Cecily Ann Aguilar was indicted on 11 federal charges including accessory after the fact and tampering with evidence Tuesday in the death of Vanessa Guillen.

Maj. Gen. Gene LeBoeuf, chief of staff for the U.S. Army Forces Command, told “20/20” that Guillen was harassed, but not by Aaron Robinson.

An independent review panel found a failure of leadership at Fort Hood and that there was a permissive environment toward sexual assault and harassment.

Robinson fled Fort Hood, got into a car and was able to get a gun. Police in Killeen, Texas, have body camera and dash cam video of the incident, but it has not yet been released.

Investigators say that Cecily Aguilar told them Robinson admitted killing Vanessa Guillen and that she helped him attempt to destroy evidence.

Concrete had been poured over the remains to obscure them. Her family received the heartbreaking news.
