- BY THE NUMBERS: Thirty-three Republicans voted in favor of the president's plan to arm and train Syrian rebels in the fight against ISIS when the Senate voted yesterday, according to ABC's ARLETTE SAENZ. Nine Democrats and one independent opposed the plan. Only one vulnerable Democratic senator voted against the plan - Sen. Mark Begich of Alaska - while his Republican opponent Dan Sullivan said he would back the measure. Both Massachusetts senators - Sen. Ed Markey and Sen. Elizabeth Warren - voted "no," meaning they bucked former Massachusetts senator and current Secretary of State John Kerry's wishes. Markey filled Kerry's seat when he became Secretary of State.
- 2016 LIKE IT'S TODAY: Only one potential 2016 contender voted in favor of the plan - Sen. Marco Rubio, R-Fla. Four potential 2016 contenders - Sens. Ted Cruz, Rand Paul, Bernie Sanders, and Elizabeth Warren - voted against. Additionally, Sen. Kirsten Gillibrand, D-N.Y., voted "no," perhaps mindful of her seat's predecessor Hillary Clinton's fateful Iraq vote. Some consider Gillibrand to have a prosperous political future beyond the Senate.
- GONE 'TIL NOVEMBER: The House and Senate are both out until Nov 12. If House lawmakers stick to the schedule, they'll only be in session 23 days from August to the end of the year, according to ABC's JOHN PARKINSON.
THE ROUNDTABLE:
ABC's JEFF ZELENY: It was a striking scene. As the Senate was voting to give authority to arm and train Syrian rebels, one conversation stood out among all others on the Senate floor. Two Republican senators from Kansas, Pat Roberts and Jerry Moran, were locked in an animated and intense exchange. A few minutes earlier, the Kansas Supreme Court issued an opinion that could throw a winkle into the GOP's well-laid plans to win control of the Senate. The court ruled the Democratic candidate's name can be taken off the ballot, which means Roberts will likely face a one-on-one match with Greg Orman, a popular independent candidate railing against Washington. The state is deep red on most maps, but Kansas Republicans well remember their state twice elected Kathleen Sebelius as a Democratic governor and behemoth Johnson County, in suburban Kansas City, had a Democratic member of Congress for years. The six-week march to the midterm elections is now even more interesting. Moran, the low-key chairman of the Republican Senatorial Committee, is tasked with delivering the six seats needed to win the majority. And the map suddenly extends into his own backyard, where a cauldron of political uncertainty awaits. The Republican governor, Sam Brownback, is already in the fight of his life. Now, Roberts is too.
ABC's RICK KLEIN: The House and Senate votes on President Obama's plan for confronting ISIS revealed deep splits inside both parties - and particular intrigue among the 2016ers in the Senate. But you might not get that sense from the campaign airwaves. The National Republican Congressional Committee is out with a wave of new ads hitting Democratic House candidates as soft on national security, even tying the border crisis into far broader terrorism concerns. Some choice words from the ads, going up in New York, Iowa, Minnesota, and Arizona: "dangerously liberal"; "puts us at risk"; "dangerously wrong"; "passports for terrorists." The ads are blunt instruments during a tense time. They suggest a campaign dynamic that's slightly off from the true political dynamics. What it means to be "liberal" on national security policies may be changing, but what it means to campaign against a "liberal" hasn't just yet.

HILLARY CLINTON BLAMES REPUBLICANS FOR 'Egregious' POLICIES TOWARD WOMEN. During a panel at the Center for American Progress on Thursday, former Secretary of State Hillary Clinton's message was clear: Equal pay for women, access to affordable, quality childcare, paid sick leave, and the full participation by women in the U.S. labor force will lead to a stronger economy (even a 10 percent increase in the GDP, she argued). ABC's LIZ KREUTZ reports Clinton also made clear she believes politicians on "the other side of the aisle" are preventing any such policy changes from passing through. "Congress increasingly, despite the best efforts of my friends and others, is living in an evidence-free zone where what the reality is in the lives of Americans is so far from the minds of too many who don't place the highest priority on … family-centered economics," Clinton said.
