NSA SCANDAL: ABC News' Shushannah Walshe: " Assange Says WikiLeaks Helping Snowden Get Asylum In Iceland" Wikileaks founder Julian Assange said Wednesday that his group has been in touch with Edward Snowden's legal team, the man who says he's behind the National Security Agency leaks. "We are in touch with Mr. Snowden's legal team and have been, are involved, in the process of brokering his asylum in Iceland," Assange said on a conference call with reporters marking his one year since entering the Ecuadoran embassy in London seeking asylum. The New York Times' Charlie Savage: " F.B.I Director Warns Against Dismantling Surveillance Program" Robert S. Mueller III, the director of the Federal Bureau of Investigation, warned Wednesday that dismantling the National Security Agency's once-secret program that is keeping records of billions of domestic phone calls by Americans would slow down investigators as they seek to stop terrorist attacks. IMMIGRATION: Politico's Jake Sherman and Seung Min Kim: " House: Senate Immigration Bill DOA" Senators, powerful outside groups and the White House are working intently to ensure that the Senate produces an immigration bill that could glide through the Republican House. If 70 to 80 senators vote for the bipartisan bill - which some in the Senate are aiming for - the House would barely feel pressure to take up the bill. Most conservatives instead would see passing the legislation as an act of mass stupidity. LINK

The Hill's Alexander Bolton: " Right Rips Rubio As Republican Immigration Votes Slip Away" Sen. Marco Rubio (R-Fla.) is feeling the heat as potential GOP allies are now turning against his immigration reform bill. Republican colleagues who were previously viewed as possible "yes" votes are keeping their distance from the 1,075-page measure. On Wednesday, conservative activists ripped Rubio and Sen. John McCain (R-Ariz.) - both sponsors of the bipartisan immigration measure - at a Capitol Hill rally. LINK

The Washington Post's David Nakamura: " Proposal Would Allow More Women To Come To U.S. Under Immigration Bill" A group of female senators is planning to introduce a proposal Thursday that would ensure that more women would be admitted to the United States under a comprehensive immigration bill, representing an early attempt at leverage by the Senate's emerging bloc of women. BORDER SECURITY:The Washington Times' Stephen Dinan: " Senate Cuts Itself Out Of Border Security Certification" Senators said Wednesday they don't want to be involved in certifying whether the border is secure, saying that putting that question before a political body could keep illegal immigrants from being legalized. The Senate voted 59-39 to defeat an amendment by Sen. Mike Lee, Utah Republican, that would have required the Senate to certify the border is secure before the pathway to citizenship could commence for illegal immigrants. LINK

IRS: Bloomberg's Richard Rubin: " Grassley Criticizes Potential $70 Million In IRS Bonuses" The Internal Revenue Service may be nearing an agreement to pay unionized employees $70 million in bonuses that aren't legally required, said Republican Senator Charles Grassley. A government-wide directive says such bonuses shouldn't be paid while automatic federal spending cuts are in effect, Grassley of Iowa wrote in a letter to Daniel Werfel, the interim chief of the IRS. ECONOMY: The Wall Street Journal's Jon Hilsenrath and Victoria McGrane: " Federal Reserve Eyes End of Bond Buying, Spooking Markets" Federal Reserve Chairman Ben Bernanke said the central bank could start winding down its $85 billion-a-month bond-buying program later this year and end it altogether by mid-2014, setting up a high-stakes test to see if the economy and financial markets can begin to stand on their own. HOUSE SPEAKER JOHN BOEHNER: The Los Angeles Times' Michael Memoli: " Boehner Torn Between Conservative Issues And Those With Broad Appeal" About once a week, like clockwork, House Speaker John A. Boehner insists in a Capitol news conference that jobs and the economy are the "No. 1 concern" of his GOP majority. But from week to week, there's often another priority in the House. On Tuesday, it was abortion, as Republicans passed one of the most stringent restrictions in a decade. In recent weeks, GOP-run committees held numerous hearings to investigate the Internal Revenue Service's targeting of conservative nonprofits and the attack on the U.S. compound in Benghazi, Libya.
