attack on the U.S. diplomatic compound in Benghazi, Libya, last year, insisting that questions about former Secretary of State Hillary Rodham Clinton's role remain unanswered. "I don't know what level of scandal, unquote, this rises to, but I know it rises to the level where it requires a full and complete ventilation of these facts," McCain said on ABC's "This Week." The New York Daily News' Adam Edelman: " Sen. John McCain: Investigate Obama 'cover-up' of Benghazi Sept. 11 attack" Another prominent Republican has lent his name to a growing chorus of lawmakers calling the White House's handling of the Sept. 11 attack on the American mission in Benghazi a "cover-up." "I'd call it a cover-up in the extent that there was willful removal of information, which was obvious," Arizona Sen. John McCain said on ABC's "This Week." LINK

The New York Times' Peter Baker: " Chairman of Benghazi Board Defends Its Decision Not to Question Clinton" The State Department board that reviewed last year's attack on a diplomatic outpost in Libya never questioned Hillary Rodham Clinton, the secretary of state at the time, because it had already decided responsibility lay below her level, the board's chairman said Sunday. Thomas R. Pickering, a former ambassador who led the review, said his group discussed its findings with Mrs. Clinton but did not pose any questions because it had established the facts to its satisfaction and concluded that mistakes were made by less senior officials. Likewise, he said, the panel did not question her two deputies. LINK

IRS The Washington Post's Juliet Eilperin: " IRS targeted groups critical of government, documents from agency probe show" At various points over the past two years, Internal Revenue Service officials singled out for scrutiny not only groups with "tea party" or "patriot" in their names but also nonprofit groups that criticized the government and sought to educate Americans about the U.S. Constitution, according to documents in an audit conducted by the agency's inspector general. The documents, obtained by The Washington Post from a congressional aide with knowledge of the findings, show that the IRS field office in charge of evaluating applications for tax-exempt status decided to focus on groups making statements that "criticize how the country is being run" and those that were involved in educating Americans "on the Constitution and Bill of Rights." LINK

Politico's Lauren French: " 5 questions on the IRS debacle" A classic Washington scandal is unfolding - complete with accusations of lies, abuse of power and questions about coverups. To add to the intrigue, it involves one of the most hated government agencies: the Internal Revenue Service. It all started Friday, when an IRS official - in an apparently off-handed remark - acknowledged and apologized for wrongly targeting conservative groups seeking nonprofit status. LINK

IMMIGRATION REFORM The Hills' Amie Parnes: " White House strategy for winning immigration fight comes with some risks" The White House plans to use an inside-outside game to pressure Congress as it seeks a political victory for President Obama on immigration reform. The inside game includes meetings with key stakeholder groups, such as one this week with Asian American and Pacific Islander leaders. LINK

OBAMA'S CABINET The Washington Times' Dave Boyer: " Empty chairs: Obama struggles to complete second-term team" As he struggles to find momentum in his second term, President Obama is setting a dubious record for the slowest pace in assembling a new Cabinet. Civil rights activists have criticized Mr. Obama for a lack of diversity in his new team, and the president's nominees are largely people he already knows and trusts. LINK

ENERGY AND THE ENVIRONMENT USA Today's Wendy Koch: " Better batteries could revolutionize solar, wind power" On an arid mountain in Eureka County, Nev., a mining company believes it's struck the 21st century equivalent of gold. The precious commodity is vanadium, a metal that can be extracted from shale rock and used to make powerful, long-lasting batteries for cars, homes and utilities.
