Reporter: Horrific school bus crashes like this, sending students flying out of their seats. Tonight, prompting an effort from federal regulators. And the head of the national highway traffic safety administration asking for seat belts on every school bus in the country. The agency says it will save the lives of children. I believe my daughter would still be here if she had her seat belt on. Reporter: Only six states require all school buses to be equipped with seat belts. Crash tests by a seat belt manufacturer says that they can keep children safer in rollovers. Change that are belted, they're safe. The unrestrained children are thrown throughout the vehicle. Reporter: Tonight, no timeline on when new requirements will be implemented. Just a big push to get students buckled up.
