PRESIDENT OBAMA / HEALTH CARE ABC News' John Parkinson: " Dems Seek Cover From Obamacare's Promise of Keeping Health Plan" Democrats are beginning to show signs of division as the House of Representatives prepares to vote this week to ensure that the millions of Americans who have received cancellation notices of their health care plans can keep their preferred coverage. The Keep Your Health Plan Act, which would allow insurance plans currently available to individuals to be offered in 2014 without penalty under the law's individual mandate, is expected to come up for a vote in the House this Friday. The Wall Street Journal's Amy Schatz: " Bill Clinton Says Health Law May Need to Be Changed" Former President Bill Clinton said he thinks the Affordable Care Act may need to be changed to help consumers whose health insurance policies are being canceled. I personally believe, even if it takes a change in the law, the president should honor the commitment that the federal government made to those people and let them keep what they got," Mr. Clinton said in an interview with online magazine OZY released Tuesday. The Hill's Jonathan Easley: " Obama is boxed in by Bill Clinton" President Obama scrambled to find a coherent response Tuesday after former President Clinton jammed the administration by saying it should keep its promise that people could keep their health insurance plans if they liked them. The White House said Obama agreed with Clinton, but it offered no concrete idea on how that could be done. Anxiety is growing among congressional Democrats, with the House poised to vote this week on Republican legislation to let insurers offer their old plans even if they don't meet the new standards required by ObamaCare. Bloomberg's Margaret Talev: " Clinton Says Obama Should Keep Promise on Health Law" Former President Bill Clinton said President Barack Obama should accept changes to his health-care law if that's what it takes to fulfill his promise that Americans who like their health insurance can keep it. Clinton stepped into the debate over how to fix the flawed rollout of a central element of the law days before a vote in the Republican-controlled House on a measure that would let individuals keep their health-care plans into next year without penalty. Sun: " Troubled HealthCare.gov Unlikely To Work Fully By End Of November" Software problems with the federal online health insurance marketplace, especially in handling high volumes, are proving so stubborn that the system is unlikely to work fully by the end of the month as the White House has promised, according to an official with knowledge of the project. Politico's Carrie Budoff Brown: " The Making of Obamacare Management Failure" In the days after HealthCare.gov went live, White House chief of staff Denis McDonough quietly dispatched Jeff Zients, a favorite West Wing fixer, to assess the operation and report back. When Zients did, President Barack Obama learned the project was in worse shape than suspected - riddled with coding problems, management issues and communication gaps, according to a senior administration official. CONGRESSIONAL APPROVAL The Los Angeles Times' Lisa Mascaro: "Congressional approval drops to lowest ever 9%" Just when it seemed Americans' approval of Congress could not drop any lower, it did - to 9%, the lowest in Gallup's history of posing the question, the organization said Tuesday. Positive attitudes about Congress have been hovering in the low double digits for weeks - and, according to one survey, the body now ranks below root canals, cockroaches and traffic jams. But last month's government shutdown appeared to show there is no bottom to Americans' displeasure with the way Congress is doing its job. LINK
