Reporter: Cuomo's health commissioner defending the controversial decision last spring to return covid patients to nursing homes after treatment saying it was staff members who brought the virus in. Reporter: New York's attorney general reporting those deaths were undercounted by up to 50% with some patients counted as hospital deaths despite contracting the virus in nursing homes. This as more details surface about sexual harassment allegations against governor Cuomo.
